The Neoliberal Inheritance: Agrarian Policy and Rural Differentiation in Democratic Chile

This paper critically appraises the core philosophies of the three Concertación governments with respect to agrarian change and rural restructuring in Chile since 1990. It identifies common ideological ground in the successive administrations' perspectives on the nature and role of agriculture in the wider economy, arguing that a 'neoliberal inheritance>> has pervaded each. In drawing on primary and secondary data from the non-traditional fruit export sector the paper challenges the concept of reconversión as a panacea for rural under-development and grower failure. Given the simultaneously regionalising and globalising context which frames the Chilean transition, the paper highlights the tough choices that face policy makers at the current time. Developmental dilemmas are increasing in the sector, given the stated desire of the Concertación governments to move beyond pure, efficiency-driven, neoliberalism towards the incorporation of equity and sustainability goals. After ten years of democratic transition it is timely to ask if policy shows any signs of moving beyond reconversión .

In classical philosophy only a fragment of the legal system is natural law. The natural precepts are solely a little part of the normative system of civil societies. Even though the natural principles are the fundament of positives rules, the iusnatural norms are not sufficient for the regulation of all aspects of human life. They are “indeterminate”. This is the reason of the need the normative power of State, of judges and particulars.     

The Health of the Rurality: The Encuesta de Folklore and Popular Healing Practices in Tucumán, 1921

This article examines healing practices among the rural inhabitants of Tucumán in the opening quarter of the twentieth century through a reading of the 1921 National Folklore Survey. It argues that popular medical practices, referred to as curanderismos (popular healing), continued into the twentieth century not only as cultural practice of the popular classes but as necessity due to limited investments in public health in the rural regions on the part of the national and provincial government.     

Yucatecan–Mexican Relations at the Time of Independence: The Yucatecan Pronunciamiento of 1821

This article will explore local Yucatecan politicking and the Yucatecan–Mexican relationship at the time of independence, using Yucatán's pronunciamiento for independence in September 1821 as a case study. This examination will highlight the fact that, while local ambitions played a significant role in Yucatán's bid for independence, this did not necessarily detract from Yucatecans' attempts to not only engage with national political movements, but also to unite with Mexico. This in turn will take further historians' recent attempts to revise the traditional perception of Yucatán as one of the more pro‐autonomous and isolated states of early nineteenth‐century Mexico.     

Modified landscapes: vulnerabilities to genetically modified corn in northern Guatemala

From the countryside to the cubicle, this contribution explores vulnerabilities to genetically modified (GM) contamination of maize landraces in northern Guatemala following the DR-CAFTA (Dominican Republic-Central America-United States Free Trade Agreement). Although some industrial farmers elsewhere in Guatemala might welcome GM seeds, in this lowland refuge zone, transnational agribusiness corporations would largely face a recalcitrant and risk-averse peasantry not easily converted into reliable customers. While the unpredictability of improvisational swidden systems in this dynamic frontier zone has protected small farmers from corporate seed marketers, it also leaves them vulnerable to informal (and invisible) GM gene flow into local maize landraces. Recent changes to Guatemala's biosafety regulatory structure may compound processes of involuntary contamination despite latent citizen opposition to GM corn.

论思想政治教育价值的关系结构

当前 ,在关于思想政治教育价值的中坚核心之一———思想政治教育价值结构的研究中 ,比较缺乏对思想政治教育价值的关系结构的研究 ,即从思想政治教育价值的相关实体中去发现价值生成的一般机理 ,寻求思想政治教育价值何以可能和以何可能的缘起。从一般意义上说 ,思想政治教育价值是由社会和人对思想政治教育的需要程度和思想政治教育在多大程度上能满足社会进步和人的发展的需要决定的 ,而思想政治教育价值关系结构的研究正在于以思想政治教育的价值主体为尺度 ,从价值客体中去发现价值、揭示价值、最终实现价值。     

单克隆抗体酶联免疫吸附抑制试验测定G2m(n)因子及成都地区汉族频率调查

作者应用单克隆抗体,首次建立了检测人类免疫球蛋白同种异型 G2m(n)因子的酶联免疫吸附抑制试验。并调查了成都地区汉族群体 G2m(n)因子的频率。在被调查的517份血清中,G2m(n)因子阳性率为79.69%。由此计算出 G2m(n)基因频率为0.5493,方差为0.0004。
