警察公共关系建设能有效提高公安机关管理效能,树立公安机关的良好形象,实现警民相互沟通,促进公安工作积极开展.因此,我们必须致力于警察公共关系意识的培养和专业队伍的建设,切实提升相关能力,改进宣传的理念、方法和内容,加强公安宣传的影响力和覆盖面.     

Forensic appraisal of death due to acute alcohol poisoning: three case reports and a literature review

Death due to acute alcohol poisoning lacks specific anatomical characteristics, compared with other deaths due to drug poisoning. We report three forensic cases of death from acute alcohol poisoning due to inhibition of the respiratory centre and eventual asphyxia. Blood alcohol concentrations in the three fatalities were 5.28, 3.33 and 3.78 mg/mL, respectively. Lethal doses and blood alcohol concentrations showed differences between individuals. Detailed auxiliary tests besides autopsy were undertaken. These cases show that forensic scientists should exclude other causes of death, combine the autopsy with auxiliary tests, and then make an appraisal.     

道义朝鲜与征兵制度——二战时期“尾高法哲学”的一个侧面

尾高朝雄是20世纪日本法哲学史上一位有着重大影响的学者。随着日本战后民主化改革和民主主义法学的强固,曾经扮演了迎合日本军国主义并从法哲学角度对其进行理论包装的尾高在二战时期任职朝鲜京城大学(现在的首尔大学)教授期间的著作,作为"尾高法哲学"的一个侧面,在当今的日本法哲学界,已经被打入历史冷宫而鲜有能够问津之人了。但法律实证主义何以会与纳粹、帝国主义等带来人类惨重悲剧的国家行为相关联、法哲学家本应有的独立思考和学术批判精神何以会丧失,在这些问题意识的拷问之下,尾高和其他著名的使法哲学沦为政治的御用哲学、从而应当深刻反思和忏悔的学者一样,毫无疑问是一个有着特殊研究价值的学术个案。     

History and hero-making: patriotic narratives and the Sovietization of Kazakh front-line propaganda, 1941–1945

This article analyses Soviet agitprop that was produced for Kazakhstani soldiers during the Great Patriotic War. The author argues that one of the main goals of this propaganda was to cultivate a complementary Soviet-Kazakh identity. Conditions at the front made this difficult to accomplish, but Soviet propagandists persisted in tailoring their propaganda for the benefit of Kazakh soldiers. As the war progressed, Kazakh front-line propaganda acquired a more unambiguously Soviet orientation, a consequence of the elimination of key themes derived from Kazakh national history and considered too politically volatile by the Communist Party. The article concludes by suggesting that the narratives articulated during World War II by Soviet propagandists went a long ways towards setting the contours of a prescribed Soviet-Kazakh identity.     

从符号矩阵理论看《了不起的盖茨比》中的美国梦

运用A.J.格雷马斯的结构主义符号矩阵理论分析菲茨杰拉德的《了不起的盖茨比》,从中抽象出四个语义素,形成作品的基本意义框架,并分析这四个语义素之间的二元对立关系,在此基础上构建出作品的深层叙述结构,以解释表层叙述下的深刻内涵。     

社会支持对女性服刑人员抑郁情绪的影响

以354名女性服刑人员为被试,采用问卷调查的方法,考察社会支持对女性服刑人员抑郁情绪的影响,结果发现:不同文化程度的女性服刑人员抑郁状况有显著的差异,社会支持与抑郁水平有显著的负相关。结论:女性服刑人员比较容易出现抑郁情绪,而社会支持在一定程度上可以缓解抑郁状况。     

Internationalised justice and democratisation: how international tribunals can empower non-reformists

This article examines the relationship between international criminal justice and democratisation processes in post-conflict settings, illustrating that international tribunals did not contribute to democratisation in the cases of Serbia, Kosovo and Rwanda. The argument that tribunals have willingly or inadvertently empowered local non-reformist factions is rooted in the agency of local elites. The findings suggest prioritisation of international over localised knowledge, political over victim interests and stability over judicial independence. This article makes a contribution to the emerging, critical literature on the dynamics between institutions of international criminal law and their socio-political environments, drawing attention to volatile effects of internationalised justice.     

In Defense of Sovietology

A leading specialist on the Soviet economy presents a detailed overview and evaluation of the history of Western studies of the Soviet economy. Foci of the article include: debates about the nature of the Soviet economic system; the uses of qualitative and quantitative evidence; controversies over rates of economic growth and growth of productivity, comparative size of the economy and the burden of defense expenditures; analyses of the severity of economic problems and their implications for the future viability of the system. 本文对英国中央银行法改革作了五个方面的总结,并逐一与中国的中央银行制度进行比较,提出可资中国借鉴之处.这五个方面包括中央银行的本质、中央银行的独立性、中央银行工作的透明度、对中央银行权力的制约机制以及规范性与灵活性的关系.
