This article focuses on the transnational project, led by Turkish Independent Industrialists and Businessmen Association (Müsiad), of crafting a community of Islamic businessmen. The Arab Springs opened new opportunities to further this project, especially in Tunisia and Egypt where Islamist groups rose to power after 2011. In both countries, Müsiad supported the creation of two Islamic business associations, exporting its own organizational model. Examining this circulation process, we question the classical dichotomy between economic and advocacy transnational networks. We also show how this transnational activism is constrained by divergent domestic patterns of relationships between Islamists, business and states in each country.  相似文献

Now in its sixth year, the war in Syria has triggered the largest humanitarian and refugee crisis of our time. For most refugees and migrants, Turkey is the main transit country to reach Europe, where Syrian refugees hope for a better future. However, this journey has been hampered as several European countries closed their borders following the arrival of an unprecedented number of migrants and asylum seekers in 2015. In response, a deal was struck with Turkey to stem the migrant flow to Europe in exchange for some concessions. By outsourcing the management of migration flows to Turkey, the EU is failing to take its fair share of responsibility for refugee protection. Furthermore, as a result of the political situation in Turkey and the unmet promises under the deal, relations between Turkey and the EU have touched their lowest point since the start of accession negotiations in 2005. While survival of the deal is of critical importance as the EU needs Turkey’s assistance in curbing migration flows and Turkey is keen on revitalising its accession negotiations, the deal has exposed serious flaws that need to be addressed and must not be replicated with other countries.  相似文献

The rise and subsequent erosion of friendly relations between Iran and Turkey was a result of their regional ambitions. While Turkey had long seen its secular system as presenting an alternative to Iran’s Islamic ideology, the alignment of their regional interests facilitated a rapport between the two states in the first decade of the twenty-first century. However, the Arab Spring proved divisive for this relationship as each state sought to advocate its model of government and secure a leadership role in the Arab world. The war in Syria widened the divide, as Iran’s long-standing support for the Bashar al-Assad regime could not be reconciled with Turkey’s desire to see President Assad out of office. Using a close reading of Persian and Turkish sources, the authors will analyse the Iran–Turkey divide, focusing specifically on how the Iranians have portrayed it as a clash of civilisations, citing Turkey’s so-called ‘neo-Ottoman’ ambitions as the primary cause.  相似文献

The tired old civilisational categories of ‘East’ and ‘West’, loosely identified with ‘Islam’ and ‘modernity’, are alive and well, nowhere more so than in contemporary Turkey. The Justice Development Party (AKP) currently in government employs them assiduously to political advantage but they have a long history, having defined the parameters of societal identity and political discourse throughout the history of the Turkish Republic. The paper takes the strength of the categories as its starting point but moves beyond them by asking if discourses, narratives and identities, individual and collective, exist in Turkey which question, overcome and ultimately undermine the categories of ‘East’ and ‘West’. The paper starts by investigating the evolution of ideas about East and West since the late Ottoman period and accepts that they are still dominant. However, since the 1980s in particular, they are being undermined in a de facto way by cultural developments in literature and music, new trends in historiography and novel ways of relating to the past. In some ways in contemporary Turkey, the paper concludes, culture trumps the inherently essentialist idea of ‘civilisation’ and Turkish society is ahead of its political and intellectual elites.  相似文献

This article examines the autonomy of independent regulatory agencies (IRAs) in Turkey. It explores, first, the different factors that have led to the creation of IRAs and second, the legislative basis of their formal or de jure autonomy. Thereafter, the article assesses the extent to which this formal autonomy is really put in practice and how it is perceived by board members. The enquiry was conducted through a survey comprising interviews and a questionnaire applied to the same. It concludes that although formal autonomy is satisfactorily provided for by law, government tends to limit this autonomy through secondary legislation. Consequently, there are some constraints on the actual use of autonomy. Concerning de facto autonomy, survey findings show that boards are exposed to external and internal pressures and interference in their deliberations. Thus, the assumption that ‘the greater the autonomy the more efficient the management’ is questioned. The main sources of pressure on board members are from the regulated sectors themselves. These findings have an important bearing on democracy and the political–administrative interface, as it is confronted by market forces. Copyright © 2007 John Wiley & Sons, Ltd.  相似文献

ABSTRACT

The present article aims to expand scholarship on the political role of social media by focusing on the case of Facebook and the self-determination claims of Turkish Cypriots vis-à-vis Turkey. Drawing upon a virtual ethnography of relevant Facebook sites and groups, this article scrutinises whether social media offer an innovative public platform for the politics of self-determination or on-line claims are in reality formed and negotiated in the same manner as the offline ones. The article concludes that Turkish Cypriots’ Facebook activism may very well be for strengthening their community, shielding their distinct characteristics from mainland Turkey and raising their self-esteem, rather than indicating demands for complete autonomy in the traditional political sense of the word and/or statehood.  相似文献

ABSTRACT

Since roughly 2011, the Turkish state and the ruling Justice and Development Party (AKP) have been going through a process of mutual transformation. Some of the historical apprehensions, biases and frustrations exhibited by Turkey as a middle power have been absorbed by the relatively reformist AKP. Conversely, the AKP and its undisputed leader Erdo?an have seen their socio-political fears, power based conflicts and ethno-religious desires become dominant in all areas, including religion. As a consequence of this bilateral transformation, Turkey has become both an inclusionary and a hegemonic-authoritarian state, and at the same time a weak one. Within this new identity and structure of the state, Sunni Islam has become one of the regime’s key focal points, with a new logic. This article seeks to explain the transformation of the relations between the AKP’s Turkish state, religion and religious groups, by scrutinising Karrie Koesel’s logic of state-religion interaction in authoritarian regimes.  相似文献

ABSTRACT

The pro-Kurdish nationalist mobilization in Turkey was mostly built on the right to self-determination aligned with the Marxist-Leninist ideology for the insurgent Kurdistan Workers’ Party (PKK) in the early 1980s and ethnic minority rights for the secular-leftist pro-Kurdish legal parties in the 1990s. The Turkish state mostly framed the legal and illegal pro-Kurdish mobilization as ‘the enemy of the state’ and ‘the enemy of Islam’ in its counter-insurgency efforts. However, in the 2000s, the PKK and the pro-Kurdish legal parties became more tolerant and inclusive toward Islamic Kurdish identity by mobilizing their sympathizers in events such as ‘Civic Friday Prayers’ and a ‘Democratic Islamic Congress’. This move aimed to function as an antidote to the rising popularity of the ruling conservative Justice and Development Party (AKP) and the Kurdish Hizbullah in the early 2000s. In other words, Islam and pious Muslim identity has increasingly become contested among Turkish Islamists, Kurdish Islamists, and the secular Kurdish nationalists. This article seeks to unpack why, how, and under what conditions such competing actors and mechanisms shape the discursive and power relationships in the Kurdish-Turkish public sphere.  相似文献

ABSTRACT

Since Weber’s articulate conceptualisation of the nexus between religion and economics, these phenomena have been examined through various academic viewpoints. While some take religion as a determining factor of economic performance, others argue that it is the economy that influences religiosity. This paper focuses on the manifestation of religion and economics in the political sphere regarding the case of Turkey’s Justice and Development Party (AKP). After discussing the literature on the relations between religion and economics, it scrutinises the AKP period, considering three specific pillars: (a) the early years of the AKP in which Western economic policies were implemented as a continuation of the Kemal Dervi? period; (b) between 2008 and 2015, when the idea ‘we can do as well’ maintained the centre stage; and (c) 2015 and onwards, when the Islamist influence on economic policy became highly apparent, particularly regarding interest rates. This study argues that the AKP changed politically in terms of Islamic influence upon the economic sphere, however this remains at the discursive level for the time being.  相似文献
