So Close,but so Far? The Davies Commission and the Contested Politics of UK Airport Expansion

Aviation expansion and the construction of a third runway at Heathrow airport is firmly back on the political agenda. Yet, the stark fact remains that a growing list of British governments has been unable to engineer a partial or temporary policy settlement in aviation. In exploring the challenges of reaching such a settlement, this article characterises the shifting and contested political and policy contexts of UK aviation. It begins by exploring the ‘wicked issue’ of aviation expansion before foregrounding how the politics of air travel is riven by competing policy frames, fragmented governance and the absence of gatekeepers. It argues that the Davies Commission and its efforts to remove aviation from the domain of partisan politics provided little more than a temporary respite for government. It thus concludes by questioning whether the May government's expansion proposals will succeed this time around, outlining how the contributions in this collection address the themes and issues of this overriding policy puzzle.     

An assessment of sexual health risk behaviors among female youth in juvenile detention

This study investigated the association between risky sexual behavior and drug use among female youth sentenced to a regional juvenile detention center. Preincarceration behavioral health risk data were collected from a modified version of the Youth Risk Behaviors Surveillance Survey completed by respondents. Almost all of the 105 participants had been detained before their current sentence, more than half of them were sexually active before the age of 13, and 70% had smoked marijuana or drank alcohol by age 14. A regression analysis was conducted to determine if preincarceration sexual health risk behaviors were significant enough to predict continued risk behaviors related to pregnancy, disease prevention, and substance use. Findings indicate that youth detention-based prevention programs should emphasize sexual and drug-risk reduction strategies as a means to reduce risky behaviors for this population.

2010年中央一号文件提出把统筹城乡发展作为全面建设小康社会的根本要求。陕西省为进一步加快统筹城乡发展，确定以延安为试点，支持延安在全省率先实现统筹城乡发展。经过三年的实践与探索，延安在取得阶段性成果的同时，也遇到了诸多的困难和挑战，需要深入研究不断探索。本文从总结延安经验，梳理发展难点，探寻解决路径三个方面展开研究，试图为延安以及类似地区未来统筹城乡发展提供一些有益的借鉴和参考。     

携带凶器盗窃的刑法解析——对《刑法修正案（八）》的解读

《刑法修正案（八）》中新增了携带凶器盗窃按基本刑档处罚的条款。立法的规范目的在保障人权与保护法益中显然更为注重后者,即在侵害财产之外,因携带凶器盗窃可能对人身权利造成侵害,而将其独立规定为一种盗窃罪的特殊形态,但不能因它对人身造成的侵害危险,而将其认定为危险犯。携带凶器盗窃属于行为犯,依然是对财产的犯罪。应当在行为犯的框架下,判断携带凶器盗窃的未遂形态,并严格界定携带凶器盗窃与携带凶器抢夺的法条关系。     

中国耕地保护制度演进及存在问题研究

耕地保护制度是耕地保护目标实现的重要保障,耕地概念和耕地保护内涵的科学界定则是耕地保护制度建设的基础。梳理建国以来我国耕地保护制度的演进,不难发现现行制度存在耕地概念不完整、主体利益不协调、法律和经济实施手段不完善以及质量和生产自然条件保护不足等问题,而尊重市场经济原则,运用经济手段、走法制化道路将是我国耕地保护制度建设的方向。     

多媒体教学手段在警务实战训练中的运用

目前，多媒体教学手段因其独特的优势在警务实战教学与训练中得到了广泛应用。然而其运用方法、技巧以及应用过程中存在的问题，理论界尚未做深入探讨。在警务战术教学与训练中，不能强求针对所有的教学内容和教学环节都要运用多媒体技术。同时，也不能要求多媒体教学以一个固定的模式展开。我们应该根据教学内容的性质和需要灵活地运用多媒体技术。不过，从多媒体教学实际情况来看，仍有系列问题需引起我们的重视。     

扒窃行为的解读与评析

《刑法修正案（八）》将扒窃入刑,作为盗窃罪的行为方式之一在客观上没有数额和次数的限制,使得许多司法实务者认为扒窃由＂结果犯＂变成＂行为犯＂,即只要实施扒窃行为即使没有窃取财物仍然构成犯罪既遂,因而对于一切扒窃行为都要定罪处罚。文章认为,虽然扒窃行为没有数额和次数限制,但是扒窃与普通盗窃所侵犯的法益是一致的,其仍属于结果犯范畴。对扒窃行为的认定要受刑法总则第十三条＂但书＂规定的制约。     

科学发展和深化改革皆基于对问题及其根源的准确判断

＂科学发展＂和＂深化改革＂是十八大报告中两个最重要的关键词。但是,无论是科学发展还是深化改革,都必须从具有普遍性的突出问题出发,对问题本身及其根源作出准确的判断。问题的根源必须到现实的经济关系中去寻找,重点寻找那些从我国特殊过渡体制产生出来的特殊原因。我国当前存在的经济社会问题,不能单纯归咎于社会主义初级阶段和市场经济形式本身,而主要是国有经济和政府机构职能定位及其行为的不合理造成的。这些不合理不仅来自传统社会主义体制,而且来自先前＂市场化改革＂中的偏差和失误。问题及其根源找准了,解决问题的思路和对策也就寓于其中了。     

Maternal Acceptance as a Moderator of the Relation Between Threat to Self Appraisals and Mental Health Problems in Adolescents from Divorced Families

Appraisals about the implications of stressful events that are evaluated as involving a threat to self (negative self-evaluation, negative evaluation from others, rejection by others) have been shown to place youth at risk for the development of mental health problems. This longitudinal study tested a protective-stabilizing interactive model, in which high maternal acceptance was predicted to mitigate the prospective relation between threat to self appraisals and change in adolescents’ mental health problems six months later. Participants were 89 adolescents from divorced families ages 10–12 and residential mothers. Adolescents reported on threat to self appraisals from the most stressful event experienced in the past month. Mothers and youth reported on maternal acceptance and mental health problems. Multiple regression analyses provided support for the protective effects of maternal acceptance on adolescents’ mental health problems. Intervention implications are discussed. Her research interests include analyses of mediation and moderation of preventive interventions as well as applications of methodology and statistics in prevention research. Irwin Sandler is a Regents’ Professor in the Department of Psychology and Director of the Prevention Research Center at Arizona State University, Tempe, AZ. His research interests focus on understanding resilience for children exposed to stress and on the development, evaluation and dissemination of programs to promote resilience and prevent mental health problems for children in stress.
