Northern NGOs have come under critical scrutiny since the 1990s, often with negative conclusions as organisations which had supported radical social change in the 1970s and 1980s have since turned themselves into a professionalised and bureaucratic aid sector. The article focuses on the Northern NGOs that purport to fund progressive social change and which encourage beneficiaries to question market and political power, and on the NGOs to which they channel funds in Latin America. After examining various types of critique, the article asks whether it is not only dangerous in practice to fund social change but also misguided in principle, or whether there remain ways to use resources to enhance the capacity of local change agents to make the choices that they deem appropriate. It concludes that much depends on the theory and practice of social change that underpin the resource transfer, particularly in relation to the transformation of power (as opposed to ‘empowerment’), to social activism, and to the robustness of efforts within NGOs to resist or modify bureaucratic imperatives from back-donors.  相似文献

During more than a decade of violent conflict (1980–1992) involving the military, rebel forces, and paramilitary "death squads," El Salvador suffered some 75,000 casualties, mostly civilians. After three years of negotiations, the government and the largest rebel group signed a historic comprehensive peace accord that brought an end to the war and instituted wide-reaching political and social reforms. This agreement, and the peace process that produced it, has been widely hailed as a successful example of a negotiated end to civil war. In order to understand the conditions that led to the 1992 Chapultepec Peace Accords ending the war, this article tests ripeness theory in the context of the Salvadoran peace process.
This article affirms the validity of theories of ripeness and the mutually hurting stalemate as structural explanations for the initiation of dialogue and notes the role of "indicators of ripeness" in forcing the parties to recognize a hurting stalemate that may already exist. It also proposes several hypothesized explanations for the effectiveness of the Salvadoran negotiations themselves. These explanations include the presence of strong, empowered policy entrepreneurs on both sides with the political will and capability to make credible commitments; the combination of internal and external pressure for a negotiated solution that raised the cost of defection; and the active involvement, based on consent of both parties, of a neutral, empowered, and credible mediator who provided both technical assistance and vigilance to move the process forward. After analyzing the Salvadoran case through this theoretical lens, the article applies the same concepts to contemporary conflict cases such as Iraq and Colombia, discussing how the lessons learned in El Salvador do and do not provide instructive guidance for managing civil conflicts today.  相似文献

In 2003, Lutheran World Relief (LWR), an international relief and development NGO, began a peace-building initiative in Colombia. It facilitated the formation of a partnership between peace-sanctuary churches in Colombia and six communities of faith in the US Midwest, co-ordinated by LWR staff. This partnership, called ‘Sal y Luz’ (Salt and Light), has the goal of education and advocacy both in Colombia and in the USA. Sal y Luz represents a powerful example of transnational solidarity for peace. There are also implications and lessons of this case study for the broader field of NGO peace-building work. The Sal y Luz model of peace building brings benefits in terms of NGO accountability and effectiveness. The key innovation of the model is the means by which LWR effectively helped its US constituency to understand and become involved in peace-building work.  相似文献

进入21世纪以来,新型冠状病毒、埃博拉、重症急性呼吸综合征以及甲流感等新发和复发传染病危机对全球卫生安全构成严重威胁,因此,如何促进全球卫生安全治理是当今国际社会亟待解决的问题。尽管美国曾经在全球卫生安全治理中发挥了重要作用,但尚未形成清晰的全球卫生安全治理政策。美国于2019年5月首次发布《全球卫生安全战略》,标志着特朗普政府全球卫生安全政策正式出台。该《全球卫生安全战略》以应对传染病威胁为核心,呈现出了以国家安全为导向和"全政府"路径的特点,充分体现了特朗普政府的"负担分担""美国优先"和反多边主义的思维。在全球卫生安全领域,各国已成为"因病相依"的全球命运共同体。有效的全球卫生安全治理需要全球多边主义,特朗普政府以国家安全为导向和以"美国优先"为原则的《全球卫生安全战略》与全球卫生安全的实现之间存在张力。特朗普政府的上述思维不仅侵蚀了全球卫生安全体系建构所必需的国际政治合作基础,也恶化了全球卫生安全的融资体系,因此对全球卫生安全体系构成了挑战。  相似文献

In multiparty contexts, we know that affective polarization tends to cluster in ideological blocs, although the factors driving this process are still quite unexplored. In this paper, we contribute to filling this gap in the literature by exploring the capacity of ideological identity vis-à-vis issue-based ideology to polarize sentiments towards party voters into two opposing left-right blocs. Specifically, we provide empirical evidence that affective attachments to ideological labels increase the affective distance between ideological blocs to a greater extent than issue extremity and issue consistency. These bipolarizing effects of ideological identity persist even when the identity is inconsistent with issue-based ideology. Additionally, we show that bipolar affective polarization exerts little reverse influence on ideological identity. We support these arguments using an original survey from the TRI-POL project carried out in five multiparty systems: Argentina, Chile, Italy, Portugal and Spain.  相似文献

How can non-profit organisations achieve their intended impact on society? This article analyses factors that influence non-profit action in two key situations: when these organisations work autonomously from the government, and when they work in collaboration with the government. Based on interviews with experienced non-profit leaders in Brazil, the article presents typical paths for success and common reasons for failure in achieving non-profits’ intended outcomes. Organisational, relational and contextual factors influence non-profit action, leading to different outcomes. Brazilian non-profits provide lessons for non-profit action in developing countries contexts that experience cycles of political and economic instability.  相似文献

This article reconsiders the hegemonic interpretation of Latin American regionalisms, which have been defined as expressions of the fragmentation power of ideologies. After identifying the main bias and limitations of this approach, two alternative analytical proposals are presented: critical International Political Economy (IPE), which reconsiders the region’s heterogeneity as the reflection of a variety of historical trajectories; and the increasingly influential Latin/Latin American modernity/coloniality approach, which re-authorises the voices of a multiplicity of ‘marginal’ subjectivities to the cognoscible world of international studies.  相似文献

This article addresses the question of whether the production and use of biofuels could be appropriate to support productive inclusion. After an overview of the main drivers of biofuels development in the last decade, the article analyses the Brazilian experience, the most ambitious programme to promote inclusive development through biofuel policy. It focuses on the institutional settings and its distributional effects, as well as the organisational dynamics in a semi-arid region, and concludes that even in a country like Brazil, with a long and successful tradition in biofuel policies, the productive inclusion of small-scale family farmers faces severe difficulties.  相似文献

Part of the literature views high numbers of presidential candidates as a threat to political stability in presidential democracies. A contradictory model proposes that an overconcentration of the presidential party system is problematic. Both models are hard to reconcile. We approach this puzzle by arguing that the relationship between the level of presidential election fragmentation and governability crises is curvilinear: both very low and very high effective numbers of presidential candidates increase the risk of governability crisis. We test this theoretical claim with ordered logit models drawing on a sample of 108 presidencies in Latin America between 1978 and 2013 and using an ordinal index of the intensity of crisis as the dependent variable. We explore the operation of the theorized causal mechanisms through case studies and argue that they are different at both extremes, high and low levels of fragmentation. Finally, we formulate implications for the design of presidential electoral rules drawing on the debate contrasting runoff and plurality rules.  相似文献
