We investigate how the employment relationship may lead employers to control the voting behavior and to induce the electoral registration of their workers. Forced registration and the control of votes become feasible when voting behavior is observable, as in open ballot elections. Workers whose vote is controlled are more likely to be registered as compared to other eligible voters, increasing their impact on electoral outcomes. Increasing the secrecy of the vote (for instance with the adoption of a secret ballot) significantly reduces the control of votes. Electoral registration, however, remains biased as long as the probability of voting behavior disclosure induces less ideologically motivated voters to comply with the political preference of the employer. We provide empirical support for the predictions of the model examining the effects of the introduction of the secret ballot in Chile in 1958.  相似文献

Denture marking (DM) helps identify edentulous people with different methods. Analyzing perceptions and attitudes of denture wearers would enable understanding of the practical aspects, an analysis still absent in South America. Fifty‐three individual candidates for removable dentures were instructed on disaster victim identification (DVI) and the usefulness of DM for this purpose. They were physically shown eight DM systems and a questionnaire to which they responded by highlighting preferences in those systems. Although 98.11% did not know that dentures could be marked, only 9.43% denied interest in some type of DM. The 90.57% would mark their dentures with some system, preferring the inclusion of QR codes or a micro SIM card. The proven weaknesses of DVI and propensity for disaster mean this community in Chile is an opportunity to implement DM systems. Obstacles may come not from patients but from their dentists, educational institutions, or a lack of public policies.  相似文献

Abstract— This study focuses on the consequences at the local level of decentralisation and state disengagement policies in Chile. We proceed in two stages. First, we analyse whether the nature of urban collective goods and services has changed from political to economic. Next, we study the effect of these policies on community/ authority relations, and more broadly, on local politics. A case study of the city of Conception serves to explore our questions. We conclude that the local community has adapted to the economic nature of collective goods and has developed the necessary organisation, technical and leadership skills. Power politics however have not disappeared but are now in higher institutional levels. Politicians do not seem to have followed the trend and thus have still to open to democratic participation and legitimate representation as expressed by the citizens' aggregated interests.  相似文献

This article deals with the demographic consequences of the end of Chile's nitrate boom following the 1929 crisis. The traditional economic historiography has maintained that this crisis impacted heavily on nitrate production, and that in turn the crisis triggered a permanent exodus from the nitrate districts to other geographical zones. Contrary to this widely held belief, we have shown in this article that: there was no substantial fall in production; there was indeed a fall in nitrate population, but this was limited; this took place in some nitrate areas only; overall, the decline in nitrate population was a short term phenomenon only. The population making a living from nitrate production (or activities directly related to it) did not emigrate in as large numbers as previously thought, since production remained high up to the 1960s.  相似文献

Latin American nations have, in varying degrees, struggled to form a foreign policy which successfully incorporates developmental issues. Through an institutional analysis, this article identifies the institutional frameworks within which a development-oriented foreign policy (DOFP) is more prone to emerge. It is argued that DOFP has not been able to be consolidated, as foreign policy has primarily remained a tool for regime survival. This is largely because of the institutional exclusiveness and presidentialism embedded in Latin American diplomacy – making foreign policy notoriously vulnerable to regime appropriation. By conducting a comparison between Ecuadorean and Chilean foreign policy, the article sheds light on the institutional components which have allowed the latter to successfully incorporate a development agenda and the former to stumble in its efforts.  相似文献

In Chile, the structure of the state has become modernised and decentralised, and the municipalities play an important role in this development. As a result, there are expectations of policies for participation that direct the concerns of citizens with respect to public policies at a local level. Similar to other states in Latin America, Chile enjoys policies that could be perfected in an effort to achieve better integration and synergy among them, especially in the municipalities. This article presents arguments and evidence in the case of Chile in respect of mechanisms of participation, associative life and confidence in the municipalities, as well as proposing ways to perfect public policies for local participation.  相似文献

Policy transfer studies have commonly assumed that changes to policies borrowed from abroad are either the result of deliberate efforts to adjust/translate them to fit its receiving environment, or an adaptive response to the cultural and institutional circumstances of the latter. In introducing the concept of “contested policy transfer,” this article will argue that differences between the “original model” and the borrowed one might be actually due to the series of conflicts and negotiations which take place among key bureaucratic actors at the “importer” jurisdiction. The article will illustrate the concept by analyzing the transfer of the Chilean “Programa de Mejoramiento de la Gestión” to the Mexican government, a process which took place between 2005 and 2010.  相似文献

拉丁美洲是一个腐败严重的地区,但智利的廉政成效却十分显著,是第一个走出腐败泥沼的拉美国家。其清廉水平不仅高居拉美之首,而且已赶超部分发达国家。智利达到如此高的清廉度,与皮诺切特的经济改革密不可分,皮诺切特是一个军事独裁者,其本人也并不清廉,但其市场化改革减少了国家对经济的不适当干预,从制度上减少了腐败发生的几率。我国正在加强反腐败的制度建设,智利的成功经验十分值得借鉴。  相似文献
