Abstract

Despite different traditions, interests and perceptions characterizing North American and European approaches to homeland security, since 9/11 policy-makers across the Atlantic have formulated increasingly similar policies to deal with terrorism and other international security threats. Challenging mainstream accounts elaborated in the policy convergence literature, and drawing from sociological works in performance studies, this essay argues that the recent evolution of homeland security policies in Europe and North America can be understood as an instance of ‘practical learning’. From this perspective, this outcome is the result of the acquisition on the part of European and North American policy-makers of the practical knowledge necessary to carry out the new policies, policies learned by mimicking the practices of their counterparts across the Atlantic. This argument is then applied to examine two cases of policy convergence in Europe and North America – the proposal for a ‘European Passenger Name Record’ system and the project of a regional ‘Security Perimeter’.  相似文献

This article provides a systematic overview of the institutional basis of presidential power in 30 sub-Saharan African countries, using a broad comparative scheme to assess presidential power developed by Siaroff (2003). The dual purpose is, first, to compare the power of African presidents to patterns found by Siaroff for countries worldwide, looking particularly at the relation between regime type and presidential power; and second, to make a preliminary analysis of the political consequences of high levels of presidential power in the light of earlier theoretical claims associating it with regime problems such as democratic breakdown.

The article's comparative framework illustrates the high levels of institutional power of presidents in 30 African countries. As argued by Siaroff, regime type tells us little about presidential power; in these African cases, semi-presidential systems score even higher than presidential systems. One ‘parliamentary’ system also shows a high degree of presidential power. Moreover, there is very little difference in presidential power between democracies and non-democracies, and ‘minimal’ electoral democracies score higher on average than non-democracies and liberal democracies.

Examination of the consequences of high levels of presidential power also shows that more than a quarter (28.6 per cent) of such regimes experienced a democratic breakdown, although this is not a statistically significant level. A weak correlation is found between presidential power and freedom and democracy ratings, again not at a statistically significant level, while correlations with governance ratings are strong and statistically significant. A repeated measures test, however, does show a statistically significant relation with freedom and democracy. Although more research is needed, including a larger N and more variation in the independent variable, the evidence supports intuitive knowledge: a high degree of presidential power bodes ill for democracy and good governance in Africa.  相似文献

Religious freedom claims by American Indian prisoners are disfavored in law and policy more than most prisoner civil rights claims. This disfavor reflects the continuing influence of the cultural distance between traditional Indians and Christianity – a distance with an unfortunate history from the Indian point of view. The salutary effects of Christian religion within prisons have been assumed for as long as prisons have existed; this assumption is based upon scant evidence. Treating Indian religious expression as inferior to Christian religious expression within prisons is often allowed by law, but it is insupportable in policy without reference to the historical power relationship between Indians and the dominant culture. Indian spirituality, like Christianity, can engage prisoners in the moral discourse demanded by the tenets of restorative justice. Accommodation of Indian spirituality is as much in the public interest as accommodation of religion within prisons at all.  相似文献

This article looks at how traditional amaXhosa extended Ubuntu to amaMfengu who arrived in their land as strangers and refugees during the 19th century. The article does this in the light of Mqhayi’s historical novel Ityala Lamawele, which illustrates the response of amaXhosa towards amaMfengu, who arrived in their land. More evidence of this response is sought from various historical sources. The manner in which the newcomers were embraced and integrated into amaXhosa forms the basis of this discourse. An explanation of the concept of Ubuntu is provided in this article. The article also provides a historical background of amaMfengu. Again, the article aims to contribute towards the promotion of African Renaissance and Pan-Africanism among the current and future generations.  相似文献

In South Africa traditional leaders, aka (also known as) chiefs or collaborators, had hoped that the new liberation political environment would retain and safeguard their deeply embedded cultural practices and values, which had existed for centuries, but had been partly violated during the colonial era. However, the new liberation era brought with it notions of liberal democracy—characterised by concepts of meritorious selections, based on democratic “elections”, a practice that further marginalised and frustrated hereditary cultural norms and practices, upon which the pillars and identities of each ethnic group or community were based. In discussing the complex and interlocking interests, epochs of colonial and postcolonial experience, the introduction of “foreign” meritorious notions that dispensed with the craved hereditary positions, the chiefs, traditional leaders and former collaborators appear to have been forced to abandon the liberation project and take up the issue of their survival as custodians of customs and chiefdoms; even against the messaging coming from the new political classes. Inevitably, this has created new tensions in the political governance of urban and rural communities, by elected officials who have either failed or succeeded to coopt traditional leaders. This article argues for a balance between democracy and traditional leadership that can inform modern electoral processes and modernise the cultural practices and eliminate unnecessary conflict and tensions.  相似文献

Since independence, there have been some improvements in political development in African states in respect to the prevalence of democracy, recognition of the rule of law, reduction in unconstitutional changes of governments, regular, transparent, free and fair elections, and a conducive environment for doing business. This article proposes a range of “consolidating indicators” that can be used to measure the consolidation of the African State in light of the African Charter on Democracy, Elections and Governance (ACDEG). Consolidation indicators examined include the level of internal integration/disintegration of the state, the degree and nature of peace, the nature of democracy and elections and of governance systems, levels of capacity, the social fabric of the state as well as issues concerning women and youth. The use of consolidation indicators is a new effort to address issues of contingency and preventive planning, with the aim of having more peaceful and progressive African states. Characterising African states, based on various consolidation indicators, is an important and relevant endeavour, especially because the concept of the “consolidation of the African State” is under-researched, with a paucity of a clear assessment. The discussion highlights the importance of the ACDEG and notes the increasing recognition by African states of the importance of democratic values and practices to the continent. Understanding the progress and challenges of consolidating the African State will help policy makers to strengthen the implementation of ACDEG, in pushing African states towards realising the African Union (AU) Africa Agenda 2063. This article takes an Afrocentric approach by discussing the positive role of regional and continental institutions in promoting and strengthening democracy and governance in Africa.  相似文献

This qualitative meta-synthesis of materials from three national projects that had examined more than 75 American Indian/Alaska Native child welfare programs sought to articulate how culture is expressed within tribal child protective services (CPS)work and to uncover whether there are cultural elements of tribal child welfare practice that are distinct from practice in non-tribal settings. Through the meta-synthesis, a framework emerged outlining a cultural approach to practice that incorporates: (a) a culturally-distinct definition of Native child well-being; (b) tribal values that form a foundation for practice; (c) practice intentions linking child protection with cultural and community health; and (d) two specialized worker skills.  相似文献

The stamp markings on wooden surfaces, which are placed on trees and products including antiques, indicate the status of trees and involve identifying data regarding the products. Such markings are obliterated either to facilitate illegal logging or to conceal product information. Despite the wide literature on the restoration of obliterated characters on metal and polymer surfaces, the recovery of defaced characters on wooden surfaces appears to be understudied. Several reference texts in the forensic marks’ examination literature suggest that water, water vapor, and alkaline solutions are useful in restoring the abraded markings on the wood. Since there does not seem to be any experimental study proving such success, this study aimed to fill this gap. This study conducted experimental research by using water, ethanol, ammonia, and chloroform to recover the scraped characters on samples obtained from walnut, beech, spruce, oak, and cedar trees. The cold-stamped characters, which were defaced at varying depths, were restored using vapor and liquid phases of four solvents. While the vapor phases of water, ethanol, and ammonia yielded good outcomes on all types of wooden surfaces, the liquid phases did not seem to be useful in the revisualization process. The response of the vapors, which varied between 62 and 220 s, depended on the type of wood. The restoration technique developed in this research offers the possibility of on-site usage, easy application, utilization of low-cost solvents, rapid recovery, and effectiveness on various wooden surfaces. Overall, the restoration methodology used in this research appears to be fruitful in retrieving identifying information on wooden samples.  相似文献
