Renewable Portfolio Standards (RPS) is one of the most widely adopted clean energy policies in the U.S. However, organized elite power groups, backed by ample political and economic resources, have been known to lead RPS termination efforts. In the context of state renewable energy politics, organized elite power includes legislators affiliated with American Legislative Exchange Council (ALEC) and anti-renewable energy business groups. Focusing on the roles of organized elite power, this study investigates the drivers of the formulation of RPS rollback (goal freeze) and termination bills, which we refer to collectively as negative policy experimentations. We find that RPS termination attempts are explained by the presence of ALEC legislators and anti-renewable energy business groups, whereas RPS goal freeze bills are better explained by conditions of policy operations. This study contributes to the policy process theory by providing critical insights into the post adoption decisions, including policy termination and rollback legislations, with a focus on the role of organized elite power. 相似文献

Expressions of disaffection with politics are often connected with criticism of the ways in which contemporary politicians speak and communicate. In this article I show how political speech is in part a product of the way in which a society organises and arranges communication institutionally, technologically and aesthetically. The art of rhetoric is most fundamentally concerned with how, in the midst of political dispute and contestation, political arguments may be made persuasive through their connection with the ‘common sense’ of audiences. This process enables a people to reflect on its beliefs and values and to assess their adequacy in particular circumstances. Decline in this art may be attributed to social and technological change but also, and above all, to the dominance of ideologies hostile to the concepts of ‘common sense’ and ‘common good’, and which privilege the arts of behaviour change and choice management over those of argument, debate and persuasion. 相似文献

This paper discusses the evolution and application of the Climate Resilience Framework (CRF). The framework focuses on the roles of systems, agents, institutions, and exposure in climate resilience and adaptation, and supports planning and strategic policy development using iterative shared learning techniques. Conceptual foundations of the CRF are explored, along with its application in a range of implementation and research contexts, including: urban planning (Asia), food systems (Nepal, Central America), and post-flood recovery (Pakistan, USA). Official development assistance currently totals around US$130 billion per year, an order of magnitude greater than international climate finance. To safeguard development progress and secure the long-term effectiveness of these investments, projects must be designed to be resilient to climate change. This article reviews 250 projects for three countries from two development organisations and finds that between 2% and 30% of these may require action now to “future-proof” investments and policies. Both organisations show improvements in the recognition of climate change in projects, but many projects are still not future-proof. 相似文献

The relationship between changes in the stability of the political environment and policy changes are examined through the case of the National Endowment for the Arts in the 1990s. The terminologies of Hall's first-, second-, and third-order policy change and Baumgartner and Jones’ punctuation equilibrium theory of policy change are employed to analyze the relationship evident in the policy history of the Arts Endowment. The case of the Arts Endowment in the 1990s suggests that first-order changes generally occur in a stable political environment (i.e., policy equilibrium) while great instability in a political environment (i.e., policy punctuation) allows the larger second- and the largest third-orders of policy change. 相似文献
