Since 1960, Latin American attempts at regionalism have undergone distinct phases. More notably, they have tended to diverge across space, gradually giving birth to separate blocs that seem to be tearing South, Central and North America apart. Additionally, within and across these regions several overlapping projects coexist. This article focuses on the dynamics of segmented and overlapping regionalism in order to describe what they look like, analyse how they articulate with one another, and explain why member states have pushed for such a messy outcome. This situation, linked to the evolution of the global context, might be indicating that regionalism in Latin America has reached its peak, beyond which it may be difficult to achieve further progress. Two conclusions are elicited: first, economic integration is becoming a geographically diffused phenomenon rather than a regional one; second, regionalism is still a compelling foreign policy but its causes, goals and outcomes are no longer what they used to be. 相似文献

As natural-resource issues become more complex, particularly in developing-world contexts, there is a growing need for adaptive management solutions. However, the skills necessary to deal with these increasingly complex situations are not always present in many low-income countries. There is also a growing recognition that many capacity-building activities are limited in their effectiveness. This article suggests a problem-based learning (PBL) approach to capacity building. During the 1880s, a significant number of Chilean administrative services were reformed following the characteristics of the Weberian bureaucracy. From the analysis of two cases of administrative reform (the so-called Prussianization of the Chilean Army and the creation of institutions in the field of public health), this article seeks to understand why bureaucracy gained ground in nineteenth century Chile. Specifically, the article discusses how social conditions led policy makers to choose bureaucracy as a model for administrative organization. Certain contexts render particularly challenging the disjunctures and discontinuities between international NGO (INGO) headquarters and in-country operations, as this Christian Aid case demonstrates. Torn loyalties result when seeking to discern how best to work with partners in a human-rights crisis in a middle-income country. Navigating these challenges requires a critical interrogation and radical practice of partnership. With many INGOs partially or wholly decentralising operations, and in anomalous and complex INGO programme contexts like this, it is vital to analyse the disjunctures and to support in-country staff to respond creatively to them, to do justice to programme potential and partnership principles. 相似文献

Pro-poor decision making depends on an understanding of the complexities and inter-relationships between household livelihood, demographic, and economic factors. This article describes the design and implementation of the Poverty Assessor, a software programme to assist practitioners, policy makers, and researchers in visualising the direct impacts on poverty of specific livelihood factors and events among populations living in poverty. The software enables users to upload their own data and profile households in relation to the national poverty line, by selecting from a range of demographic and livelihood indicators. Governments in Latin America and elsewhere have implemented conditional cash-transfer programmes to improve standards of living in populations defined as vulnerable and excluded from the benefits of development, in order to improve access to education and health services, and to improve human capital. Qualitative research conducted among three indigenous groups in Panama provides lessons for assessing these programmes on the basis of the perceptions and culturally informed beliefs and practices of potential beneficiaries. This paper explores how state agents and civilians justify human rights violations when the military perform police tasks. Based on a set of interviews and documents, it analyses the actions of the armed forces and the police during a military-led operation that targeted drug trafficking organisations in Tijuana. In a context of limited civilian control over the armed forces and the police, the paper identifies two discourses that supported the illegal action of state agents: the construction of a foreign other who does not belong to society and the need to use violence to accomplish a greater good. 相似文献
