Political distrust is often widespread in African countries, but the prospects for increasing trust are uncertain given the lack of research on the origins of political trust in the region. Using the 2013 NSS Survey in Ghana and employing hierarchical regression analyses, we develop a model of institutional trust based on insights from both cultural and institutional performance theories. The results clearly support the superiority of institutional performance theories while at the same time providing limited support for cultural explanations. National pride, however, does also substantially encourage institutional trust. This asks for future, cultural-specific studies on trust-building in developing countries trying to establish working institutions using more representative, cross-national, and longitudinal data.  相似文献

Decentralisation in Ghana, and across sub-Saharan Africa, faces a number of challenges to successful local governance provision because there are a number of formal and informal actors to choose from. Citizens may take problems they want a governance provider to solve to a member of parliament or a district assembly person, a traditional chief or a police officer, a neighbour or an NGO. In this article we report on a four-constituency survey administered to explore and understand how citizens choose between the options of local institutions available to them in order to solve a problem important to their community or themselves. We find that formal national (Parliamentarians) and informal traditional (Chiefs) institutions are where respondents turn for assistance most often instead of constitutionally described local modes of governance (District Assemblies). We consider the implications of this finding in terms of decentralisation in Ghana and the need to build institutions that are context-sensitive and reflect how citizens understand political options.  相似文献

Recent efforts to modernise public sector institutions have led to the adoption of performance management systems worldwide. The belief in performance management is that information generated can be used to help individuals improve themselves in terms of what they do in their organisations, which will subsequently impact positively on the organisation. An instrument for collecting performance information (PI) is performance appraisal (PA). Since the early 1990s, the Ghanaian government has attempted to develop a systematic appraisal system as a strategy to obtain PI in the civil service (CS). In spite of this, the CS continues to perform below expectations despite individuals getting promoted every year. What has been the effect of PA in the CS? How has the collected information been utilised to improve performance? What are the main barriers to the use of PI, and what practices can be put in place that might encourage the effective collection of PI and its use in the CS? We argue that the PA system is much ado about nothing. In analysing why this is so, we will look at the impediments that continue to affect the collection and usage of PI and to suggest ways that will help improve the system. Drawing upon the metaphor of the religious market, this article presents an analysis of the proselytising strategies the Hare Krishna, a new Hindu worshipping community in Ghana, has developed in order to survive in Ghana's competitive religious economy. It demonstrates the creative ways in which the group negotiates the contours of this market, incorporating Pentecostal methods into its preaching culture, exploiting an ongoing debate between agents of African Religions and Pentecostals on the appropriate place of tradition in Ghana, and establishing its credentials as a religion whose culture is compatible with both African religions and Christianity, yet with deeper insights into the mysteries of life.  相似文献

Indian interaction with the global South is at a crossroads. For a long time wedded to Nehruvian values of South–South cooperation, there are now considerable claims that economics underpins relations. This article looks at the current Indian ‘development cooperation’ in Ghana and, crucially, also asks what form Ghanaian responses take. The article concludes that while the rhetoric and ideas behind South–South cooperation are toned down, it is not simply about national interests; rather Indian ‘development cooperation’ is still partly ideologically and normatively informed. In addition, the overall approach of the Indian government is worthy of consideration as it certainly adds to global re-conceptualisations of development assistance.  相似文献

Many African democracies experience highly variable aid flows. This article examines the influence of aid changes on presidential incumbent advantage in Africa. Aid changes influence the odds of incumbents winning reelection, with aid increases helping incumbents, but this effect is only present when the aid change occurs in the year before an election. Aid changes in earlier or later time periods have no influence. Case studies of elections in Ghana and Malawi reveal causal mechanisms linking aid changes to incumbent advantage and support the finding that aid changes have a limited window of influence.  相似文献

Abstract

The widely held belief that decentralization of public services would reduce the fiscal burden of deeply indebted states led a large number of developing countries throughout the 1980s and 1990s to embark on devolution and public sector reform. Among the responsibilities that have generally been devolved are the provision and support of drinking water facilities. There is, however, a substantial cross-national difference in implementation records of public service devolution. This paper argues that state-building legacies, which shaped the capacity of local governments and the opportunity structure of local governments to cooperate with indigenous communities, explain this variation. This argument is analyzed in the context of devolution of water supply in Ghana and Senegal. The analysis shows that the weak capacity of local governments is compensated in Ghana, but not in Senegal, through co-optation of historically strong traditional authorities into local governance structures.  相似文献

Decentralized governments in Ghana have not been able to realize optimum benefits from their property tax potentials. The paper investigates the administration of property taxation in Ghana using the Offinso South Municipality (OSM) as a study area. Questionnaires were relied on to garner data from property owners in the municipality. It observed that low coverage and collection ratios, inadequate collection modes, and negative public perceptions have worked against the administration of property tax in the OSM. The paper suggests a complete overhaul of the property rate regime in the OSM if the buoyancy of property tax revenue is to be realized. It argues that the rating authority should purge the system of perceived corruptions. It suggests a revamp of the property rate collection means in order to slump rent seeking behavior of the mobile property rate collectors.  相似文献

Taking into account the complexity of contemporary ethnic conflicts, this article examines the construction and politicisation of ethnicity to understand a recent case of post-conflict reconstruction. More specifically, the article considers theories of post-conflict reconstruction, particularly the conflict transformation school that claims to respond to the hybrid nature of recent ethnic conflicts. By adopting a constructivist perspective, this article argues that post-conflict reconstruction in ethnically-fragmented areas is largely about the problem of de-politicising essentialist discourses of historically constructed ethnic identities. In order to explore this key theoretical issue, the article analyses the 1994-95 case of conflict and reconstruction in the Northern Region of Ghana. This analysis draws on archival research and 21 interviews with individuals representing nongovernmental organisations (NGOs), traditional authorities, religious leaders, opinion leaders, and the state conducted from August to October 2006 in Accra, the capital of Ghana, as well as Tamale, the capital of the Northern Region. Because very little research is available on post-conflict reconstruction in Northern Ghana, this analysis fills a major gap in the contemporary literature on ethnic conflict and post-conflict reconstruction in West Africa. At a broader level, the article suggests that contemporary theories of post-conflict reconstruction would gain from taking a more systematic look at the social and political construction of such identities.  相似文献

ABSTRACT

Journalism is more than an ensemble of newsgathering and writing techniques. It is, firstly, a way of viewing and writing about the social world for the public benefit. Similarly, journalism is a means of fomenting conversations in the public domain about events and issues of immediate public interest. While much of journalism training concerns the techniques of text production, too little attention is given to educating students in the ontology or ‘mindset’ within which those techniques and conventions work. Almost no attention is given to the epistemology or ‘research’ approaches by which journalists monitor social phenomena.

Short of calling for a more thorough grounding (as a framework) in critical thinking, we suggest that a more constructivist approach be taken to journalism training. This approach need not be prejudiced towards the more technical and functionalist approaches evident in so many textbooks on the subject. Constructive learning is described by some scholars as ‘active, cumulative, goal-directed, diagnostic and reflective behaviour’ (Breen 1996: 4). All these behaviours are found in journalism practice, and should frame both words in journalism training. This requires a more interpretive approach that teaches the practice of journalism as many of the same processes commonly understood as learning.  相似文献
