In the first three elections following Malawi's return to democracy in 1993, voting patterns displayed a clear ethno-regional pattern. Then in 2009 the regional pattern broke down in dramatic fashion, with the incumbent President, Bingu wa Mutharika, attracting majority support across all three regions. This article first examines whether ethnic identities were at the root of Malawi's ethno-regional electoral pattern. Our tests show that while ethnic identities were associated with partisan attachments in some areas, regional patterns were more consistently related to other factors, particularly views of the government's performance and the inclusiveness of the ruling party. We then examine the breakdown of the regional pattern, drawing on trend analysis of public opinion data from 1999 to 2008. We show that by 2009 the majority of Malawians in all three regions had come to hold positive views of Mutharika's performance and had come to see his government as inclusive. We conclude, therefore, that shifts in patterns of partisanship had more to do with political factors – Mutharika's symbolic and substantive policies during this first term – than ethnic identities. Malawi reminds us that incumbents, when faced with incentives to construct multi-ethnic support bases, can use the power of the state to reach out across ethnic political boundaries and re-order supposedly entrenched patterns of partisanship.  相似文献

Why do elections held in the shadow of civil wars sometimes generate more violence in already war-torn societies, while in other circumstances they do not? This article develops a conceptual framework based on three clusters of factors to analyse the conflict-generating aspects of elections in war-torn societies: the key actors in the electoral processes; the institutions of elections; and the stakes of the elections. Two types of war-related elections are distinguished: elections held during an ongoing civil war, and elections held in the post-war period when peace is to be implemented. While different in many respects, the two contexts share critical characteristics through their association with the legacy of warfare. Several important implications emerge from the analysis. First, relating to militant and violent actors, incentive structures need to be altered by addressing both the opportunities and means of violence. Second, to prevent inducements for violent behaviour, institutional arrangements – including electoral commissions – have to be crafted with consideration given to local conflict dynamics and the history of violent conflict. Finally, the stakes of elections in war-shattered societies can be reduced through, for instance, constitutional pact-making and the oversight of external actors in electoral processes.  相似文献

According to the theory of ‘democratic peace’, India, as the largest democracy in the world and as South Asia's predominant regional power, should be expected to promote democracy in neighbouring countries. However, New Delhi lacks any kind of official democracy-promotion policy, and its past record on democracy promotion efforts in the region is mixed at best. Against this background, the article analyses the substantial role India has come to play in the peace and democratization process in Nepal in the years 2005–2008, asking whether this constitutes a departure from New Delhi's traditional policy of non-interference in its neighbours' internal affairs and a move towards a more assertive approach to democracy promotion. However, the analysis shows that India's involvement in Nepal was the product of short-term stability concerns rather than being an indicator of a long-term change in strategy with the intention of becoming an active player in international democracy promotion.  相似文献

In the liberal concept of a ‘democratic civil peace’, an idealistic understanding of democratic stabilization and pacification prevails: democracy is seen to guarantee political stability and social peace by offering comprehensive representation and participation in political decisions while producing outcomes broadly in accordance with the common interest of society. This contrasts with the procedural quality and the material achievements of most, if not all, really existing democracies. South America is paradigmatic. Here, the legitimation of liberal democracy through both procedure and performance is weak and yet ‘third wave democracies’ have managed to survive even harsh economic and political crises. The article presents a conceptual framework to analyse historically specific patterns of democratic stabilization and pacification. Analyses of the processes of socio-political destabilization and re-stabilization in Argentina and Ecuador since the late 1990s show how a ‘de-idealized’ perspective on the democratic civil peace helps explain the viability of democratic regimes that systematically deviate from the ideal-type conditions for democratic survival that have been proposed in the literature.  相似文献

Abstract

Drawing upon Karl Polanyi's journalistic writings and unpublished lectures from the 1920s and 1930s, this article reconstructs the lineaments of his research programme that was to assume its finished form in The Great Transformation. It identifies and corrects a common misinterpretation of the thesis of that book, and argues that Polanyi's basic theoretical framework is best conceived as Tönniesian: market society is Gesellschaft, while the ‘protective counter-movement’ of The Great Transformation is Gemeinschaft, understood dynamically. It examines the two central mechanisms by which, in Polanyi's understanding, Gesellschaft broke down in the mid-twentieth century: the ‘clash between democracy and capitalism’ and the ‘perverse effects’ whereby political intervention in markets impairs profitability and saps the vitality of the market system.  相似文献

Abstract

One of the central elements in a sustainable democracy is an informed and independent voters’ corps who is knowledgeable regarding democratic values and the policies of different parties, and who participates in democracy. The literature suggests that voters who are more heavy media users are also more politically knowledgeable. It follows that the media have an important informational role in a democracy. Against this background, the media usage patterns, media usage perceptions and political knowledge of the students of the North-West University on the Potchefstroom, Mafikeng and Vaal Triangle campuses were investigated during May 2009. This was done in the form of a quantitative survey that allowed students to report their real perceptions, experiences and knowledge levels. Questionnaires were administered in a self-administered style to avoid interviewer bias and to increase truthful self-reporting. Trained field workers used certain guidelines to ensure that the sample was representative of NWU students. The study found that students on all three campuses had poor levels of political knowledge. It was furthermore established that they were light users of media and did not often engage in political discussions with peers. On all three campuses, for political information television was the preferred medium, followed by radio. Although there were only weak correlations, it would seem that the students who were heavier users of media, were also more politically knowledgeable.  相似文献

ABSTRACT

Hizb ut-Tahrir is a transnational movement that currently finds support among young Muslims in Central Asia and Western Europe. It presents a complex challenge to both Western and Muslim governments because it calls for the unification of all Muslim countries into a single Caliphate but has consistently rejected violence as a tool of political change. In this paper we focus on Hizb ut-Tahrir in Uzbekistan, a country that is a key U.S. ally in the war on terrorism. Drawing on extensive fieldwork in Central Asia, we find that social movement theories (resource mobilization theory, political opportunities theory, framing theory) cannot explain why Hizb ut-Tahrir has remained opposed to violence under the same circumstances in which the Islamic Movement of Uzbekistan, the other important radical Islamic group in the region, has embraced violence. We suggest that ideology is crucial for understanding why Hizb ut-Tahrir remains peaceful, and consider several scenarios in which the group might reconsider its ideology and turn to terrorism.  相似文献

ABSTRACT

In the wake of the first ever Al Qaeda-inspired bombings in Britain in July 2005, there has been much discussion about the appropriate form(s) of counter-terrorism response. This article focuses on one aspect of the “war on terror” usually afforded less prominence than other counter-terrorist measures; namely a range of existing and proposed constraints on media freedom and the constitutional/human rights issues provoked. The United Kingdom is the focus because terrorism laws intended for the ethno-nationalist conflict in Northern Ireland have been replaced by legislation in 2000 and 2001 claimed to reflect the changed nature of terrorism and that arguably has serious implications for freedom of expression. Measures that would impact adversely on speech are being debated in Parliament presently, measures that go considerably further than the previous bans on the direct broadcasting of Sinn Féin representatives and their sympathisers.  相似文献

Despite the spread of electoral democracy, few Latin American media systems today encourage the deepening of democracy. We attribute this outcome to (a) generalized weakness in the rule of law, (b) holdover authoritarian legislation, (c) oligarchic ownership of media outlets, (d) uneven journalistic standards, and (e) limited audience access to diverse sources of information. Reforms designed to address these problems could include the appointment of special prosecutors to investigate crimes against journalists; replacement of criminal libel laws with civil procedures; legislation protecting journalists' sources and guaranteeing transparency in government; the establishment of nonpartisan boards to allocate broadcast concessions, administer state-owned stations, and distribute government advertising; user fees to expand public media; and various measures to enhance professional standards.  相似文献
