The proper governance of shale gas mining in the Karoo region of South Africa is important. With an estimated 390 trillion cubic feet of recoverable shale gas, large economic gains are possible. This may dramatically change the South African energy sector; in the United States, similar explorations have led to what pundits term the ‘shale gas revolution’. The development and production of shale gas hold economic advantages, but also potential environmental costs, thus the regulation of fracking activities is an important consideration as the development of shale gas in the Karoo progresses. This study reviews the regulations imposed in other countries as well as the current regulatory framework of South Africa. This article analyses these regulations in terms of the content of fracking fluid, seismic activity and the pricing regime. Effective regulation will be key to maximise a positive impact, should shale gas development continue.  相似文献

Drawing upon the metaphor of the religious market, this article presents an analysis of the proselytising strategies the Hare Krishna, a new Hindu worshipping community in Ghana, has developed in order to survive in Ghana's competitive religious economy. It demonstrates the creative ways in which the group negotiates the contours of this market, incorporating Pentecostal methods into its preaching culture, exploiting an ongoing debate between agents of African Religions and Pentecostals on the appropriate place of tradition in Ghana, and establishing its credentials as a religion whose culture is compatible with both African religions and Christianity, yet with deeper insights into the mysteries of life.  相似文献

Zoë Wicomb’s You Can’t Get Lost in Cape Town (1987) uses bodily and material waste to figure larger social processes of marginalization, dispossession, and racial abjection during the apartheid era. As the apartheid regime sought to devalue the lives of those categorized as “Black” and “Coloured,” while simultaneously profiting from their land and labor, it pushed non-white South Africans into dangerous proximity to hazardous and unseemly waste. Waste, in You Can’t Get Lost in Cape Town, becomes both metonymy and metaphor. Wicomb not only uses it to index the historical and material processes of abjection that obtained in twentieth-century South Africa; she also takes up garbage, feces, vomit, and other refuse as an ethical lens for the consideration of how individual and collective subjectivities are formed by what is thrown away. In its relationship to waste of all kinds, the individual body becomes a site in which social processes of acceptance and disavowal play out.  相似文献

The sense of pride inherent in this statement belies the challenge that African languages face today. Multilingualism in African languages is not seen as a rich resource when confronted by the economic clout of English. A compromise is needed – one where the value of indigenous languages and that of English is recognised. A trained translator and interpreter is one such compromise, becoming the key link between African development and African achievement. For the non-English speaker, this link would enable understanding and, through it, knowledge and empowerment. With translation and interpretation, knowledge can come to every person at their level of understanding. This article argues that the training of the skilled translator and interpreter in an African language is the critical link in the development and achievement of the disadvantaged African person. Language now becomes a resource, affirming further that it is also language that provides pride in one's identity, hence … I am an African. I speak an African language.  相似文献

Abstract

ICT policies instituted over a number of years by the South African government have failed manifestly in establishing cyber communities amongst rural people in South Africa. The authors of this article argue that for rural South African communities to reap the benefits of ‘cyber citizenship’ and Information and Communication Technologies for Development (ICT4D) initiatives, it will be necessary for communities to enable themselves and to take ownership of initiatives to participate in the anticipated South African information society. The authors argue that the success of ICT4D initiatives depends very strongly on an understanding of the interaction of such initiatives with the social context at the local community level. One of the significant aspects of the social context at community level is the role of traditional leaders in these communities. This article examines the role of traditional leadership, with specific reference to the literature on traditional leadership in South Africa and the literature on the role of traditional leadership in ICT4D initiatives, as well as empirical findings from a case study that serves as an example of a ‘typical’ rural community in Mpumalanga, South Africa.  相似文献

Abstract

Whenever African literature is discussed there is an articulated incorrect assumption that this relates to all the regions of Africa, except North Africa. A related further assumption is that only men in North Africa write. Female writers from the North barely receive critical attention, although they have been writing creative works. The aim of this article is to dispel the notion of literary drought when describing North Africa. Using the text, Women writing Africa: The northern region, the article demonstrates the different sensibilities that female authors in North Africa have created and manifest, when writing against patriarchy as well as against ideological philistinism within their communities. It is argued that female authors from North AfricaAfrican-Arab women – are versatile in their imaginations as they engage with social reality from the perspective of creative art as well as political discourse. The article concludes that this assertion removes the literary veil so that North African female authors can begin to be appreciated artistically, more than has been the situation up to now.  相似文献

Abstract

Tanella Boni, an author engaged with African women’s emancipation, has written cautionary essays since the 1990s decrying the xenophobic nature of government-sanctioned ivoirité in the Ivory Coast. Forced into exile owing to the subsequent strife (2000-2010), she wrote Matins de couvre-feu (2005), an allegorical novel in which the woman’s status as a second-class citizen is equated with that of a foreigner in a xenophobic state. This representation plays on the domestic / public space dichotomy, considered by feminist discourse to be a social barrier to women’s equal citizenship. Drawing on Boni’s own ‘feminist’ monograph, Que vivent les femmes d’Afrique? (2008), this article explores the internalisation of national politics (the public sphere) through the ‘domestication’ of an anonymous female narrator who is placed under house arrest. Thereafter an analysis of Kanga Ba, a character who is a victim of xenophobic nationalism, is used to substantiate the equation of the woman’s social and political marginalisation as being that of the foreigner. The argument concludes that Boni’s representational framework ultimately subverts the very notion of a public / domestic dichotomy through narrative strategies that illustrate the porous nature of both spaces, thus eliding the separation between private and national experiences.  相似文献

Abstract

The forming of alliances on the international scene has reflected a provisional arrangement in the world economy. Amongst such alliances was the formation of BRICS by the five world economies—Brazil, Russia, India, China, and South Africa into what is commonly known as BRICS. BRICS is considered a joint initiative, aimed at shifting conventional norms in international economic and political cooperation to create a new trans-continental platform for these actors. Each member country in BRICS has, in one way or another, reflected growth either through its economy foreign policy, and developmental pursuit. However, South Africa is portrayed by some researchers as lagging behind, when compared to the other member countries. Hence, this study sought to analyse the potential mediumand long-term implications of South Africa's inclusion in BRICS. The study also aimed to underscore the benefits and risks associated with South Africa's membership in the alliance in the area of development; specifically poverty reduction, foreign policy, trade, and global partnership. The researchers collected secondary data to analytically critique the inclusion of South Africa in the BRICS alliance, its benefits, and shortcomings for development in South Africa, and in Africa as a whole. We argue that as a global player under BRICS, South Africa has opened a new vista of opportunities, including transnational gateways to Brazil, Russia, India, and China, with the attendant inflow of infrastructural and developmental investments, enriching educational exchanges and technology transfers. The article concludes by stressing the need for South Africa and other African countries to formulate policies that will drive meaningful development in their respective countries. The authors recommend that African leaders should come up with innate policies that are Africa-centred, that would incite development internally.  相似文献

This article argues that regional powers can be distinguished by four pivotal criteria: claim to leadership, power resources, employment of foreign policy instruments, and acceptance of leadership. Applying these criteria to the South African case, the crucial significance of institutional foreign policy instruments for the power over policy outcomes at the regional and global level is demonstrated. But although Pretoria is ready to pay the costs of co-operative hegemony (capacity building for regional institutions and peacekeeping for instance), the regional acceptance of South African leadership is constrained by its historical legacy. Additionally Pretoria's foreign policy is based on ideational resources such as its reputation as an advocate of democracy and human rights and its paradigmatic behaviour as a ‘good global citizen’ with the according legitimacy. The Mbeki presidency was more successful in converting these resources into discursive instruments of interest-assertion in global, than in regional bargains. In effect the regional power's reformist south-oriented multilateralism is challenging some of the guiding principles of the current international system.  相似文献

2006年,日本对非洲的援助开始超过亚洲,非洲成为接受日本对外援助最多的地区。这一变化是长期以来日本对外援助理念、与受援国关系建构以及与主要援助国互动关系变化的反映。本文试图构建一种援助体系的分析框架,并确定了影响对外援助的三组关系:援助国与受援国的关系、对外援助与国内政治的联系、对外援助与国际社会的联系。日本对外援助理念和政策的变化正是这三组关系在不同阶段影响程度不同的反映。通过研究发现,日本的对外援助已经远远超出了经济利益和人道主义考虑的范围,将援助作为外交和战略工具逐渐成为其对外援助的一个重要特征。日本的对外援助是援助研究中比较有代表性的案例,通过这一研究能更好地认识国际援助的发展。另外,日本对外援助过程中的一些经验教训也能为中国提供借鉴。  相似文献
