Abstract

Germany and Japan have both used regionalism as a hedge against American power in the area of telecommunications, but this strategy has taken very different forms. Germany's regionalism is within the European Union. Since 2002 Japan has developed an ad hoc technology alliance in telecommunications with China and South Korea. Both the European Union and Northeast Asian countries have used industrial policy to promote telecommunications technology and both regional organizations have expressed concern about American dominance in telecommunications. Both Germany and Japan have looked to their lower income neighboring countries for investment opportunities in telecommunications, but each has taken a different approach. Japanese telecommunications firms have not been very successful in investing in other countries or in exporting Japan's very sophisticated and expensive telecommunications equipment. The Japanese government and business organizations have taken the lead in trying to promote joint research and pursue development of joint standards. Germany's Deutsche Telekom has been much more active than Japanese firms in international investment. The European Union differs from the Northeast Asian group in that it has pressed Germany to keep its domestic telecommunications market open and to make Deutsche Telekom compete internationally. It is surprising that China, Japan and South Korea have reached out to each other to cooperate on technology and standards development despite longstanding mutual antagonisms. The Northeast Asian agreements on telecommunications recall the European Coal and Steel Community (ECSC) of 1952, an initiative that also sought to link economically states divided by deep resentments. Like the ECSC, the current Asian initiative targets some of the most important economic sectors of the day. However, strong market pressures tend to undermine cooperation, and it is uncertain how much impact the agreements on telecommunications will really have.  相似文献

In 1994, Japan made a bid for a permanent UNSC seat. This reflects Japan's growing influence in the United Nations as the second largest financial contributor to the regular UN budget and to the UNPKO budget. Moreover, Japan's contribution is no longer limited to the financial realm. Japan has actively participated in UNPKO since it enacted the International Peace Cooperation Law in 1992. It has sent military contingents to three UNPKO missions and a number of civilian missions. The changing international system necessitates fundamental reforms of the UNSC. The UN's fiftieth anniversary seems to be an opportune time for establishing realistic guidelines for the SC reforms to facilitate permanent membership for Japan and Germany comparable to their growing economic and political standings at the global level. In the meantime, Japan should overcome its reluctance to commit itself to UN peacemaking operations, as Germany did, and consolidate public opinion at home and abroad in support of its bid.  相似文献

Quantitative data show the weakness of civil society in the post-communist countries of East-Central Europe by using such indicators as membership in voluntary associations. Building on this data, this research offers an in-depth case-study of voluntary associations in the Eastern German city of Leipzig in order to examine the quality of the existing civil society. Due to structures put in place by the local government to encourage citizen input in policy decisions and widespread democratic participation both before and after the fall of communism, Leipzig presents an interesting case-study in assessing the vibrancy of civil society, and thus democracy, in a post-communist city that appears to embrace ideals of citizen participation. The study, based on data from 23 qualitative interviews with members of citizen associations, local parliamentarians and city officials, explores three main issues that are found in the theoretical literature on associations and civil society: the development of civic competence; the creation of a public sphere; and the relationship between civil society and the state. The qualitative nature of this study offers a more nuanced assessment of civil society in Eastern Germany than the quantitative data allow. I conclude that there are clear deficits but also strengths in the development of civil society.  相似文献

Despite generous public funding, arts institutions in Germany are primarily serving a small, educated section of the German population. This article presents findings from arts participation surveys, research from an empirical study on “Intercultural Audience Development” in public theaters and museums, and an analysis of cultural policy debates to reveal the role of audience development in overcoming the social imbalance of audiences in German cultural institutions. Research findings suggest that traditional concepts of audience development do not lead to sustainable changes in the social structure of the audience. More substantial institutional changes are necessary, supported by new cultural policies.  相似文献

Veit Ludwig von Seckendorff is widely regarded as the ‘founder’ of early economics in Germany, of Cameralism. Having survived the horrors of the Thirty Years’ War and the resulting economic, political, and moral breakdown of society, Seckendorff conceived of a holistic science of public administration fit to reconstruct the more than 300 independent German principalities recognized by the Peace of Westphalia. The science he envisioned was both theoretical and practical, covering all the needs of a small principality. The same union of active and contemplative characterizes Seckendorff’s own life, as he devoted himself both to administrating the Court of Gotha and the University of Halle, both to write an “owner’s handbook” to small principalities and one of the most celebrated defenses of Lutheranism. This introduction will explore how these many facets came together in the figure of Seckendorff, what his main influences were, and how the historical context helped shape his writings.  相似文献

This paper explores the place of Christian Wolff in the history of social science in English. The "Introduction" places Wolff in the context of the pre-history of modern social science. Samples are given of the great range of subjects on which he wrote. The importance of the German context is stressed. The second part is devoted to a sample of what the literature contains by and about Wolff. It emphasizes philosophy and science. Part three is a survey of works in the history of the social sciences that mention Wolff. He has a substantial place in political science and psychology, a much smaller place in economics and history, virtually none in anthropology, geography, and sociology. In the applied social sciences, he is found in the history of education. Possible reasons are given. Part four is devoted to the relationships of philosophy and philosophers in the pre-history of the social sciences. They were important in several different ways because they both shaped and reflected how many people thought about science and social problems. The Summary and Conclusion describes the present status. His contributions are summarized. He was a pivotal figure in the making of the German conception of social science. This is a preliminary study emphasizing the issues and problems that a more detailed examination would require. Several conventional judgments are challenged and possibilities for further research suggested.  相似文献

This paper deals with the enquete commission on sects and cults established by the German Budestag (Federal Parliament) from 1996 to 1998. The author, who was appointed as an expert member of the commission, explains the public pressure leading to its establishment and the political considerations restricting its work. Although the majority of the commission was convinced of the harmful nature of cults, it was not possible to find any evidence of unlawful activites. Scientific research authorized by the commission modified the prevailing view of the dangerous influence of new religious movements. The final report of the commission is a political compromise denying any danger to the State and society posed by cults, but at the same time it demands new legislation to deal with them.  相似文献

Abstract

The aim of this paper is to analyze China's strategy in relation to the euro. The first section summarizes China's active support to the single currency since its creation up to the first phase of the current Eurozone debt crisis. It shows how China has used a two-pronged approach. It has developed a public campaign in favor of the euro, especially when the market sentiment has been bearish on the single currency, and it has continued to be an active player in the European sovereign debt markets. The second part explains why China has been so supportive. Beijing wants to move away from dollar hegemony and thus it favors a tripolar monetary system based on the US dollar, the euro and the Chinese renminbi (RMB). With this aim, and despite the crisis, China has continued to diversify its foreign reserves into the euro making it by now ‘too important to fail’, not only because China holds roughly $1 trillion in euro-denominated assets, but also because for China the Eurozone is a crucial market and an important strategic counterweight to US dominance in world affairs. Finally, the third part focuses on how by the end of 2011 China switches to a more cautious approach due to the difficulty involved in rescuing the Eurozone. Domestic pressures, public outcry in Europe against being saved by China, the unwillingness of the European leaders to enter into strategic bargaining and Germany's strategy to use sovereign bond spreads as a market mechanism to create ‘more Europe’ have convinced policy-makers in Beijing to keep a lower profile while making sure the value of the euro remains stable.  相似文献
