At the end of July 2009, South African cities became the terrain of violent protests. Several reasons lay behind the social unrest, but protesters were particularly vocal in demanding basic services and houses, reminding the newly elected president of his electoral promises of delivering to the poor. This article analyses two of the most prominent post-apartheid social movements that in the past decade have been confronting the state on issues of services and accountability. These struggles reveal the limits of the unfinished democratization and the dysfunction that characterizes policy and decision-making processes at the local level. These movements are contributing through their existence and actions to the deepening of democracy by creating new spaces for political confrontation and participation that can influence local governance and enhance development. 相似文献

Abstract While plenty has been written about the reinvention of the social by the Third Way as a new governmentality of control, consensus, and social integration, less has been said about its subtle elision of social and the local, and the implications of this elision for urban and regional regeneration. This is the theme taken up by this paper, beginning with a critical appraisal of the recent turn by New Labour to community cohesion and social capital as a means of overcoming local poverty and disadvantage. It shows how the social has come to be redefined as community, localized, and thrown back at hard-pressed areas as both cause and solution in the area of social, political, and economic regeneration. The second half of the paper develops an alternative designation of the local-social that is less instrumentalist, decidedly a-moral (though equally ethical), agonistically political, and geographically unconstrained. It argues for a return to ideas of agonistic democracy and the society of commitments and connections so thoroughly repudiated by new versions of market social democracy. 相似文献

AbstractReferring to the short-term survival of new progressive governments, ‘progressive setback’ has been a remarkable political phenomenon in many East Asian countries during the recent decades. Regarding this phenomenon's background, this paper investigates why and how urban citizens challenged their progressive governments in Thailand, South Korea, and Japan. First, this paper argues that the progressive setback across East Asia reflects the difficulty progressive governments faced in overcoming the legacy of longstanding conservative regimes, which had locked urban citizens into specific modes of subsistence. The progressives invoked the protest of urban populations as their new socioeconomic policies undermined these populations’ traditional basis of subsistence. Second, an investigation of the primary modes of urban subsistence in each country makes the cross-national comparison of progressive setback possible. Urban middle classes in Thailand, as an exclusive group incorporated into the mainstream political economy, engaged in a fierce contest with a progressive government that denied their privileged status in Thai society. In Korea, the self-employed turned to the conservative party since market restructuring programs of the progressive government made it difficult for these self-employed to maintain profits and sustain their livelihood. Finally, Japan's urban workers could not welcome the welfare expansion of the new labor-friendly government, because this class was too dependent upon wage incomes to agree with the consumption tax hike that welfare expansion required as its precondition. This commentary explores the roles of planning and urban design in contemporary US urbanization following the global financial crisis in Fall 2008. We focus on the tendency to discuss the planning profession in recovery metaphors – a perspective that has been emphasized in establishing how the profession's past and future relevance may be asserted. In the recent past the planning profession has sought to recover its standing and policy relevance through its contributions to real estate development. In doing so, the profession has gravitated toward design and determinism in order to satisfy pluralist demands within the loosely regulated political economy of neoliberal urban growth. But while design determinism offered numerous practical advantages to the planning profession for the short term, it also served to preclude the profession from engaging with social justice, the social construction of place, and civil society. 相似文献

This article is a just study about political situation in the Near East. Everything that is connected with Israel and Palestine is analysed shortly. Starting with the explanation of a Jewish concept, the society of the State of Israel is described. Being a non-integral society, it has deep roots in the Bible--in Jewish traditions. It is the only nation whose start of history is described in the Old Testament. So, Jews are not occupants who come from a strange country. Their ancestors used to live in Palestine for already 4000 years. A national or Zionistic movement united them for a great struggle--to re-establish the State of Israel. At the beginning of the 20th century, Jews used to be a minority in the land of Palestine while the majority was comprised by Palestinians. It is a wonderful national and religious phenomenon that Jews survived the horrors of Holocaust and did not lose the hope--to return to the land of Abraham. The war started between the Palestinians and Jews when independence of Israel was proclaimed. In the other part, the author will review the relations between the Jewish State and the Arabian world, and political system, and will try to provide the ways of solutions of the conflict for the peace and security in the Near East. 相似文献

The UK's housing problem has become an economic one. Finding ways to boost the supply of housing across the UK is currently near the top of the Government's economic growth and jobs agenda. As a result of failed policies over the past 60 years ‐ policymakers’ unwillingness to tackle NIMBY interests, a complex national planning system, developers’ unwillingness and inability to build housing at the volume required to maintain stable prices, changing preferences amongst the population ‐ the scale of the problem is vast. Abstract Set within the complex contemporary context of international interventions, UN peacekeeping operations have now evolved into peace operations. The emergence of the concepts of human security and the responsibility to protect have raised expectations that UN peace operations should deal with both macro and micro level insecurity in conflict and post-conflict situations, especially in the case of failed or collapsed states. Reflecting this development, the question of an appropriate framework in which to conceptualize peace operations has also been debated. This essay considers a conceptualization of UN peace operations from a conflict resolution perspective and analyses the case of the UN Assistance Mission in Afghanistan (UNAMA), using a framework of conflict transformation. It argues that the impartiality of UN operations has been reconceived in terms of the values of ‘human security’ and the ‘responsibility to protect’, making it vital to explicitly articulate the meaning and implications of ‘value-based’ impartiality. 相似文献
