Public Digital Libraries: Observations and Prospects from the Chinese Experience

In recent years, the digital revolution has created both challenges and opportunities for cultural industries. The ever-increasing production and diffusion of culture through new media via the Internet have profoundly challenged the basic infrastructure and modes of operation in many sectors of the cultural industries. This has been most evident in the case of heritage organizations—including public libraries—where the digital revolution has brought with it a number of significant challenges with respect to courting visitors/users and remaining relevant in the context of evolving digital technologies. This article discusses the rise and evolution of public digital libraries in the 1990s as a response to these new challenges. After formulating some observations about this global trend, which is now more than two decades old, this article discusses the case of public digital libraries in China. In particular, this article points to the importance of cultural policy for the development of this new form of cultural institution. Finally, after reviewing some of the challenges faced by most of these new digital libraries, this article discusses the importance of professional culture in addressing the changing needs of users.     

浅析突发事件处理中政府与媒体的沟通策略

在突发事件的处理过程中，政府部门能否成功与媒体沟通、把握舆论导向已经成为决定突发事件处理效果的关键因素。因此在突发事件的处理中，政府应该要掌握与媒体沟通的各种策略。主要体现为政府与媒体沟通中的信息掌控策略——主动提供；政府与媒体沟通中的信息处理策略——真实有效；政府与媒体沟通中的信息发布策略——及时渐进；政府与媒体沟通中的信息提供策略——口径一致；政府与媒体沟通中的信息表达策略——有人情味；政府与媒体沟通中的信息选择策略——勇于担当。

随着全球化进程的加速推进,世界各国之间的交流合作也与日俱增,跨文化交际随之成为国际社会的一种迫切需要和共识。由此,大力培养学生的跨文化交际意识和能力就显得尤其重要和紧迫。     

NTFS格式存储设备数据恢复方法研究

目的研究NTFS存储设备的3种数据恢复方式,测试、比较不同方式的恢复效果,促进电子物证检验工作。方法本文针对同一NTFS存储设备,分别使自行设计的NTFS日志检验软件测试基于NTFS日志文件的恢复方式,使用Final Data的快速扫描功能测试基于MFT记录的恢复方式,使用Final Data的完整扫描功能测试基于文件头部存储特征值的恢复方式,比较3种方式的恢复效果,分析各自的恢复原理。结果基于NTFS日志和MFT记录的方式恢复出的信息较全,用时较短,但不适合恢复较长时间之前删除的文件。基于文件头部存储特征值的方式可恢复较长时间前删除的文件,但用时长,不能恢复文件名、创建时间等信息,也不能有效恢复离散存储的文件。结论结合实际情况、综合运用3种方式可有效恢复数据。     

French engagement versus British commitment. Was it interlingual miscommunication or political manipulation?

ABSTRACT

The efforts undertaken to establish the contemporary European Union started many years earlier. The history of establishing a pan-European organization is interesting not only for historians and economists but also translators and linguists as it is the history of interlingual communication (negotiations and agreements). One such negotiation was allegedly ineffective due to the difference in understanding the French term engagement and its English equivalent employed by translators and interpreters, that is to say the English term commitment. The authors aim at presenting the political background of negotiations and the social semiotic analysis of the terms in question in order to provoke the reader to find the answer to the question whether the negotiation was broken due to interlingual miscommunication resulting from erroneously chosen equivalent or it was destined to failure from the very beginning due to socio-political and economic interests of negotiating parties. In order to achieve that goal, the authors have analysed notes exchanged between the governments of France and Great Britain in course of negotiation. The history of negotiation and the linguistic analysis are combined to illustrate the complexity of meaning construction and the semiotic implications of the contextual dependence of meanings of terms and their dynamic evolution in time and space.     

应对数字艺术公共安全隐患的立法策略研究

当下数字艺术的产生和迅速崛起从根本上改变了原子艺术长期以来建构起来的艺术生态和艺术秩序,引发了某些引起人们重大关切的公共安全问题,其中突出的有网瘾问题、网络文化低俗化问题、数字谣言问题以及数字艺术知识产权保护问题等。这些问题不同于原子艺术公共安全隐患发生学上的外生性、随机性和个别性,而是呈现为内生性、公共性、流行性和危害性特征。一条比较可行的防控策略是在对数字艺术实施事前立法规范的同时,对数字艺术公共安全机制同步实施事后追溯监管。此外,加强数字艺术公共安全性及其应对机制的科研攻关和科普宣传,尽快提高全社会对数字艺术特殊规律及其公共安全性的认识和了解也是当务之急。

大数据具有的4V特性决定了大数据技术将从多个角度和层面丰富侦查方式,提高了各类案件的侦破效率;以高科技预防高科技犯罪,做到打击迅速、减少损失,还百姓以现实的安全感;整合多种资源,引导社会运转,预见行为规律,构建令百姓满意的和谐治安环境;让公安工作始终开展的公正透明,百姓享有现实与虚拟环境里的平等权利;提供高效的管理手段和模式,不断推动社会管理的创新。全面认识大数据技术对公安工作的影响,有利于推动公安工作上台阶,不断实现新的突破。     

从矛盾到共生：论智能化时代劳动教育资源的科技化向度

第四次工业革命的到来颠覆了人类的劳动认知与劳动形式,数字化技术、信息化技术的迅速发展对劳动教育带来巨大冲击,表现为劳动中人类主体性价值被弱化、劳动的教育性被淡化、劳动教育的时空泛在化。究其根本是因为劳动教育资源开发滞后于社会的发展。首先,劳动教育资源认知的滞后导致劳动教育开展的局限性;其次,劳动教育传统资源开发手段使得劳动教育技术落后;最后,劳动教育资源开发的内容处于“象牙塔”中,致使劳动教育与社会脱节。要将智能化时代带来的“危”转化为劳动教育发展的“机”,需聚焦劳动教育资源开发的科技化,更新概念认知、跳出惯性思维,善用大数据等方式促使劳动教育与智能技术和谐共生。
