Public support for European defence: Does strategic culture matter?

This article identifies previously ignored determinants of public support for the European Union's security and defence ambitions. In contrast to public opinion vis‐à‐vis the EU in general, the literature on attitudes towards a putative European army or the existing Common Security and Defence Policy (CSDP) suggests that the explanatory power of sociodemographic and economic variables is weak, and focuses instead on national identity as the main determinant of one's support. This article explores the possible impact of strategic culture, and argues that preferences vis‐à‐vis the EU's security and defence ambitions are formed in part through pre‐existing social representations of security. To test this proposition, ‘national’ strategic cultures are disaggregated and a typology is produced that contains four strategic postures: pacifism, traditionalism, humanitarianism and globalism. Applying regression analysis on individual‐level Eurobarometer survey data, it is found that strategic postures help explain both the general level of support for CSDP and support for specific Petersberg tasks.     

Lingua franca and linguistic territoriality. Why they both matter to justice and why justice matters for both

The bottom line of my book Linguistic Justice for Europe and for the World (Oxford University Press, 2011, paperback 2015) can roughly be captured in the combination of two recommendations: that the democratization of competence English as a lingua franca should be fostered in Europe and elsewhere and that language communities should be allowed to protect their language against the invasion of English and other powerful languages by imposing their own language in public communication and public education within some territorial boundaries. Most of my critics attack one or the other of these recommendations and some question some of the presuppositions of my whole approach. In this response, I try to refute some of these critiques by clarifying my claims or spelling out my arguments, and I make whatever concessions I believe are required.

The impact of EU-Enlargement on relations between Europe and East Asia

On 1 May 2004 the European Union’s biggest Enlargement ever materialised when ten countries joined the EU. The new member states—Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, the Slovak Republic, and Slovenia—brought 75 million new citizens into the Union which now comprises a population of 455 million. In spite of the historical importance of EU enlargement, it seems to have raised relatively little interest beyond Europe. This paper tries to narrow the research gap by discussing the most significant implications of EU enlargement for Europe–Asia relations in the areas of general inter-regional (political) links, trade and investment.     

How to Win the UK Referendum on the European Constitution

Opinion polls suggest the UK Government faces an uphill task in winning the forthcoming referendum on the European Constitutional Treaty. This article provides a detailed analysis of the factors that are likely to decide the referendum outcome. Using recent survey data, we analyze the factors that influence individual-level support for the Constitutional Treaty. These results show that it is not only general attitudes towards European integration which are likely to play an important role, but also partisanship and satisfaction with the government. Given the low levels of information about the Constitution and the large number of undecided voters, the campaign itself will be crucial to the outcome. We argue that while information alone will not necessarily persuade voters, a successful campaign strategy by the yes-camp could make a decisive difference by motivating and informing voters, as well as setting the agenda for the debate.

程序公正近年来在我国法学理论界引起很大争论与探讨,就刑事诉讼中实体公正与程序公正之关系,各种观点百家争鸣,而该问题不仅为诉讼理论问题,且关系到诉讼中人权保障、诉讼模式等一系列实质内容,但有些提法抛开法律文化背景与法制现状,一味强调程序优先或过分坚持实体优先,有失偏颇。     

The Croatian Diaspora in North America: Identity, Ethnic Solidarity, and the Formation of a “Transnational National Community”

As I attempt to reveal in this article, Croatian Diaspora's press in North America plays a crucial role in ethnic mobilization and formation of attitudes among members of Croatian Diaspora community toward their home society—Croatia and construction of transnational national community. Discourse analysis employed when examining writings published between 1980–1995 in the most influential Croatian Diaspora's journal—the Fraternalist—builds on the idea that not only news from both the host and home countries are provided, but they are also used to constantly reproduce elements of group identity among Diaspora's community. This study explores the main trends in different stages of ethnic homogenization and mobilization of Croatian Diaspora in North America, which progressed in response to political changes in the home country, reaching its peak with the commencement of the war in Croatia in 1991.

论欧盟条约中的辅助性原则
