Socio-political tensions in Bus Rapid Transit (BRT) development in low-income Asian cities

International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help.     

Reproductive health services: “Business-in-a-Box” as a model social innovation

Access to reproductive health services and products in remote and rural communities is a critical area of concern for developing countries. This article considers a pilot intervention in three districts of Pakistan where “Business-in-a-Box” as a model of place-based social innovation is used to improve the socio-economic conditions of women in remote rural settings through socially responsible micro-franchising. It finds that such programmes help build a sense of community, ownership and grassroots capabilities and skills. The article also discusses the impacts of such actions on the individual and community life, and the need to upscale and sustain these initiatives.     

Uncovering land tenure insecurities: tips for tenure responsive land-use planning in Ethiopia

Land-use planning, although a mechanism for development, can also generate insecurity during its implementation. This article argues that tenure security and land-use planning should not be implemented in isolation from each other. It posits that land-use planning – rather than restricting the security of people's tenure – has the potential to serve as a means of securing tenure. The article explores tenure (in)security elements in land-use planning as a crucial challenge in the urban town of Gelan Sidama Awash, Ethiopia. Using data collected through stakeholders’ interviews, it uncovers their tenure security challenges, and outlines a set of measures for enhancing tenure security through land-use planning.     

从危害国家安全罪看俄罗斯的刑事政策

俄罗斯联邦刑事政策指导刑事立法,反映国家的犯罪态势和预防犯罪的对策。随着经济全球化,刑事立法也被置于国际大背景中。侵害宪法制度基本原则和国家安全的犯罪较为典型地诠释了俄罗斯当前人道主义导向的刑事政策和刑法保护价值观的调整,突出了俄联邦刑事立法上法网严密、刑罚宽缓的特点,符合国际上预防犯罪和改造罪犯的目的。刑事政策是社会历史发展的产物,是社会政策的一部分,其新旧更迭变化和发展也必然符合历史规律和社会进步的需要。     

我国行业利益集团对规制政策制定过程的影响

规制政策本质上具有对公民和企业的权利进行分配或再分配的特点,中国国际快递委员会通过重点运用游说策略,综合利用智库、媒体等渠道,对快递业的规制政策制定施加了影响,有力地抵制了国家邮政局和邮政企业“政企同盟”的政策意图。因此,如何在今后的利益集团博弈中构筑一个各方充分参与的制度性平台,将成为今后政治体制改革的重要课题。     

International Organizations ICTs Policies: E‐Democracy and E‐Government for Political Development

New technologies provide new channels of access to political information and participation in decision‐making processes. This assumption is clearly important in the action plans and policies of International Organizations (World Bank, Organisation for Economic Co‐operation and Development, United Nations), which have assumed a leadership role in the reform of political institutions. Starting from an analysis of the reasons that have brought the state and processes of institution building back into focus, this paper will reconstruct the International Organizations' vision of the transformative potential of new information technologies and their activity in this field. Particular attention will be devoted to e‐democracy and e‐government as policies to build democracy in developing countries.     

论"严打"与正确理解我国刑事方针、政策的几个问题

“依法从重从快”严厉打击严重刑事犯罪分子,是党在社会主义初级阶段惩治犯罪、维护治安的重要方针。正确理解和运用党的刑事方针、刑事政策,实现中央提出的“两年内社会治安工作取得新的明显进步”,对于依法治国,实现国家长治久安都具有深远的意义。     

制定国家青年政策的国际经验

联合国青年政策框架和各国制定青年政策的理论及实践表明,国家青年政策的制定必须在立足于本国．国情的同时又注意借鉴国际经验,并对“青年”等基本概念做出明确界定,阐明青年与自然、青年与社会等基本关系,把青年作为未来力量与现实力量的集合体和问题与潜力的统一体。     

The Role of EU Internal Policies in Implementing Greenhouse Gas Mitigation Options to Achieve Kyoto Targets

This paper reviews the role of internal European Union (EU) policies and measures in implementing the target for greenhouse gas mitigation in the Kyoto Protocol. It starts with a discussion of the EU Burden Sharing Agreement, which distributes the target between Member States. This leads to a review of the appropriate level of implementation of policies, i.e. at the EU level or Member State level. There is a role for the flexible mechanisms of the Protocol, particularly emission permit trading, in complementing Member State policies at the EU level. The implementation is to be done against the background of three major factors which may have an important bearing on the policies: the probable long-term requirement of substantial reductions in greenhouse gas emissions a changing structure of energy markets, following liberalisation of the gas and electricity markets EU enlargement to include economies in transition with the potential for further substantial reductions in emissions.The paper concludes with a discussion of ancillary benefits of the policies that may be substantial and a summary of the position as regards the "unfinished business" of the Protocol to be discussed at the Conference of the Parties in the Hague in November 2000.     

中国妇女参政十年回顾与评估

该文对于1995年至2005年的中国妇女参政进行回顾评估,从四个方面展开:第一,将十年妇女参政置于解放后的历史背景下,描述加强制定性别保障政策的意义和实践。第二,发现女性民主参与对我国公共政策推进的价值。第三,与国际社会妇女参政进行比较,与我国民主党派进行比较,分析这十年妇女参政停滞不前的状况和原因。第四,分析参政女性在权力结构中的边缘地位,认为导致女性政治参与更多表现出的是非权力的外围参与,对公共政策的影响效果有限。
