In the post-Soviet space, Georgia and Ukraine are broadly perceived as exceptions to the growing authoritarianism in the region owing to the far-reaching political changes triggered by the so-called Colour Revolutions a decade ago. This article examines Russia's reaction to political changes in Georgia and Ukraine in light of the interplay between the democracy-promotion policies implemented by the EU and US and domestic patterns of democratization. We argue that despite the relatively weak impact of EU and US policies vis-à-vis domestic structures, Russia has responded harshly to (what it perceives as) a Western expansionist agenda in pursuit of reasserting its own hegemonic position in the post-Soviet space. However, coercive pressure from Russia has also unintended, counterproductive effects. We argue that the pressure has actually made Georgia and Ukraine more determined to pursue their pro-Western orientation and has spawned democratization, thereby supporting the objectives of the Western democracy promoters.  相似文献

What impact does European Union (EU) funding of advocacy organizations have? To address this question our article turns to the post-communist Czech Republic, an ideal laboratory for studying externally dependent non-governmental organizations. Employing social network analysis, the main objective of this article is to analyse the effect of EU funding on the cooperation networks of Czech advocacy organizations. Our source of data is a survey of these organizations. We aim to figure out whether there is an association between the dependency of advocacy organizations on EU resources, and their cooperation with other organizations. Contrary to the prevailing interpretation based on the competition argument, our hypothesis is that the greater the dependency on EU funding, the greater the cooperation capacity on the part of advocacy organizations.  相似文献

The rise of China in Africa is often described as a major challenge to the United States (US) and the European Union (EU) democracy promotion policies. China is accused of providing important volumes of loans, development aid, trade and investments without “political strings” attached, thereby undermining the US and the EU's possibilities to set material incentives for reforms. This article investigates Ethiopia and Angola as two cases where one would expect that the growing presence of China has made it more difficult for the EU and US to support reforms. Empirical findings presented in this article go against this argument. In both countries, the EU and the US face substantial difficulties to make the respective government address governance issues. However, the presence of China has not made it more difficult for the US and the EU to implement their strategies. Instead the empirical analysis suggests that domestic factors in Ethiopia and Angola, notably the level of challenge to regime survival both governments face, influence both governments’ willingness to engage with the EU and US.  相似文献

2008年全球金融危机以来,欧盟对影子银行的发展深感担忧。货币市场基金作为影子银行的重要组成部分,仍然适用欧盟各个成员国的国内监管规则。随着欧盟内部市场的发展,欧盟货币市场基金的跨境投资与交易数量激增。因此欧盟将货币市场基金的统一监管提上议事日程。应欧洲议会的要求,欧盟分析与研究后,于2013年9月4日正式对外公布了《货币市场基金条例草案》。该条例草案是在金融危机背景下为加强影子银行监管和保护投资者利益而制定,是欧盟为建设金融市场统一监管体系所努力的一部分。《货币市场基金条例草案》在欧盟现有金融监管法律体系的基础上,对欧盟货币市场基金的营业核准、基金内部评级规则、信息披露义务、投资多样性与集中性原则设定了统一的监管标准。此外,《货币市场基金条例草案》首次在欧盟境内引入浮动净资产价值货币市场基金的概念,以及类似准备金制度的净资产价值缓冲机制,提高了传统固定净资产价值货币市场基金的准入门槛。当下的中国,其货币市场基金发展迅速,已成为社会各界的热门话题,因此中国的金融监管机构也正在研究如何完善货币市场基金监管规则。目前,有欧盟的《货币市场基金条例草案》在先,那么中国的金融监管机构可以从欧盟的实践中吸取经验教训,引导中国货币市场基金良性健康发展。  相似文献

Violence against women is a problem around the world. Addressing the issues of physical and sexual violence against women has been a complicated endeavor for criminologists. Much of the traditional criminological research on violence against women has frequently focused on rape as a crime of power between individuals. However, this framework has been expanded to incorporate the analysis of rape during times of war and rape as a state crime. In these cases, rape serves a broader purpose within the military and social structure. By focusing on the specific case of the gang rape of Mukhtar Mai, the goal of this paper was to demonstrate and analyze the role of the state in many of these crimes. Mukhtar Mai’s case should not be understood in isolation, but as a way to illuminate the role of the state in these numerous crimes.  相似文献

Regulating the web and information and communication technology (ICT) is a hot-button issue that often becomes misconstrued as the self-interests of private parties. In fact, ensuring accessibility for people with disabilities is often not a priority for companies that provide ICT goods and services. In this manner, people with disabilities are excluded from the global ICT market, which presents a problem of rights assessment and a market gap. By examining the way law and policy implement and augment the state of eAccessibility, this article aims to critically assess the eAccessibility legal framework. It focuses on the United Nations Convention on the Rights of Persons with Disabilities, the European Union relevant legislation, and on national legislation, taking as a case study two representative countries: Ireland and Spain. These countries have been chosen due to their high and low ‘Measuring eAccessibility’ scores, respectively. The particular technology chosen for examination includes websites, self-service terminals and mobile phone apps.  相似文献

On the foundation of the first Jewish settlements in the Negev, at the start of the 1940s, the Bedouins welcomed the Jewish settlers. The local personal connections and mutual acquaintance between them created a feeling of closeness. The symbiosis of daily life and mutual help in the fields of personal needs, from medicine to transport, replaced their mutual fears.

However, two factors quickly changed this attitude. The first was a severe drought, which struck the Negev in the winter of 1947, and brought with it a difficult economic situation, followed by several robberies and disputes, and damage to property. The second factor was the incessant encouragement given by the leaders of the Palestinian National Movement to the Bedouins to join the struggle against the Jewish population, especially after the UN decision in November 1947, that is, after the partition of Palestine and the inclusion of the Negev within the borders of the Jewish state.

Most of the Bedouins joined the Palestinian National Struggle. Friends of yesterday became today's enemies. The years 1947–1949 were a period of anarchy, which continued well into the 1950s. In this period the State of Israel was established. Consequently, the Jewish population in the Negev was no longer the party responsible for the relationship with the Bedouins, as the Israeli government took its place. Also contact between neighbors was reduced after the Bedouins were evacuated toward the ‘fence’ region, in the Beer-Sheva Valley. The freedom the Bedouins enjoyed before the war did not exist anymore.  相似文献

This article explores the personal meanings and public expressions of colonial existence, home and nationalism among exiles of British Cameroons from the standpoints of 11 biographies of British Southern Cameroons’ first-generation exiles living in the United States. Examining their narratives reveals why the exiles actively resist a public categorisation as being Cameroonians. This article provides a new type of research regarding British Cameroons’ exiles and their vision of the restoration of the statehood of British Cameroons, a former United Nations trust territory deserving its separate sovereignty and independence in accordance with the UN Trusteeship Agreement (1946) and UN Resolution 1514 of 1960 on the independence of colonial people. Significant about this study of the narratives of British Cameroons’ exiles is its focus on biography for portraying particular facets of nationalist resistance, including questions relating to the processes that surround the right to define the community one calls home.  相似文献

This article looks back on the record of the British Colonial Service in Africa, with a particular focus on how it ran Zambia immediately prior to its independence in 1964. The author, a member of that service, argues that, for all their faults, British colonial administrators discharged their duties with dedication, skill and the welfare of the general population in mind.
