在我国,能够大幅度影响房屋价格的主要因素是政府的政策行为。由于地方政府“成本推进”和中央政策“需求拉上”的共同作用,导致了近几年房屋价格大幅度上升。政府有责任将房屋价格降至合理水平,这取决于中央政府的决心和能力。关键的措施是规范地方政府的牟利行为,并通过提高银行的存款利率、抑制通货膨胀以及规范上市公司的分配行为,使居民的储蓄和投资资金不被蚕食。

偷渡文化下的偷渡活动探析——以福建沿海偷渡多发区为例

偷渡是指违反国（边）境管理法规，非法出入国（边）境的行为，属于非法移民现象。目前，福建沿海地区是我国偷渡多发区。著名社会学家和犯罪学家严景耀先生讲过：“如果不懂犯罪发生的文化，我们也不会懂得犯罪。”偷渡文化是一种以偷渡为中心，包括由偷渡活动连带形成的价值观、信仰、风俗、行为、习惯等内容的文化。一种行为是不是犯罪，是重罪还是轻罪，不同的文化会得出不同的结论。     

“警务活动”含义探析——以与非警务活动的区分为视角

警务活动是由公安机关的职能与性质所决定,并与公安机关的职责与义务相适应,随着社会治安形势的变化及人民群众的需求不断发展变化的。对公安机关警务活动的内涵进行科学界定,外延进行正确分类,对于公安机关在实践中正确区分警务活动与非警务活动,有效地履行职责,实现全心全意为人民服务的宗旨,具有重要意义。     

试论台胞在大陆的抗日活动及其对台湾前途命运的思考——兼评所谓日据时期台湾人的“台独”运动

日据时期,一批台湾同胞在大陆组织抗日团体、从事抗日活动,他们一方面积极支持祖国的反帝爱国斗争,另一方面又与岛内的反殖民斗争相呼应,声援台湾人民的民族运动。同时,更针对台湾的前途命运提出了＂要独立,也要回归祖国＂的主张。这里的＂独立＂是针对宗主国日本的＂独立＂,他们的最终诉求是要返回到祖国的大家庭中。因此,日据时期台湾人的所谓＂台独运动＂与爱国爱台其实毫不矛盾,＂台独＂史观论者想在这里寻找其历史的依据,恐怕是件徒劳的事情。     

适应与自主之间的德国基本权利教义学——德国国家信息行为的宪法教义学建构

德国联邦宪法法院基于国家信息行为的三方性特征在合宪性审查中采用了偏离自由权三阶审查模式的回应方式:增加了"保障内涵"(Gewhrleistungsgehalt)的审查标准,同时把"侵害"(Eingriff)概念扩展为"损害"(Beeintrchtigung)并以宪法未明文规定的"国家领导任务"(Aufgabe der Staatslei-tung)建构国家信息行为的正当性基础。在观察基本权利教义学结构与面貌变动的基础上明确了:基本权利教义学以提供理性化之法律适用并达成个案之基本权利保障为目的,面对多变的国家行为形式具有开展的弹性与适应变迁的可能性。

略析公共场所犯罪便衣侦查

便衣侦查是一种打击公共场所高发犯罪的特定侦查工作模式,目前中国便衣侦查还没有统一的模式。便衣侦查凸显了侦查主动性,依托于情报信息研判,同时其行为具有合法性。在工作中要注意便衣民警职责的定位、执法规范程序的遵守、警械枪支的规范使用和区域协作机制的完善。便衣侦查工作的开展要最大限度延伸触角以获取有价值线索,强化情报信息研判能力以提升精确性,强化案件串并意识和深挖犯罪意识。     

What Distinguishes Single from Recurrent Sexual Victims? The Role of Lifestyle‐Routine Activities and First‐Incident Characteristics

An unsettling reality is that a substantial proportion of women who have been sexually victimized are recurrent victims who experience more than one sexual victimization while young adults. What is not well understood is why some women experience a single sexual victimization whereas others experience recurrent sexual victimizations. Using a sample of 4,399 college women from the National College Women Sexual Victimization study, we examine lifestyle‐routine activities and first‐incident characteristics that could place women at risk of being recurrent sexual victims during an academic year. Our results show that none of the lifestyle‐routine activities variables differentiated single and recurrent victims; the factors that predicted being a single victim are similarly predictive of being a recurrent victim. However, women who used self‐protective action during the first incident reduced their likelihood of being a recurrent victim. Implications for the development of sexual victimization risk‐reduction and prevention programs are also discussed.     

International labour migration and local rural activities in the Kyrgyz Republic: determinants and trade-offs

This paper uses a representative household-budget survey from the Asian Development Bank to analyse the determinants of international labour migration, distinguishing between seasonal and permanent (long-term) moves and comparing them with determinants of rural local income-generating activities in the Kyrgyz Republic. It has been found that both permanent migration and local nonfarm-wages employment substitute agricultural activities and attract the most educated rural individuals. The difference is that the permanent migration option is unattainable for individuals from poor households with small land holdings. They tend to engage in local nonfarm activities, while those who are educated and have resources to finance the cost of migration choose to leave the country for long periods of time. In contrast to permanent migration, seasonal migration does not require the possession of either higher or vocational education, which can make it potentially less harmful for local development in terms of brain drain.
