非警务活动的界定与实施

界定非警务活动必须以警务活动为参照。公安机关及其人民警察实施非警务活动以不影响警务活动的正常开展为前提,能够实施的仅限于积极非警务活动,而且非警务活动是否实施应当由公安机关及其人民警察根据具体情况决定。实施非警务活动还要克服一些错误倾向,正确处理好一些与之相关的关系。     

Convenience stores and routine activities in a summer tourist destination

In this paper we examine the effects of alcohol outlets, with particular attention to convenience stores, located in an East Coast Tourist City. Tourist City offered an opportunity to observe the interplay between convenience stores and robberies and assaults in the presence of large volumes of summer tourists. Guided by Routine Activities Theory, we focused on the convergence of potential victims, guardianship and offenders in the vicinity of convenience stores. The first part of our paper concerns the effects of convenience stores on assaults and robberies in block groups. Using grocery stores as a comparison to convenience stores, we found that the number of convenience stores was correlated with significantly higher levels of both robberies and assaults. The second part of our investigation employed small circular buffer areas focusing on the immediate area around the convenience stores. This analysis revealed that these small areas were associated with significantly higher assaults in the summer and offseason but robberies only during the offseason. In addition, we found that variation in the number of other alcohol outlets near the convenience stores increases the number of assaults within the buffer areas.

作为延安文艺座谈会与毛泽东《在延安文艺座谈会上的讲话》精神最早的实践成果,解放区秧歌剧与新秧歌运动第一次较为科学地实现了传承借鉴中西音乐、戏剧、舞蹈、诗歌等文艺形式和艺术技巧的统一,实现了深刻的历史政治语境与丰富多样的艺术形式的统一,实现了抗战时期的时代旋律与不屈不挠的民族精神的统一,开创了具有中国风格和民族气派的工农兵群众的革命文艺形态,也开启了解放区及新中国全民沸腾的群众性文艺运动的崭新时代。     

从保护主体与传承主体看韩国非遗保护的经验——以韩国“韩山夏布织造”为例

非物质文化遗产能否真正地得到保护和传承,与作为保护主体的政府部门以及作为传承主体的传承人对各自义务的履行态度和程度有着密切关系。本文以韩国的国家级非物质文化遗产——"韩山夏布织造"为例,分别从评审公正性以及经济利益侧重性的角度出发,对保护主体与传承主体中存在的、可能影响到非遗保护和传承的问题进行分析,尝试提出建立一个相对公正、透明的监督与审核机制来保障非遗的保护和传承。同时,希望韩国的非遗经验与教训能给中国非遗制度的完善提供一个良好的借鉴。     

Victimization from Terrorist Attacks: Randomness or Routine Activities?

This study tackles the as yet unaddressed question of the various types of factors related to victims of terrorism. We have explored core assumptions of terrorism and victimization theories by empirically testing both the randomness and the lifestyle-exposure theories. Specifically, we looked at how characteristics of victims of suicide bombings differ from the characteristics of those who have been casualties of other types of terrorism. Findings obtained via logistic regressions clearly refute the randomness hypothesis that the risk of victimization from terrorism is similar across all segments of society. Furthermore, findings indicate that victimization from suicide vis-à-vis other types of terrorism is related to the basics of lifestyle-exposure theories.     

Opportunities for property victimization: Fixed and random effects models in a cross-national scope

Cross-national research on victimization often does not consider the cultural effects on opportunities leading to victimization. The current study uses a routine activities/lifestyles theoretical framework to examine the opportunities leading to two types of property victimization across forty-five countries. I employ fixed effect and random effect models in efforts to find the best explanation of theft and burglary victimization. The results indicate going out in the evening for leisure activities is an important source of opportunity for both types of property victimization. While a fixed effect model offers the most appropriate explanation for burglary victimization, theft is best explained by a random effects model. For theft victimization, variation in whether or not respondents work or go to school is explained, in part, by the level of development of the country. The findings provide evidence that there are different explanations of opportunity for burglary and theft victimization in a cross-national scope.

益智灵胶囊对小鼠学习记忆能力和胆碱酯酶活性影响

目的：采用经典学习记忆实验观察益智灵胶囊对小鼠学习记忆能力和胆碱酯酶活性的影响。方法：用东莨菪碱模型、乙醇模型和氯霉素模型测小鼠学习记忆能力，微量羟胺法测定脑内碍碱酯酶活性。结果：益智灵胶囊明显改善上述3种模型小鼠的学习记忆能力，并能降低脑内胆碱酯酶的活性。结论：益智灵胶囊对胆碱能系统功能减退有改善或保护作用。     

建设促进创新活动的区域政策体系——以台州为例

台州地处改革开放前沿,是中国优秀创新型城市,运用政策促进创新活动走在全国前列。台州为把当地的家庭作坊式企业培育成现代企业,制定了一系列导向性政策,逐步形成了一个鼓励创新的区域政策支持体系,并以其合力形式,鼓励民间创新活动。台州这一支持创新的政策体系,大体通过三种方式形成：一是以壮大民营企业为目标而制定促进创新活动的政策,二是以壮大主导产业为目标而制定促进创新活动的政策,三是以壮大区域竞争力为目标而制定促进创新活动的政策。     

媒体报道刑事侦查活动的法律限制

刑事侦查活动中信息公开是一国司法文明重要的价值所在,不仅可以有效地监督侦查权的行使而且可以提升民众对司法的信心,但媒体不当报道也会侵害到犯罪嫌疑人人格权与公正受审权。在考察国外对侦查活动进行法律限制的经验基础上针对我国国情提出一些合理化建议,以利于我国相关法律制度的完善。
