A Commonwealth perspective provides a useful comparative framework for understanding Greenland’s contemporary situation. There are parallels between the constitutional evolution of the Commonwealth, particularly in relation to the British dominions, and Greenland’s autonomous status within the Kingdom of Denmark. There is also a useful Commonwealth perspective on the issue of whether financial support from a metropole continues or becomes less in the event of an autonomous territory moving to full independence. Greenland’s situation also warrants comparison with the many small states within the Commonwealth, given that an independent Greenland would be very much a small state in population terms. As a predominantly indigenous Inuit society, Greenland can also be compared with ‘developed’ Commonwealth countries such as Australia, Canada and New Zealand where indigenous issues are important even though indigenous peoples are in a minority. Going beyond the comparative perspective, Greenland is relevant to specific Commonwealth countries, most notably Canada and the United Kingdom; other Commonwealth countries such as Singapore, India and Australia also have some interests relating to Greenland. Also beyond the comparative perspective Greenland is significant not just for the Commonwealth but for the whole world because of its position in relation to climate change. 相似文献

This article explores the implications of the April 2007 United Nations Security debate on the security dimensions of a changing climate for international climate change politics. Specifically, our analysis focuses on whether and how security concerns have been addressed in past international political debates on climate change and considers whether the Security Council debate, which emphasized the threat of climate-related conflict, reflects a discursive shift. We elaborate on two general discourses on the relationship between environment and security, which we call environmental conflict and environmental security . Using content and discourse analysis, we demonstrate that both the historical climate change debate and the more recent Security Council debate have been informed by the environmental security discourse, meaning that a discursive shift has not taken place. We conclude by considering the possibility of a future discursive shift to the environmental conflict perspective and argue that such a shift would be counterproductive to the search for an effective global response to climate change. 相似文献

The COVID-19 outbreak has left an indelible effect on Bangladesh's agriculture sector, like that of most developing countries. Considering that agriculture is the cornerstone of Bangladesh's economy, we made an effort to compile a detailed scenario of COVID-19's effect on it through a relevant literature review. Since no significant studies outlined a complete picture of the pandemic's impact on agriculture, our study ventured to reveal the circumstances of each sub-sector of agriculture. During the early phases of the pandemic, farmers engaged in agriculture production got poor prices, with the majority of them incurring losses. Labor shortages and input scarcity were the most prevailing hindrances across all the sub-sectors. The export volume seemed to shrink hugely, hurting the country's GDP. The supply chain for agricultural commodities was disrupted as a result of the lockdown and mobility restrictions, which resulted in the elimination of the majority of intermediaries. Unprecedented challenges occurred in the input and output markets, as well as in the agro-industries, exacerbating the situation. However, while the vegetables and poultry sub-sectors recovered utterly and the dairy sub-sector somehow managed to stabilize, other sub-sectors are still grieving. This study highlighted some policies that can mitigate the miseries of the agriculture sector and overcome further potential threats in Bangladesh and other agriculture-led developing countries. 相似文献

The role of the public administration is crucial for the development of smart cities. Several scholars have highlighted the need for greater contributions focused on the relationship between public administration and smart cities. This work aims to map the contributions on the topic highlighting the status of the field in the recent years. A bibliometric analysis was performed on a sample of articles published in business and management journals. The analysis was carried out using the R-studio Bibliometrics package. Results show that research on the topic is still in an initial stage and has several gaps that future studies could fill. The study is useful for scholars because it identifies the topics analyzed by previous research and highlights future research questions that could be investigated. The analysis highlighted the areas studied by scholars on the topic: urban planning, sustainable development, governance approach, Internet of Things and information and communication technologies. 相似文献

As climate change continues to increase both the frequency and intensity of environmental hazards and disasters, the need for a cohesive national mitigation policy grows. As the environmental federalism scholarship indicates, the inherent tension in federal, state, and local policy implementation highlights that despite a national need, environmental quality is a local public good. To complicate matters, there is disagreement about the optimal level of decision-making regarding the adoption and implementation of environmental policy. This study addresses this gap by considering the role of policy ambiguity and conflict in policy implementation. The analysis relies on primary qualitative data collected from open-ended interviews with 22 local government officials in 12 municipalities following Hurricane Harvey. Through the lens of policy ambiguity and conflict, we find confirmatory support for the idea that policies with less ambiguous goals are more likely to be implemented. Furthermore, we find that policy conflict arises when local governments perceive there is little for the community to gain by implementing the federal program. Thus, the level of protection afforded to citizens varies greatly between communities and is influenced heavily by politics. This research supports the Ambiguity-Conflict Model of policy implementation, an oft-cited but rarely tested theoretical framework for assessing the intergovernmental politics of policy implementation. The debate on corporate climate accountability has become increasingly prominent in recent years. Several countries, particularly in the Global North, have adopted mandatory human rights and/or environmental due diligence legislation. At the same time, judicial and quasi-judicial proceedings are helping to shape the contours of corporate climate accountability. This article considers how litigation against corporations and due diligence legislation interact, and thereby help develop and strengthen corporate climate accountability. While the practice in this area is still limited, there is scope to reflect on early developments and how they may influence both future climate litigation as well as ongoing and future law-making on due diligence. We first review recent developments in climate litigation against corporations, focusing on the extent to which they rely on climate due diligence obligations. We then survey existing and proposed due diligence legislation, examining the extent to which it addresses corporate climate accountability. Finally, we identify scenarios of how due diligence legislation and climate litigation may interact and possibly converge to strengthen corporate climate accountability. We furthermore identify knowledge gaps and areas for further research. 相似文献
