Orphan Counties and the Effect of Irrelevant Information on Turnout in Statewide Races

Over 10% of the American electorate lives in counties served by out-of-state media because of the mismatch between media markets and state boundaries. Frequently, these “orphan” counties face a different information environment than others in their home state: they receive no news coverage and political advertising for their own statewide races, irrelevant information pertaining to candidates in the neighboring state who will not appear on their ballots, or both. With a combination of county-level, individual-level, and political advertising data, our analysis evaluates the effect of orphan county residency and irrelevant political information on political participation. Results indicate that orphan counties have lower turnout rates than non-orphan counties and that this difference is explained by lower levels of interest in the campaign stemming from exposure to irrelevant information.

Cooperation-benefit and social mobilization： The basement of harmonious society

As a goal pursued by human beings, a harmonious society can be constructed through a bottom to up social construction mechanism and top to bottom social mobilization mechanism. A healthy social construction mechanism can promote social wealth and allocate it impartially by jointing production of member of society and cooperation-benefit. At the same time, a good social mobilization mechanism, on the other way, makes the members of society reach a harmonious consensus by social mobilization and social civilization. In order to create these two types of mechanisms, public administrators need to develop mechanisms to promote cooperation and develop cooperation productivity. These mechanisms include social trust mechanism, information sharing mechanism, supervision and restraining mechanism and the mechanism for the distribution of interests.

Explaining community mobilization in the city of Vilnius: a search for social capital

The article explores community mobilization in the urban environment. Specifically, it examines community organizations in Lithuania’s capital city of Vilnius. Engaging with social capital theory, the article illustrates the actual community mobilizations, their stories, collective action strategies, and reasons for mobilizing. It challenges the assumption that mobilizations rarely take place in the urban environment of Lithuania due to low civil society and a nonparticipatory culture. This article shows that when mobilizations do take place, they can be short lived but still achieve significant results.     

Taiwan’s Sub-national Government Relations with Japan: Post-1979 Developments

In 1972 the Japanese government ended its diplomatic recognition of the Republic of China. And yet it did not. In the aftermath of that decision, colonial legacy ties between Taiwan and Japan were drawn upon to create a new form of relationship, with ties that were official in all but name. Taiwanese cities and counties were also encouraged to develop formal ties with their Japanese counterparts. These sub-national ties are a critical – but little researched – component of the enduring bilateral relationship between these two countries. This article – based on extensive fieldwork in both countries – is an initial effort in understanding how these ties have developed and function, and how they support bilateral relations between Taiwan and Japan. Drawing on additional fieldwork in China, this article also considers what formal limitations exist on the para-diplomatic relations between these countries.

纯粹的市场难以启动地震灾区重建。在国家政策与制度安排干预下,以及在农户自身社会资本支撑下,形成了地震灾区住房重建市场非常规行动。在注重灾后重建成效的同时,非常规行动的外部性也成为人们关注的焦点。集体行动下的市场建材价格上扬及行动长效机制的缺失等,对构建持续与稳定的灾后重建秩序产生了不利的影响。

汶川抗震救灾中社会动员形成了党政军系统的命令式动员和面向全体社会成员的参与式动员两种有效的运作方式。巨灾救助中社会动员推进了社会凝聚。在灾后民生重建中仍要以社会动员为动力，重组人们的心灵秩序，提高社区的救助和保障功能，提高民族精神振兴的能量与效果。     

Plurality support for democratic decay: the 2019 Polish parliamentary election

Abstract

The 2019 parliamentary election in Poland resulted in continuity of the incumbent PiS party-coalition. The election saw, for Poland, an unprecedented turnout of 62%. The 44% support for PiS translated into a 51% majority in the Lower House. The ability of the three opposition blocs (KO, SLD and PSL) to coordinate their political campaign for the upper chamber resulted in their victory – PiS lost the majority in the Senate. This post-2019 period thus starts as parliamentary cohabitation. The preceding four years had witnessed repeated violations of the constitution by the government (including attempts to dismantle the separation of powers and to turn public media into a partisan propaganda machine) accompanied by a general anti-liberal and anti-European stance. The electorates of the two major party-blocks have polarized in terms of their socio-demographic features. The new government does not differ much from the pre-election one, with the same PM and most ministers. The first weeks of its governing indicate that the government’s general as well as sectoral policies will be continued, including the controversial, illiberal ones. Finally, the election though free, was unfair, if for no other reason than the simple one of the partisan nature of the public media.

中国共产党在山东抗日根据地的文化动员是在日本侵略者在山东推行奴化教育,教育机构遭到严重破坏,广大农村地区文艺活动极度封建、落后的背景下开展的。山东党组织一方面广泛发展群众性的文化教育,努力提高民众的文化素质和抗日热情;另一方面积极组织文艺工作者到民众中开展革命文艺活动,丰富民众的文化生活,激发民众的爱国情感。党在山东抗日根据地的文化动员给我们留下了重要启示:必须发挥人民群众在文化建设中的主体作用,文化的发展必须紧紧围绕和服务时代主题。
