Emerging powers are credited with influencing development cooperation, but field-based studies incorporating the viewpoints of recipient developing country actors are scarce. This article analyses the presence and the material, ideational and institutional influence of assistance in agriculture and food security in Malawi by the governments of Brazil, India, China and South Africa. The findings suggest first that, despite a similar and powerful discourse linking these four states, in practice the emerging powers' approaches diverge to a large extent. Second, the material influence of these emerging powers is relatively limited and consequently so is their influence on Malawi's decision-making process with regard to development. Finally, perceptions about the emerging powers' potential contribution to addressing development challenges differ greatly between the Malawian government and the traditional donor community. This difference arises from limited coordination and cooperation on the one hand and the importance of ideational influence on the other.  相似文献

ABSTRACT

Yiwu, known as the largest commodities market in China and in the world, is becoming the destination of choice for Africans doing business in China. In this article we compare how Africans are received in Yiwu and Guangzhou, home to the largest community of Africans in China. We argue that the relatively negative reception of Africans in Guangzhou, compared to the more efficient and civil treatment of Africans in Yiwu, is one reason why Yiwu is eclipsing Guangzhou. How the state interfaces with Africans on migration matters has consequences for broader Africa-China relations.  相似文献

Abstract

The role of good governance underpinned by human rights, sound ethical principles and values has been identified as an appropriate pillar necessary for to improve the living conditions of the citizens in the current information age and knowledge economies. This article argues that to get the right people to practise good governance requires periodic democratic elections. The article contends that credible and legitimate electoral results are the necessary, if not sufficient conditions for good governance and attendant development. Effectively, the two are mutually inclusive and not exclusive. It concludes that history attests that their coexistence has in the main yielded success and development wherever they jointly obtain.  相似文献

Established in 1996, the Comunidade dos Países de Língua Portuguesa – Community of Portuguese-Speaking Countries – set out an ambitious agenda to both protect and promote the Portuguese language worldwide and to pursue a range of multilateral initiatives of importance to its members. Rigorous, independent evaluation of the CPLP‘s role and impact has yet, however, to appear. This study moves some distance towards remedying this gap through evidence-based assessment of the enduring objectives of the organisation. It concludes that, while significant advance has occurred in specific respects, progress has been elusive in others. Moreover, such progress has tended to materially benefit specific members of the coalition somewhat more than others.  相似文献

This study explored factors associated with physical and sexual wife abuse on a sample of 4,876 married women aged 15–49 years in the 2003 Kenya Demographic Health Survey. Results indicate that 40% of married women reported at least one type of violence; 36% were physical and 13% were sexual. Multivariate analysis showed that living in poorer households, being Christian, being in a polygamous marriage, having a husband who drinks alcohol, and being in sales, agricultural, or unskilled jobs significantly increased the wife’s risk of physical and sexual abuse. Wife’s education had significant effect on both physical and sexual abuse, but the relationships were not linear. Wife’s age and number of children were significantly associated only with physical abuse; husband’s education had a marginal but significant effect only on sexual abuse. Research implications are discussed.  相似文献

Fragile states     
Since the 1990s, states that lack the capacity to discharge their normal functions and drive forward development have been referred to as ‘fragile states’. This article focuses on Africa, which not only has the largest concentration of prototypical fragile states, but has been the focus of attention for scholars, international development agencies, and practitioners. The author reviews competing analyses of the post-colonial African state and concludes that its characteristics of weak institutions, poverty, social inequalities, corruption, civil strife, armed conflicts, and civil war are not original conditions, but are rooted in specific historical contexts. It is essential to understand both the external and internal factors of fragility if such states are to get the assistance and empowerment that they need – not only for the benefit of their impoverished citizens, but also for the sake of global peace, prosperity, and security. Ultimately, it is the citizens of the countries concerned who are responsible for determining when states are no longer fragile – not ‘benevolent’ donors and the international community, whose prime motivation for interventions supposedly to strengthen the state is to ensure that fragile states find their ‘rightful’ places in the hegemonic global order.  相似文献

社会权是否可以交由司法判断,这在各国理论界都存在种种争议。大体上,反对司法裁判社会权主要出自于分权考量、民主考量、公共政策考量以及社会权的不确定性等。尽管如此,在以南非为代表的很多国家开始了司法裁判社会权的积极尝试。这些初步经验,可以为我国社会权的保障提供若干借鉴意义。  相似文献
