This article is an examination of the current state of U.S. broadcasting to Iran. It also gives an overview of the structure of U.S. international broadcasting. The author illustrates how under the Bush administration, Radio Farda and Voice of America Persian TV were held accountable for helping to destabilize the Islamic Republic of Iran. However, critics, including those in the Pentagon and a number of congressional members, doubted the capacity of Radio Farda, in particular, to carry out such a purpose because of its entertainment focus. Contrary to self-professed declarations of independence and free and objective journalism, the author argues that the U.S. government uses strict editorial control to restrict its broadcasting entities within the boundaries of its foreign policy objectives. 相似文献

拉美国家近年来政局不稳的一个重要原因在于民众的意识形态出现了极化的趋势。本文分析了2012—2019年间“美洲晴雨表”中18个拉美国家的数据,发现自2014年以来,持极端意识形态的民众尤其是持极左观点的民众比重出现了显著上升,这主要是受到经济发展形势和各国执政党意识形态两个因素的交互影响。宏观上,以极左民众比重上升为特征的极化趋势主要是受到整个区域经济持续低迷和右翼政府的紧缩性经济政策影响。微观上,本文通过回归分析发现,民众对国家经济形势的判断与其所在国执政党的意识形态共同影响着其极化方向。在右翼执政的国家,民众对国家经济形势的评价越负面,其持极左观点的概率越高,持极右观点的概率越低;在左翼执政的国家,民众对国家经济形势的评价越负面,其持极左观点的概率越低,持极右观点的概率越高。最后,本文讨论了民众意识形态极化对拉美国家政局稳定的影响。本文发现,拉美极端民众尤其是极左民众参加抗议游行的概率显著高于温和民众。这意味着一国的极端民众比重越高,其发生大规模示威游行的概率越高。 相似文献

In the past decade, Latin America has witnessed the emergence of a political discourse that links popular participation to citizenship accompanied by an explosion of participatory mechanisms. Yet there is little qualitative research that looks at how participatory experiences affect people's perceptions of their role as citizens or to what extent the discourse transmitted through these institutions encourages participation or compliance. This article examines conceptions of citizenship among individuals who engage in participatory mechanisms in Venezuela, Ecuador and Chile. Using discourse analysis, it finds that participants in Venezuela and Ecuador have developed a ‘radical’ conception of active citizenship that differs from the liberal interpretation in Chile. Regardless of the preferred model, however, state discourse establishes parameters around citizenship. Furthermore, the discursive repertoires of citizen participants align with those produced by state institutions, suggesting that participatory mechanisms act to socialize people into participating in ‘legitimate’ and acceptable ways. 相似文献

Despite increased attention to gender issues in the international development arena since the rise of feminism in the 1970s, few agricultural research organisations have integrated gender in their problem diagnosis and technology development. Gender mainstreaming can significantly enhance the impact of research and technology development. Entrenching gender mainstreaming in organisations and their research agendas remains a challenge. To overcome it requires political will, accountability, a change in organisational culture, and technical capacity within an organisation. A vast economics literature embraces taxation of the carbon content of fossil fuels as the superior policy approach for reducing greenhouse gas emissions. However, experience around the world suggests that carbon taxes face exceedingly difficult political hurdles. Federal experience in the United States and in Canada confirms this pattern. This article reviews sub‐federal policy development among American states and Canadian provinces, a great many of which have pursued climate policy development. With one major exception, explicit carbon taxation appears to remain a political nonstarter. At the same time, states and provinces have been placing indirect carbon prices on fossil fuel use through a wide range of policies. These tend to strategically alter labeling, avoiding the terms of “tax” and “carbon” in imposing costs. The article offers a framework for considering such strategies and examines common design features, including direct linkage between cost imposition and fund usage to build political support. 相似文献

The enthusiasm for civil society that emerged in the late 1980s and 1990s with the collapse of the Berlin Wall and the spread of democratic regimes has been replaced in recent years by a backlash against civil society on many levels and fronts. This has particularly intensified since the attacks of 11 September 2001 and the ensuing global war on terror. This article examines the causes of this backlash within the context of the ‘Long War on Terror’, describes the overt and implicit manifestations of the backlash, and reflects upon the implications for the future. It considers how the growing prominence of concerns about security and the concomitant expansion of counter-terrorist measures across the world threaten the spaces for civil society to flourish and act. It argues that while the manifestations of the backlash, such as the crackdown on NGOs in Russia and the taming of NGOs by bilateral and multilateral agencies, may appear to be disparate, unconnected phenomena, on closer inspection it is clear that they are intricately intertwined. 相似文献
