What determines countries’ successful transition to democracy? This article explores the impact of granting civil rights in authoritarian regimes and especially the gendered aspect of this process. It argues that both men's and women's liberal rights are essential conditions for democratisation to take place: providing both women and men rights reduces an inequality that affects half of the population, thus increasing the costs of repression and enabling the formation of women's organising – historically important to spark protests in initial phases of democratisation. This argument is tested empirically using data that cover 173 countries over the years 1900–2012 and contain more nuanced measures than commonly used. Through novel sequence analysis methods, the results suggest that in order to gain electoral democracy a country first needs to furnish civil liberties to both women and men.  相似文献

Though numerous studies indicate that youth and young adults who are involved in one or more social service systems have poor educational and employment outcomes, little is known about the pathways to employment and education in this population. In this qualitative study of educational and employment exploration in vulnerable youth, 11 individuals participated in a series of research meetings over the course of several months as they engaged in a work or school transition. The participants’ progress toward self-defined educational or vocational goals during the study period was characterized as steady progress, planned exploration, accidental exploration, and frustrated aspiration. This article discusses findings for the participants whose experiences fit into each of these groups and presents policy recommendations for supporting vulnerable youth through educational and employment transitions.  相似文献

Powerful social forces block the transition from authoritarianism to democracy. Economic, political and social stability has not yet been achieved. The corporatist political and social structures have not been transformed to allow the vast majority to enjoy the basic necessities that ensure a life of dignity. Institutional structures of government, such as an independent judiciary, must be developed and stabilized. The rule of law and the guarantees of due process have to be consolidated and become an accepted, basic requirement of social interaction. Creating a specific kind of deliberative democracy based on the epistemic value of democratic decision making and discussion is the only way forward. This justificatory theory is more likely to allow for equal participation and rational discourse among all segments of the population. Objective information on important societal issues is a necessary prerequisite for such participation. This requires an independent press that adequately performs its democratic functions. Moreover, an independent judiciary has an indispensable role to play in this process, particularly in protecting the free flow of information to the people so that they can make informed choices on issues crucial to a democracy.  相似文献

Despite the ever growing body of scholarly work on policy developments in the post‐communist New Member States of the European Union (NMS), systematic comparisons of policy outcome performance and its determinants are still scarce. This article identifies patterns of post‐communist policy outcomes across the fields of economic, social and environmental policy. By employing pooled time‐series cross‐sectional analysis with a Fixed Effects Vector Decomposition (FEVD) estimator it investigates to what extent policy outcome performance is determined by differing policy efforts (outputs or reform tracks), transitional conditions and international influences. Although citizens are still negatively affected by the initial economic recession, especially in the social domain, policy reforms and efforts are decisive in determining the outcome performance of the NMS relative to one another in the longer run. Successful and comprehensive market reforms and steering capabilities prove to be particularly important in this regard. Furthermore, internationalisation has an important, albeit ambiguous, impact. While exposure to the world market is reflected in negative policy performance, interaction with and financial commitment from Western European Union countries promote positive policy outcomes.  相似文献

The inclusion of students with disabilities is a process that requires collaboration among multiple individuals, with teachers, aides, parents, students, and school systems playing important roles in resolving student problems. In the current study, we examined data from 75 teachers concerning 126 students about problems that students with disabilities had following a transition from a school primarily serving students with disabilities to more inclusive schools. Reported problems were reviewed and five major themes emerged: academic, behavioral, mobility/accessibility, social, and transportation issues. Teachers typically resolved academic problems by working directly with the student or collaborating with school staff. Social problems were resolved through student and teacher initiatives. Behavioral, transportation, and mobility/accessibility problems were resolved through collaboration among many key school figures and family members. Implications for theory, research, and inclusive school practices related to academic curricula, resources, services, and architectural accommodations for students with disabilities are discussed.  相似文献

The aim of this paper is to describe the development of criminal behavior from early adolescence to late adulthood based on conviction data for a sample of Dutch offenders. Measuring over an age span of 12 to 72, we ask whether there is evidence for (1) criminal trajectories that are distinct in terms of time path, (2) a small group of persistent offenders, (3) criminal trajectories that are distinct in the mix of crimes committed, or, more specifically, persistent offenders disproportionately engaging in violent offences, and (4) different offender groups having different social profiles in life domains other than crime. The analysis is based on the conviction histories of the Dutch offenders in the Criminal Career and Life Course Study. Four trajectory groups were identified using a semi‐parametric, group‐based model: sporadic offenders, low‐rate desisters, moderate‐rate desisters and high‐rate persisters. Analyses show that high‐rate persisters engage in crime at a very substantial rate, even after age 50. Compared to other trajectory groups the high‐rate persistent trajectory group disproportionately engages in property crimes rather than violent crimes. Also, these distinct trajectories are found to be remarkably similar across age cohorts.  相似文献

Abstract

When children are moved into a new group home, best practices would suggest that collaboration is required between public child welfare workers, group home staff, and school staff to ensure an appropriate educational setting for the child with minimal delay. The purpose of this research was to examine the amount of time between placement in a new group home and enrollment and attendance in a new school. The study also sought to better understand the reasons for delays when they occur. The study included data on 45 newly placed group home youth served in 26 randomly selected group homes in 3 counties in California. Data were obtained through case record reviews and interviews conducted with social workers, group home personnel, and school staff. The data suggest that the tools and legal codes designed to facilitate the process of enrolling group home youth in school frequently are not complied with or used. Delays in enrollment and attendance were common, particularly for youth requiring special educational services; inter-agency communication among responsible parties was infrequent; and all parties too often erroneously relied on others to carry out fundamental tasks associated with school placement. Suggested procedures are offered for public child welfare workers and other parties to improve coordination and educational outcomes for youth.  相似文献

Under what conditions does democratization erode religious political engagement? The dramatic democratic transitions in the Catholic world during the last quarter of the twentieth century have been accompanied by the widespread decline of Catholic political parties, but the interaction between democratizing reforms and the development of religious parties in the Catholic world remains poorly understood. This article analyses the crucial case of Mexico to explore if, how, and under what conditions electoral participation encourages the differentiation of religious and partisan activism. Relying on archival research and an original data set describing the religious linkages of 302 historic and contemporary leading members of the PAN, Mexico's largest Catholic-inspired party, this article shows that democratization is only indirectly linked to the secularization of religious parties, and its effects are conditional on the resources and opportunities available to religious activists.  相似文献

This article investigates the impacts of democratic transition on gender outcomes in Hong Kong, which has a unique path of transition. The author studies whether democratic transition in Hong Kong since the mid-1980s has brought positive gender outcomes. Specifically, this article examines the extent to which Hong Kong’s female legislators acted for women’s interests from 1970 to 2012. The study finds that after the introduction of legislative elections, female legislators were more likely to represent women’s interests than male legislators. Apart from gender, the study also finds that political orientation of a legislator significantly affected legislator policy priorities and/or gender outcome. Liberal legislators proposed significantly more motions related to women’s interests than conservative legislators. Finally, the study highlights that as the legislature was transited from an undemocratic to a semi-democratic body, legislators were significantly more likely to propose motions related to women’s interests.  相似文献

Despite its early promise, Armenia’s transition to democracy has stalled. The literature on post-Communist transitions ascribes this outcome to the autocratic preferences of its first generation of leaders, and particularly the country’s first president Levon Ter-Petrossian. I argue in this article that that literature depicts a profoundly distorted picture of the Armenian politics of the 1990s. The failure of Armenia’s transition was primarily due to the conflict in Nagorno-Karabakh and the political processes it set in motion.  相似文献
