This study starting from the debate of the influence of the so-called military revolution on the emergence of modern states, analyses the neglected aspect of the influence of seapower on socioeconomic change, using a formal model. It is maintained that the choice of seapower by a state leads to a different regime than the choice of land military power, because sustainable seapower necessitates a wide alliance of interests, which brings with it more democratic regimes, develops new more efficient and complex forms of organizations, requires the acquisition and diffusion of new knowledge and expertise that brings with it institutional change and economic growth. Adolescents have begun to initiate sexual activity at increasingly early ages in the past few decades. Using a sample of 2,494 adolescents from the National Longitudinal Survey of Youth (NLSY97), structural and parental process variables were examined in the prediction of sexual onset. Results indicated that the age at which youth initiate sexual intercourse is related to the structural characteristics of their grandmothers and mothers, as well as puberty, gender, and race. There is support for partial mediation of the effects of these grandmother characteristics via mother characteristics and parental process. Results are discussed within the framework of the life course perspective and provide support for the importance of previous generations in the explanation of adolescent sexual behavior. Regional economic integration has become the dominant development pathway promoted, endorsed, and followed by many developing country governments in South East Asia and globally. Focusing on hydropower development, this article shows how forces of globalization manifested in the Myanmar government’s strategies to promote economic growth are shaping the Salween River basin’s development trajectory. Contesting the general belief that economic development would help the country’s transition to full democracy and achieve peace, it illustrates how hydropower development plans in the basin are closely interlinked with human rights issues. Well known for its long histories of violent conflict involving the Myanmar military and ethnic armed groups in various states, hydropower development in the Salween River is not only linked to the ongoing peace process in Myanmar but could also have direct implications on the actual significance of the process. Despite the signing of nationwide ceasefire agreements in 2012, hydropower dam projects could contribute to and trigger reoccurrences of violent armed conflict. Recognizing this conflict-prone and politically fragile condition as the main characteristics of Salween water governance is essential if we are to strive for sustainable and just development.  相似文献

Previous work has documented the similar importance of developmental domains in accounting for adolescent deviance in different racial/ethnic groups (e.g., Vazsonyi A. T., and Flannery, D. J., 1997, J. Early Adolesc. 17(3): 271–293). The current investigation is a replication and extension of this line of work. It examined the importance of the family (closeness, monitoring, and conflict) and school (grades, homework time, educational aspirations, and commitment) domains on a sample of adolescent (mean age = 16.4 years) African American and Caucasian youth (N = 809). The following important findings were made: (a) developmental processes including family and school domain variables and deviance were very similar for African American and Caucasian youth; (b) both developmental domains revealed independent predictive relationships with a number of different measures of adolescent deviance in both groups; and (c) the 2 domains uniquely accounted for 25% and 37% of the variance explained respectively in African American and Caucasian adolescent total deviance.  相似文献

Research examining the relationship between neighborhood socioeconomic disadvantage and adolescent offending typically examines only the influence of residential neighborhoods. This strategy may be problematic as 1) neighborhoods are rarely spatially independent of each other and 2) adolescents spend an appreciable portion of their time engaged in activities outside of their immediate neighborhood. Therefore, characteristics of neighborhoods outside of, but geographically proximate to, residential neighborhoods may affect adolescents’ propensity to engage in delinquent behavior. We append a spatially lagged, distance‐weighted measure of socioeconomic disadvantage in “extralocal” neighborhoods to the individual records of respondents participating in the first two waves of the National Longitudinal Survey of Youth, 1997 Cohort (N = 6,491). Results from negative binomial regression analyses indicate that the level of socioeconomic disadvantage in extralocal neighborhoods is inversely associated with youth offending, as theories of relative deprivation, structured opportunity, and routine activities would predict, and that the magnitude of this effect rivals that of the level of disadvantage in youths’ own residential neighborhoods. Moreover, socioeconomic disadvantage in extralocal neighborhoods suppresses the criminogenic influence of socioeconomic disadvantage in youths’ own neighborhoods, revealing stronger effects of local neighborhood disadvantage than would otherwise be observed.  相似文献

Many of the case studies on collaboration tout the success of collaborative efforts, and theory building efforts focus almost exclusively on conditions for successful collaboration. Notably missing from the literature are efforts to comprehend why collaborations fail. Given that participants in a collaboration are invested in the collaborative effort, why does a collaboration fail? In addition, does the membership of the collaborative effort impact the factors for success or failure? By examining extant literature on both collaboration success and collaboration failure, we seek to identify a set of factors common across the literature that are foundational to a framework of collaboration failure.  相似文献

This essay describes how Israeli students in a course on mediation and consensus building taught in an Israeli university law department by an American law professor and an Israeli instructor analyzed and studied the conflict in the Middle East. It describes the suggestions they made for process design for the next stages of whatever peace process might emerge for the region. In light of the students' suggestions, the authors present some ideas as to how different approaches to reconciliation and peace might be used, managed, and coordinated.  相似文献

Utilisation of public inquiries and royal commissions in Westminster systems of government is a source of continuing interest. That royal commissions continue to be appointed when there is an increasing array of other institutions governments can now employ and given that royal commission reports often have very adverse impacts on the appointing governments, remains a key issue. So the appointment by the Queensland government of not one, but two royal commissions in 2005 into the same topic – the recruitment and performance of doctors recruited abroad working in Queensland public hospitals – provides a special opportunity to analyse the circumstances in which a royal commission mechanism is activated. That one of these royal commissions had to be disbanded because of legal action taken by several of those being investigated is another reason to assess these royal commissions. This is almost without precedent in Australia and has implications for the future conduct of such bodies. Lastly, how the Queensland government was able to minimise the blame from the subsequent royal commission's highly critical report, is also instructive and worthy of assessment .  相似文献
