“流动知青”并不是一般意义上的社会弱势群体,但由于某些现存社会制度内含的针对某些社会群体的社会歧视,该群体具有社会弱势群体的某些特征。随着市场经济的进一步发展和完善,目前尚处于边缘状态的“流动知青”将成为未来青年就业群体中的主流群体。中央政府应尽早着手建立不分城乡、不分区域、全国统一的社会保障体系。

邓小平集多年做青年工作的经验,结合改革开放时期我国的具体国情,强调加强对青年进行思想教育,培养"四有"新人,从而为新时期青年思想教育工作指明了方向.     

引领全国青年工作的理论研究--中国青年政治学院主办九届研讨会记述

把青年工作作为一门科学来研究,最早可追溯到20世纪50年代中央团校的团课教学,引领全国青年工作理论研究的作用,则始于20世纪80年代。在中央团校的基础上于1985年建立的中国青年政治学院,共举办9届全国青年工作理论研讨会,不断强化了这一引领工作,确立了中国青年政治学院在这一学术领域的引领地位。     

L'émergence d'une discipline scientifique. La création de l'Association Suisse de Science Politique (1951‐1959)

This article presents the results of a historical research on the creation of the Swiss Political Science Association in 1959. A first attempt of creation had failed eight years before, despite a favourable international context and the important scientific work of Marcel Bridel. Although Bridel was supported by several leading figures of the early political science, his proposal was met by the hostility of his colleagues, who had a historical, philosophical or juristic background. On the other hand, a few years later Jacques Freymond managed to create the Association in an almost administrative way and without any scientific discussion. The contrast between these two attempts illustrates the ambivalence of the institutionalisation process of Swiss political science since 1959. The institutional logic was more important during the creation of the Association than the scientific dimension, but has nonetheless been a useful basis to promote further scientific efforts. This initial ambivalence has had durable effects on the discipline, which obtained academic legitimacy without clearly taking position neither on its basic object, nor on its specificities with respect to the other social sciences or even ordinary discourses on politics. This has led to a disciplinary identity that is contingent, uncertain and fragile, and which calls for an epistemological reconsideration of the intellectual autonomy of political science.     

非公经济组织中共青团的价值定位

改革开放以来,我国的非公有制经济有了快速的发展。共青团组织要根据非公经济组织的类型、规 模、性质,灵活地采用建团模式;要以提高企业经济效益为中心开展活动,创效育人;要关心非公经济组织青年员工 的需求,维护他们的合法权益。只有这样,团组织才能在非公经济组织中确立自身的价值和地位。     

Towards the Development of a Conflict Escalation Model: The Case of Israeli Youth

The aim of this study was to present and initially test a model of escalation to verbal and physical aggression among Israeli youths. Stratified sampling was used to obtain data from 799 students in the 7th, 8th, and 9th grades of junior high schools in a northern Israeli city and its suburbs. A structural equation model (SEM) analysis confirmed that there is a significant positive correlation between the constructs of the so-called escalation preference and capability, and showed that both significantly influenced the escalation pattern. In addition, boys and younger students appeared to demonstrate a higher escalatory tendency than girls and older students. Theoretical and practical implications for professional intervention are discussed.     

Life Skill Service Needs: Perspectives of Homeless Youth

The present study describes the service needs related to life skill development from the perspective of sheltered homeless youth. Qualitative semistructured life narrative interviews addressing the use of services at an emergency shelter were administered to 30 youth. All youth were residig in an emergency shelter located in a large metropolitan area at the time of interview. Youth identified factors that influence their ability to access and utilize services, categorized as service availability, factors serving as access and/or barriers to services and lack of available services. Youth identify service delivery approaches and staff characteristics as impacting service delivery. Services such as counseling and childcare were identified as facilitating development and acquisition of life skills.

Swiss Federalism from a Comparative Perspective ‐ Dealing with Reform Obstacles In the first part of this introductory contribution, the authors present the content of this special edition as well as the individual articles and their main findings. The contributions are organized along three main comparative themes: the international and inter‐temporal comparison of Swiss federalism, the comparison of the constituent units from an institutional point of view, and the comparative analysis of their functioning in specific policy areas. In the second part of this article, the authors develop three theses concerning reform obstacles and opportunities of Swiss federalism related to polity, politics, and policy. They argue that federalism reforms are difficult to undertake given the conjunction of both centrifugal and centripetal dynamics. However, reforms are facilitated in Switzerland because institutions of federalism hardly ever turn into a politically contended issue and because federal conflicts and reform obstacles can be avoided by means of informal coordination.
