新加坡集选区制度初探

集选区制度是新加坡国会大选的独创。1988年新加坡国会大选实行集选区制度与单选区制度并行,这对新加坡整个政治生态产生了重大影响。国内新加坡研究涉及集选区制度的著述甚少,基本未对集选区制度予以系统阐述与分析。本文比较全面地介绍新加坡集选区制度的产生与实践的过程,并围绕新加坡集选区制度的核心争议,即代表性问题和程序公正性问题进行分析。本文认为反对党虽有突破,但选举程序设计对反对党仍然是极大的障碍,由于目前反对党积极性迅速提高,使人民行动党面临极大挑战,因此自主革新的可能性是存在的。     

A Dive into Deep Constitutional Waters: Article 50, the Prerogative and Parliament

This article analyses the Article 50 TEU debate and the argument that for the UK Government to trigger the formal withdrawal process without explicit parliamentary authorisation would be unlawful, because it would inevitably result in the removal of rights enjoyed under EU law and the frustration of the purpose of the statutes giving those rights domestic effect. After a brief survey of Article 50, this article argues first of all that the power to trigger Article 50 remains within the prerogative, contesting Robert Craig's argument in this issue that it is now a statutory power. It then suggests a number of arguments as to why the frustration principle may be of only doubtful application in this case, and in doing so it re‐examines one of the key authorities prayed in aid of it ‐ the Fire Brigades Union case.     

Towards state activism： Long live public administration

The last two decades of human civilization has witnessed fast changing in polity, society, economy and almost every sphere of state activities. The era of new economic order and revolution in the information technology sector has compelled the public administration to adopt the new paradigms. However, the new concepts such as NPM, public choice approach and state minimalism are being questioned in the framework of welfare state and emerging needs of the regulatory administration. It has been realized by almost all the modern and democratic nations that the state and its instrumental part （public administration） are not the evils; rather they are inevitable institutions for mankind. Terrorism, cyber crimes, disaster management, economic meltdown, sustainable development, capacity building, international relations, development of heavy and basic infrastructure and protection of human rights etc. are the prime and exclusive functions of the public administration. The 9/11 attack on US and 11/26 attack on India, plus the recent recession with the global warming worries have proved that we have to move towards state activism.     

论网络教学中教师角色的体现

网络教学的发展并不意味着教师角色将淡出历史的舞台。教师作为公共知识的传播者、学习兴趣的激发者、学习态度的培养者、知识价值的赋予者,在教育中具有不可替代的作用。研究如何利用网络技术充分地发挥教师传统的传道授业解惑的角色作用,应该是未来网络教育发展的方向。     

Reforming Indian agriculture and the rise of farmer's protest in India: Tracing the discourse and the way ahead

The Indian government unveiled new farm legislation on September 27, 2020, with the goal of empowering the farming community. According to the government, new farm regulations will reduce the reliance of indigenous farmers on the mandi (market yard) system, which is now in place and is quite exploitative and full of middlemen and legal cartels. The regulations made contract farming lawful with the intention of luring private sector investment in bolstering agricultural supply chains and infrastructure to give farmers better pricing. But these rules are referred to as repressive and anti-farmer by the farming community. Farmers believe that eliminating the mandi system will eliminate the minimum support price (MSP) mechanism and that contract farming will ultimately be damaging, enticing major corporations and private investors to bind them to unfair contracts that will result in exploitation. Farmers' demonstrations have begun as a result in the former territory of the green revolution. In order to determine if the new farm regulations introduced by the central government are indeed beneficial to the rural community or not, the article followed the debate among many academics, policy makers, economists, researchers, stakeholders, and politicians (the government's spokesman). The article's main focus is on analysing the farmers' demand for the new farm rules to be repealed and the economic justification for their opposition. Additionally, it contends that new farm rules will encourage capitalistic farming and endanger the viability of farming communities, particularly small and marginal farms (S&M).     

关于加强高校学生个性发展教育的探讨

日益猖獗的南海海盗对南海的航行安全构成了极大的危害。国际法对海盗治理形成了一些规范,但这些国际法的规范有的不具法律拘束力,有的规定得过于原则不够具体,有的目前不能适用于南海。而南海自古都是中国的领土,南海的航行安全关乎到中国的经济利益和国家安全,中国应当在南海发挥更大的主动性与积极性。在海盗治理问题上,应采取"搁置争议、加强合作"方略。具体应遵从四个步骤:完善国内的刑事立法;积极开展海盗治理、保障南海航行安全的双边合作;推动南海反海盗合作新的多边协议的达成;积极参加国际上打击南海海盗犯罪的联合行动。

互联网已成为日本电视剧在中国大陆传播的新平台,但对该平台的研究却与其受关注程度不对等。日本电视剧通过互联网在中国大陆传播的主体是将日本电视剧上传至互联网的字幕组及个人,客体是通过互联网在中国大陆传播的所有日本电视剧,受众以日语学习者、偶像剧迷、年轻白领为主。日本电视剧通过互联网在中国大陆的传播具有先行快速便捷、客体数量庞大却制作不够精良、受众范围小、影响力大等特点,在中国的影响遍及语言、服饰、饮食、旅游等社会生活的方方面面,也面临着版权保护难度高、跨文化传播等问题。     

纯文学：1930年代文学发展的另一种可能性

1930年代中后期,较少政治倾向的纯文学十分繁荣,拥有大量的出版空间,在各个体裁领域均有丰硕成果.如果文学的外部环境保持稳定,纯文学完全有可能继续发展下去,成为文坛主流,但这种可能性因为抗战的发生而没有变为现实.对于这种可能性的揭示具有重要的文学史意义.
