Abstract

Despite global trends towards military reform characterized by processes of professionalization and democratization, militaries in Southeast Asia have continued to play prominent roles in domestic politics since 11 September. This suggests that wider patterns of global military reform have not had as great an impact on the control, capacity and cooperative functions of armed forces in Southeast Asia as they may have elsewhere. In order to explore why the security sector reform agenda has had so little impact in the region, we investigate recent patterns of civil–military relations in Southeast Asia by focusing on the experiences of four of the region's militaries: Malaysia, Thailand, the Philippines and Indonesia. We argue that the security sector reform agenda is informed by a predominantly North American approach to civil–military relations based on a number of core assumptions that do not reflect Southeast Asian experiences. Hence, we ask whether the reform agenda itself could be modified to better suit the Southeast Asian context. We suggest that although the regional military sector has not reformed along a ‘Western’ path it is nonetheless possible to see other types of, and potential for, reform.  相似文献

After the Tiananmen massacre of 4 June 1989 many Chinese pro-democracy activists have been able to settle in the USA. They have attempted to federate all the opposition forces overseas in an organization which aimed at influencing the US government’s policy toward China. However, plagued by factionalism, the opposition in exile has not been able to put to an efficient use the capital of sympathy that it enjoyed at the time of Tiananmen. After the failure of political organizations, Chinese dissidents have created NGOs which are regularly consulted by the Administration and the Congress. Since the mid-eighties, they represent a substantial factor in the making of American policy towards China.  相似文献

Abstract

Ma Ying-jeou's re-election means that there will not be a leadership change in Taiwan, but it still has significant implications. It forces the opposition Democratic Progressive Party (DPP) to work out a succession for itself and confront the political reality that it must now persuade voters in Taiwan that it can manage relations with mainland China effectively in order to win the presidency again. It also requires Ma to define clearly the limits of his mainland policy in order to minimize Beijing's expectations of his second term, as no president of Taiwan can agree to move towards political integration without a popular mandate. On its part, Beijing has taken on board the significance of Taiwan's electoral cycle for managing cross-Strait ties and will put pressure on Ma to move forward over political integration and thus reduce the scope for a future DPP administration to reverse course. This notwithstanding, Beijing's Taiwan policy will ultimately be determined more by the result of the leadership succession in mainland China itself in the autumn of 2012. For USA and East Asia, Ma's re-election is a positive development as it minimizes the risk of a confrontation or a crisis across the Taiwan Strait. But it will not remove the main problems they have with China that are Taiwan related. For USA, arms sales to Taiwan will still be needed and will remain a source of tension with Beijing. For Southeast Asia, stability across the Taiwan Strait implies that Beijing can devote more attention and resources to the South China Sea territorial disputes and that it is likely to behave in a more assertive way.  相似文献

Rather than one or two varieties of capitalism, this paper argues that there are still at least three in Europe, following along lines of development from the three post-war models: market capitalism, characteristic of Britain; managed capitalism, typical of Germany; and state capitalism, epitomized by France. While France’s state capitalism has been transformed through market-oriented reforms, it has become neither market capitalist nor managed capitalist. Rather, it has moved from ‘state-led’ capitalism to a kind of ‘state-enhanced’ capitalism, in which the state still plays an active albeit much reduced role, where CEOs exercise much greater autonomy, and labour relations have become much more market-reliant.  相似文献

Abstract

Through a framework drawn from Karl Polanyi's substantivist theorization of economic practices, this paper evaluates the quest for equitable urbanization in Chongqing, a major city-region in south-western China. Illuminating the tensions arising from two interrelated reforms, namely the ambitious attempt to construct 40 million m2 of public rental housing between 2010 and 2012, and the large-scale drive to ensure peasant migrants enjoy equal access to social benefits as current urban residents, the paper explains how the quest for equitable urbanization magnifies two nationwide dimensions of institutionalized uneven development, namely (i) the caste-like categorization of populations according to ‘urban’ and ‘rural’; and (ii) the coastal bias in national economic development. The paper concludes that this state-driven pursuit of spatial egalitarianism in Chongqing expresses the dialecticism of economic development in China: it is a social ‘counter-movement’ against the effects of an uneven spatiality that was instituted to drive and deepen the marketization of Chinese society.  相似文献

We present and consider five alternative scenarios of development — past, present and future — for Southeast Asia. Longitudinal data on foreign direct investment, trade, and currency valuation provide our basis for understanding the relations among the countries in this region as well as their relations with major external powers, especially the United States, Japan, and China. Our analysis suggests regional diversity rather than uniformity, with considerable flux and heterogeneity in the external economic ties of the countries resident in this area. Moreover, we argue that it would be overly simplistic to view changes in these ties only in bilateral terms of US or Japanese gains or losses. Instead, the Southeast Asian themselves, the other newly‐industrializing countries, and the constituent parts of Greater China are all increasingly making their presence felt.  相似文献

Who needs civil society? What is civil society useful for? While the foregoing and similar dilemmas dominated the early civil society literature on sub-Saharan Africa, this was soon followed by a steady shift to the analysis of non-governmental organizations. The shift foreshadowed the recent methodological approach to civil society research which emphasizes ‘measuring’ and ‘surveying’ civil society. In this essay, I contend that this approach, to the extent that it seems to totalize civil society as component voluntary associations that can be measured, deepens the crisis of understanding which it aspires to transcend. Yet, although I critique—and reject—this approach, I argue nonetheless that it ought to be seen as an opportunity to reinstate a more theoretically robust and politically driven imagination of civil society, one that problematizes, not just civil society organizations that are, ultimately, only an aspect of civil society, but the civil domain as a whole. While conceding that ‘measuring’ civil society has its own merits, I insist that it comes with a real danger of, first, reducing civil society to organizations, especially organizations that can be measured; and second, distracting students of African societies from the politicality that underpins much of the continent's socio-economic woes.  相似文献

Abstract

This paper investigates the role of civil society in Botswana within the broader context of the state–civil society dynamic in Africa. It is argued that, like other countries in Africa, civil society in Botswana is rather weak. Conversely, unlike other countries in Africa, a weak civil society is accompanied by a hard state. Thanks to wise leadership, Botswana has experienced remarkable economic growth rates and significant improvements in human development over a period of about four decades. Botswana is also considered a ‘shining liberal democracy’, with elections held every five years, an independent judiciary system, and low levels of corruption. Yet it has been a democratic system with a weak civil society. Four main reasons are provided: first, the political culture makes it difficult to question authority; second, it is arduous to mobilize citizens because of the culture of dependency created by the clientelistic state; third, the Government has for a long time denied—and still does—the role of civil society as a legitimate player in the development process; fourth, civil society is not a cohesive group and lacks funds, especially the advocacy groups.  相似文献

ABSTRACT

The article studies the effects of the emergence of cyberspace, or digitization, on civil society, and develops an analytical framework to that effect. It is distinguished between four types of civil societies: apolitical, political, transnational, and uncivic. Each type of civil society is considered separately vis-à-vis cyberspace developments in order to understand what kind of civil society is enhanced by these developments and, conversely, what kind of civil society is constrained. This understanding helps inform how cyberspace has changed the more generic society-state relations. While one can identify many instrumental changes and developments in civil society practices, the article concludes that the emergence of cyberspace has not profoundly changed society in terms of the relative power of one type of civil society over another. Thus, its transformative power is rather limited in a more fundamental sense. The empirical focus of the article is on Norwegian civil society, representing a Western developed democratic state, but it is argued that while the empirical results may vary, the analytical framework can arguably be applied and tailored to any society.  相似文献

Abstract

The issue of bullying features prominently in educational administration, academic research, journalism, and public discourse. In this paper, I present a critical examination of research on bullying by addressing dominant themes and preoccupations in the literature. I argue that the proliferation of policies and programs purported to reduce bullying in schools are anchored by what appears to be a common, but problematic, understanding of the notion of bullying. Such policies and programs are utilitarian but misguided. Here, I problematize the very notion of bullying and contextualize it within broader frameworks of educational administration and social oppression. By contrast, I highlight educational theorists who conceptualize school violence in social and political terms rather than psychological, behavioral, and individualistic ones.  相似文献
