How Neopatrimonialism Affects Tax Administration: a comparative study of three world regions

Neopatrimonialism is a concept that has predominately been applied to describe governance in sub-Saharan Africa. Recently, however, it has also been used to describe governance in states from other world regions. However, scholars have rarely attempted systematically to compare neopatrimonial rule in different regional settings. This paper aims to narrow this gap by examining the effect of neopatrimonialism on the tax administration as a core state function in six countries from three different world regions: Argentina, Venezuela, Indonesia, the Philippines, Kenya and Zambia. We conclude that neopatrimonialism is a valuable concept for comparative area studies with the potential to foster dialogue on the ‘state in operation’ across the regional divide. Nevertheless, several indicators are more valid for some world regions than for others. We find that there is no systematic relationship between neopatrimonial trajectories and the strength of tax administration. Individual actor decisions influence the outcomes of neopatrimonialism substantially.     

A fatal interaction: The role of the victim and function of aggression in intrafamilial homicide

Abstract

This study examines the interaction between the victim and offender during intrafamilial homicide. It is hypothesised that in order to understand the fatal consequences of the interaction, a psychological model must take into account both the role of the victim, as either a significant person or non-significant object, and the function of the aggression, as either instrumental or expressive. The combination of these two proposed facets gives rise to four hypothesised styles of intrafamilial homicide. This hypothesis was tested by analysing 191 intrafamilial homicide cases from the Chicago HITS database. Fifty two crime-scene actions were analysed using Smallest Space Analysis which revealed four distinct thematic clusters of variables. These themes corresponded to the hypothesised facets of victim role and function of aggression. Two related to expressive acts, (a) those murders where the offender kills multiple members of his family and subsequently takes his own life, and (b) cases where the victim is not treated as a significant person in the interaction but is simply used as a target for the offender's rage. The other two relate to instrumental acts, (c) those murders that are a culmination of years of abuse in which the offender sees the killing as the only means of escape, and (d) homicides where the victim is seen as an obstacle to the offender achieving a goal and is removed.

A further test of the validity of these four themes in describing distinct forms of interaction within intrafamilial homicide was to examine the proportion of cases which could be classified according to the framework. The hypothesis that each relationship would map onto just one of the interactional styles was tested by χ² which confirmed that such exclusive relationships existed at the p < .001 level of significance. This has theoretical as well as practical implications in that in using this method of classification it may be possible to infer which family member is responsible for killing their relative.

Reinventing the Hong Kong state or rediscovering it? From low interventionism to eclectic corporatism

Abstract

The low-intervention state of Hong Kong in colonial times did not originate from strong neo-liberal ideological convictions. It was an artefact of the colonial political configuration, a pragmatic governing strategy adapting to the political and economic needs at the time. Political changes, economic restructuring, divestiture and marketization of state institutions since the 1980s had brought a new state form after 1997. A new business and professional elite class, embedded in an eclectic corporatist structure, evolved and brought multilateral, ad hoc and particularistic bargaining, leading to more sectoral intervention after 1997. Fragmented state institutions nonetheless weakened state capacity, making it difficult for the post-1997 state to be highly penetrative, transformative or developmental.

Using Game of Thrones to Teach International Relations

Despite the known benefits of long-term, game-based simulations they remain underutilized in Political Science classrooms. Simulations used are typically designed to reinforce a concept and are short-lived, lasting one or two class sessions; rarely are entire courses designed around a single simulation. Creating real-world conditions in which students operate often requires the development of distinct cultures and shared experiences that only long-term interactions can generate. These long-term interactions create a community where the past interactions of players matter when making decisions about future action. Long-term role-playing also gives students a forum to fully immerse themselves in the material resulting in deeper content comprehension. This article presents a framework for using a long-term, game-based simulation based on the popular television show Game of Thrones. The simulation uses an active learning approach to help students understand a variety of topics related to International Relations and related fields. The article concludes with a discussion on how the simulation can be modified to fit a variety of non-Political Science courses as well as provides the framework for an experimental design to test the effectiveness of the simulation.
