将社会主义核心价值体系融入高校思想政治教育

社会主义核心价值体系是兴国之魂，是社会主义先进文化的精髓，决定着中国特色社会主义发展方向，引领着当代大学生正确价值观的确立。因此，高校要通过加强教师队伍建设、延伸隐性课堂作用、拓展社会实践活动等有效途径，将社会主义核心价值体系融入大学生思想政治教育全过程，从而使其成为大学生的自觉追求和自觉行为。     

浅析高校大学生勤工俭学的劳动法适用

本文通过审视高校大学生勤工俭学的劳动法适用问题,认为高校大学生勤工俭学符合劳动法的相关规定,适用劳动法保护弱者的立法原则,有利于构建和谐的劳动关系。作为成年人,大学生通过劳动积累劳动经验,自力更生,更需要得到劳动法的保护。     

应当摒弃劳资关系属于雇佣关系的观点

我国劳动关系绝大部分属于劳资关系,认识并把握劳资关系由雇佣关系下的领导与被领导、命令与服从的管理模式向劳资平等合作转化的大趋势,摒弃早已过时的雇佣观念,紧跟时代步伐,无疑具有重要的现实意义。

偷逃高速公路通行费行为给高速公路经营者带来了巨大损失。通过严格恪守有关公路方面的法律法规、强化公务人员和工作人员依法办事的法律意识、总结惩治偷逃高速公路通行费行为的经验、建立部门长效联动治逃机制、完善相应的科技手段等措施,能够预防偷逃高速公路通行费行为的发生。通过行政处罚可以制约伪造标志、证件或者冒用绿通车骗逃行为、强行闯岗(跳车)逃费行为;通过行政处分可以规制收费站工作人员私放车辆行为。行政处罚与行政强制只能由特定的行政机关执行。     

People matter more than numbers: organized efforts against prison privatization in Florida

As the American prison population increased, so did the correctional labor force. Correctional officers in the United States have gained increased professionalism and strong representation since the 1980s. Meanwhile, many states have pushed to privatize state-run prisons in order to dampen correctional spending. Although a substantial amount of research has been conducted on the comparison of costs and qualities of confinement in public and private prisons, correctional officer labor has so far not been examined. In Florida, Senate Bill 2038, proposing the single largest expansion of prison privatization in US history, was defeated in February 2012 in the state Senate mainly as a result of lobbying by state correctional workers. By investigating the question of correctional labor from a critical perspective and by comparing salary levels, work benefits, training, and education opportunities in public and private prisons in Florida, the professionalism of correctional officers in state-run prisons vs. the working conditions their counterparts face in private facilities is contrasted. The findings suggest that adverse working conditions for correctional officers in private prisons may negatively impact correctional costs and efficiency in the longer term.     

Household-level predictors of the presence of servants in Northern Orkney,Scotland, 1851–1901

Servants were an important part of the northwestern European household economy in the preindustrial past. This study examines household-level characteristics that are predictive of the presence of rural servants using data from Orkney, Scotland. The number of servants present in a household is related to household composition, landholding size, and the marital status of the household head. In addition, the sex of the particular servant hired reveals that the labor of male and female servants is not fungible. The sex of the servant hired is related to the ratio of male and female household members of working age, the occupation of the head, household composition, and the size of the household's landholding.     

Functional Reforms in Italian Employment Policies: Institutional Impact at the Macro and Micro Level

This article explores the institutional impact of Italy’s administrative decentralization of employment policies since the mid-1990s, by focusing on the Lombardy region. These reforms have produced significant shifts in terms of transfer of responsibilities from the national to the regional level, liberalization, and participation of private actors. By relying on two case studies—the regional public agency in charge of coordination of employment policies and a private provider of employment services—the reforms’ implications in terms of reorganization and stakeholder participation are explored. The results point to a required shift in terms of strategy, organization, and operations for both institutions.     

Labor Migration and the Philippine Labor Market

Abstract

Based on recorded data, the Philippines has experienced the largest outflow in Asia of both permanent emigrants and migrant labor over the last three to four decades. The number working and living abroad has reached almost 8% of the population and the yearly outflow of workers bound for an increasingly varied destinations and occupations is about 14% of the labor force. The paper discusses the rising scale and changing structure of migrants and explains these by three interacting factors that make for labor market flexibilityan extensive market-based educational system, active employment service industry and migration's own backward and forward linkages. Further discussed are the economic implications of the migration and some rigidity in the education market that tends to pull down returns to migration.     

“一体四层”的犯罪论体系之提倡——以大陆法系与我国犯罪论体系为分析对象

自然主义的犯罪论体系是既无评价对象又无评价标准的“无体无层”的体系,存在论的犯罪论体系是评价对象与评价标准不分的“体、层不分”的体系,规范论的犯罪论体系是只有评价标准没有评价对象的“有层无体”的犯罪论体系,组合式的犯罪论体系是“体、层矛盾”的犯罪论体系,诸种体系皆为不当。事实与价值绝对二分论、一体论必须向相对二分论“温和”转向。犯罪论体系应建构评价对象与评价标准相对二分的“一体四层”的体系。
