Abstract

This article analyses Turkey’s integration into the Bologna Process, concentrating on the questions of why and how Turkey is transferring norms in the area of higher education. As an example of policy transfer, the Bologna Process provides important insights into the question of why states choose to voluntarily adopt norms where there is no top-down pressure for change. Focusing on Turkey as a case study, the article identifies the narratives of the agents of change responsible for the reform process. The agents are the intermediaries in the Europeanisation process – they construct the discourses and they are the ones responsible for transmitting the process to the society at large. The article concludes that while institutional Europeanisation is taking place in the area of higher education, discursive Europeanisation is lacking.  相似文献

Abstract

Following the AKP’s victory in the 2002 general elections, ‘conservative democracy’ has emerged as a trademark in Turkish politics, focusing on cosmopolitanism and European integration. In the late 2000s, the party’s favourite notion was ‘advanced democracy’, this time underlining Turkey’s leadership claim in the region and displaying a more critical approach to ‘Europe’. In this paper, I aim to show how different narratives on ‘Europe’ emerged within the context of these empty signifiers. The paper claims that the difference in the two narratives on ‘Europe’ in two different periods does not point to a complete and fully fledged de-Europeanisation trend.  相似文献

The Inter-Parliamentary Union (IPU) continuously seeks to assert itself as a voice of the peoples of the world in global debates, where geopolitical interests of states, often representing political and economic elites, dominate. This article critically analyses one of the latest contributions to norm setting and idea-generation by the IPU: the concepts of ubuntu and sumak kawsay (also known as buen vivir in Spanish and living well in English) as the basis for the international response to the challenge of failed development strategies globally. This proposal from the IPU arises from the exhaustion of the dominant discourses and concepts underpinning international development. These discourses are based on the colonial model of power and are increasingly being challenged by calls from subaltern voices for ‘unthinking, rethinking and delinking’ from hegemonic illusions. Further, the article argues, the proposed ideals of ‘living well’ and ‘human solidarity’ cannot be implemented within the current colonially inspired humanist paradigm, but require a ‘decolonial’ orientation of global humanism.  相似文献

The African continent is inextricably linked to the development of the Responsibility to Protect (R2P) norm and the latter's ethical interpretation of the duties associated with state sovereignty. With the African Union (AU) having institutionalised R2P in its legal-institutional foundation of 2000, the stage seemed set for the new African Peace and Security Architecture to demonstrate the continent's ramped-up interventionist approach to security. One of the first cases that presented an opportunity to do so was the humanitarian crisis that erupted after the 2010 elections in Côte d'Ivoire. As the crisis unfolded, however, it became clear that the AU was not only unable to operationalise its institutionalised R2P mechanisms, but indeed reluctant to invoke R2P explicitly. This raises serious concerns about the AU's willingness to intervene in its member states when humanitarian atrocities are perpetrated by governments against their own people, and throws into serious doubt the AU's promise to provide ‘African solutions to African problems’.  相似文献

Over the past two decades, South Africa has sought to perform several roles on the world stage, such as the economic dynamo of Southern Africa, a diplomatic heavyweight representing the African continent, and a norm leader on the world stage as a so-called ‘middle-power’. Although South Africa's evolution and rise as an important player in global affairs has generated a welcome body of critical scholarly literature, comparatively little analysis has been allocated to understanding how norm dynamics and the country's ever-evolving international identities have enabled it to construct and reconstruct its ‘interests’. Social constructivism is best suited for such an analysis because it can operationalise norms, commitments, identities, and interests, and it provides the epistemological tools to map the increasingly multilateral connections between global, regional, and domestic forums. By employing a rationalist approach to constructivism, this paper remedies the aforementioned gap in the literature by illustrating how South Africa constructs and reconstructs its identities and interests in relation to membership in international organisations (IOs). To that end, the paper examines the evolution of South Africa's participation in the African Union (especially ‘peacekeeping’ contributions) and the International Criminal Court. The paper concludes by assessing the theoretical implications and practical ramifications of the norm dynamics involved in South Africa's commitment to these two IOs.  相似文献

Studies of negotiations often overlook, or at least do not fully account for, the important role played by people who advise negotiators. Often deliberately hidden from view, advisors have important but unrecognized influence on the negotiation dynamic. In this article, I explore the roles and methods of advisors in the negotiation process, drawing on role theory and survey research conducted in 2013 among approximately seventy advisors at the European Union Council of Ministers. I define advice as “a communication from one person (the advisor) to another (the client) for the purpose of helping that second person determine a course of action for solving a particular problem” and consider the nature of this advice and the range of relationships that may exist between advisors and their clients. Advising is much more than the mere transmittal of information from advisor to negotiator and that for advice to be effective a relationship must exist between the two parties. I then identify three models of the advisor–negotiator relationship. The first is the advisor as director, wherein the advisor tends to take control of the negotiating process, directing the negotiator toward actions that she or he should take to achieve success at the negotiation. The second is the advisor as servant, in which the advisor merely responds to the demands of the client for help and guidance in the negotiation. And the third is the advisor as partner, wherein advisor and negotiator jointly manage the process and solve the problem together. Finally, I explore the factors that lead advisors and negotiators to adopt each of these three models, the various advising styles that advisors use, and the differing effects on the negotiation process that these elements may have, drawing on historical examples as well as survey data from the EU Council of Ministers.  相似文献

ABSTRACT

The practice turn provides new avenues for core questions of international relations and European Studies. This article draws on a practice theoretical account to shed new light on the constitution of agency in global politics. An understanding of agency as achievement that requires significant practical work and the participation in international fields of practice is developed. Drawing on the case of the field of counter-piracy practice and the European Union’s (EU’s) work to counter piracy off the coast of Somalia, it is shown how the EU achieved the position as a core actor in the field. A detailed discussion of the EU’s work in interrupting and knowing piracy, in building capacity, and in governing piracy is provided.  相似文献

This article considers Hungary's political system from 2010 to 2014 with Fidesz in power and domestic and international actors’ responses to the challenge of populists-in-government. The article argues that domestic responses were weakened by Fidesz’ use of its supermajority for a partisan redrafting of the country's constitutional order, but also by its mainstream competitors’ failure to offer a contrasting yet positive vision for the electorate. External actors, and the European Union (EU) in particular, may therefore have emerged as the main bulwark against the effects of populists-in-government. However, the EU was relatively ill-equipped to deal with systemic violations of the common values of the Union with respect to its member states, and arguably even the available measures were not used to their full potential. The main explanation for this lies in Fidesz’ origins: rather than starting its life on the fringes of the electoral space, the party had been the major, mainstream centre-right alternative. This position in Hungary's party system had in turn endowed Fidesz with strong transnational links which outlasted the party's own transformation and continued to act to dampen EU action.  相似文献

Abstract

There are 14 United Kingdom Overseas Territories (UKOTs), of which nine are associated with the European Union (EU) via the Overseas Association Decision adopted by the EU in 2013. Gibraltar, meanwhile, is part of the EU under Article 355(3) of the Treaty on the Functioning of the EU. Only the citizens of Gibraltar were able to vote in the referendum on the UK’s membership of the EU, but the consequences for all are potentially very significant. The UKOTs benefit currently from economic and environmental cooperation, as well as development assistance and policy dialogue. The article considers briefly the growth of the relationship between the UKOTs and the EU, before setting out the key aspects of the relationship which the territories are keen to maintain. The second half of the article focuses on the (minor) role the UKOTs played in the referendum debate, and what might happen to the present levels of cooperation as the UK disengages from the EU.  相似文献
