A Fatal Case of CO2 Intoxication in a Fermentation Tank

Carbon dioxide (CO₂) is an odorless constituent of air. Higher concentrations can be detected in geothermal and automotive emissions, fermentation, and sublimation of dry ice. An unskilled worker entered a fermentation tank to clean it, which had not been done for about 5 months allowing for high concentrations of CO₂ to build up. A second worker entered the tank to rescue the first one. Shortly after both were found the first worker was rescued directly whereas the tank had to be rotated to pull the second worker out. Cardiopulmonary resuscitation was successful only for the first worker. Medico‐legal autopsy showed bruises, hematoma, myocardial hemorrhage, and edema of the lungs. The right lung was vacuum degassed in an argon atmosphere and quadrupole‐mass‐spectrometry showed an elevated CO₂ content in lung gases. Thus, CO₂ intoxication/asphyxia in a vitiated atmosphere due to fermentation of wine mash was established as the cause of death.     

A comparative study on sanction system of cyber aider from perspectives of German and Chinese criminal law

In the context of the global information age, cases concerning the provision of technical assistance to commit cybercrimes are growing in leaps and bounds and a brand-new crime-as-a-service industry is beginning to take shape. German criminal law addresses this issue in the context of joint commission theory and individual incrimination as complementary, whereas the Chinese model, by contrast, has made marked progress in the fight against cyber aiding by introducing new criminal provisions. The change of cyber-aiding indeed represents a significant challenge to current criminal legislation and consideration of its criminal countermeasures is indispensably significant.     

Reforming security industry training standards: an Australian case study

ABSTRACT

This article critiques recent developments in training in the Australian security industry. Regulation of the industry is state- and territory-based, with eight jurisdictions enacting purpose-built legislation. Training was a key area of reform in the 1990s and early 2000s, but standards remained fragmented until 2008 when the Committee of Australian Governments agreed on a national competency framework to be implemented by 2010. However, despite the adoption of a common curriculum for core security tasks, the project derailed spectacularly in terms of consistency of standards, as revealed by a number of major inquiries and associated sources. This article analyses the reasons for this situation and recommends an alternative model to optimise competency standards in security work that includes much greater specificity in hours of instruction and in teaching and assessment methods. The lessons from this study have wider application given that deficits in security training appear to be a common problem internationally.

吉林省物流业与制造业联动发展的潜力分析

现代物流业因其与大多数产业、部门具有很强的关联性,对相关产业的发展以及经济增长具有显著的带动效应;制造业则是国民经济的支柱,两者联动发展已成为促进区域经济增长、产业结构优化升级的重要举措之一。通过灰色关联度分析表明,吉林省制物流业与制造业的关联度不高,二业联动处于不甚协调状态。因此,需要通过健全规划、完善机制、搭建信息平台来大力推进制造业与物流业的联动发展。     

The development of an inter‐nation tensiometer

The military expenditure (M.E.) of a nation depends partly on its wealth as measured by its Gross National Product (GNP), partly on geography, and partly on its presence in an alliance. The authors describe a method for calculating the M.E. value if it depended solely on the GNP; the value of the M.E. so obtained is termed the theoretical M.E. (M.E._Th.). Dividing the actual M.E. by the M.E._Th. (and multiplying by 100) yields a pure number, the tension ratio (T.R.). We regard tension as a function of geography (thus having a hostile neighbor increases tension and having a friendly neighbor decreases tension) and of membership in an alliance (which should cause a relaxation of tension). Tension ratios were calculated for 63 countries. Of the 13 nations engaged in a war, 76.9 percent had T.R. values greater than 155. Of the 43 nations not engaged in a war, only 26 percent had T.R. values greater than 155. Application of the chi square tests and the Kolmogorov‐Smimov test showed the association of high T.R.s concurrent with wars and antecedent to wars to be significant at the 95 percent probability level. Threshold T.R. values can pinpoint critical, potentially violent situations. Membership in an alliance does not seem as important as the effect of geography (the geographic factor includes the perception of hostility or friendliness in a neighboring country).     

Legitimacy and Social Impact in the Context of Changing Public Cultural Organizations

This article explores an organization's practices, values, and its role in society within a transformed legal status. The article clarifies the role of the organizational form in engagement with society and outlines the connections between different types of legitimacy by elaborating concepts of neo-institutional theory and cultural policy. A conceptual map of the institutional elements, cultural values, and legitimacy is presented. The analysis is based on the Estonian Russian Theater and concludes that an organization can influence the basis of its legitimacy. The management's aspirations to balance values and deal with cognitive legitimacy may lead to rearranging the institutional framework.
