政治体制改革视域下的巴黎公社政治文明探析

巴黎公社以其民主原则和公仆原则真正彻底的实现了人民主权。无论从权力的来源、本质还是从权力的运行、归宿来看,人民当家做主都是巴黎公社政治文明的精神实质。巴黎公社政治体制体现出社会主义政治文明的优越性。它在民主集中中实现权力制衡,服务型责任政府代替了旧式官僚政府,社会公共空间有效运行,社会自由充分保障,社会自治全面实现,社会契约真正履行,协商民主包容各党派。作为社会主义政治文明建设的先驱,巴黎公社的政治实践对我国政治体制改革有重要启示。

社会主义生态文明建设新时代是对中国特色社会主义建设总目标的全新诠释和科学定位,社会主义生态文明建设新时代表现出人与自然、人与社会、人与人和谐关系基本特征下的新型人类文明形态。由于生态经济系统有着明显的地域性,因而,社会主义生态文明建设在不同的区域其表现形式不同。     

“How to Fight Savage Tribes”: The Global War on Terror in Historical Perspective

The Bush administration's “Global War on Terror” has, by both defenders and critics, been characterized as unique. However, as this article shows, there is a long tradition, both in the United States and in Europe, of fighting wars against “savage tribes”—against enemies who fail to make a distinction between soldiers and civilians, and who use terror as a weapon. The problem of how to fight such groups was much discussed in the legal literature of the nineteenth century. This is a discussion from which it is possible to learn contemporary lessons.     

Using immersive virtual reality and ecological psychology to probe into child molesters' phenomenology

Abstract

Child molesters (n=13) and sexually non-deviant subjects (n=29) were immersed with virtual characters depicting relevant sexual features while their sexual arousal and gaze behaviour were assessed to characterise their sexual preferences and intentional dynamics. Sexual arousal was measured using circumferential penile plethysmography (PPG). Gaze behaviour dynamics were derived from average gaze radial angular deviation (GRAD) and GRAD coefficient of variation (GRADCV). Results show distinct sexual arousal profiles according to sexual preferences and point towards the existence of specific gaze behaviour dynamics guided by sexual intentions. Theoretical interpretations are based on the ecological psychology of J. J. Gibson, the extended mind theory and the integrated theory of sexual offending. Theoretical underpinnings stemming from these approaches are advocated as being especially well suited to explain how virtual reality can help probing into child molesters' phenomenology as lived from the “first-person” stance.     

论我国生态损害责任保险制度的构建

生态损害责任险在我国既缺乏立法支撑又缺乏实践经验,我国生态损害责任险的构建将会面临诸多问题,包括生态损害风险的可保性、投保模式、保险费率、保险限额、保险机构及索赔机制等.我国应当尽快构建生态损害责任保险制度,逐步提升生态损害风险的评估技术水平以解决可保性问题,并在风险预防及有效填补损害原则的指导下构建我国生态损害责任保险制度.     

“填海造地”生态补偿研究

围填海活动主要是在滩涂以及滩涂延伸的被海水覆盖的空间展开,会对这一空间范围的生态和人产生极大的负外部性,需要变革政策来改变这一状况,生态补偿应运而生。“填海造地”生态补偿机制主要包括整体性生态补偿机制、区域化生态补偿机制以及“输血型”与“造血型”复合生态补偿机制。生态补偿机制的目标是实现“环境正义”,填海造地生态补偿的有效实现要依赖于“环境正义”原则在具体实施过程中的深入深度。环境正义包括两个方面,即“生态正义”和“社会正义”,填海造地生态补偿的实现必须从这两个方面着手。     

Regional Modernization in China: Project Concept and Organization

Abstract

During the May Fourth Culture Movement, Chen Duxiu from New Youth and Du Yaquan of Eastern Miscellany engaged in a series of heated exchanges in their common search for a solution to the Republican crisis and an understanding of World War I. Du argued that nation-states are founded on the cultural and civilizational orientation of its people, therefore the essence of war and the source of political conflict are functions of the thoughts of the people. This insight shifted the debate from the political to the cultural arena, and allowed the May Fourth intellectuals to examine the attributes of Eastern and Western civilizations as a way to counter the threats of Hongxian monarchism, China’s political and social fragmentation, as well as the inadequacies of Western nation-statehood. Du predicted that the future master of the twentieth century would be a scientific laborer with a cultural outlook derived from the mediation of the traditional Chinese and twentieth-century European civilizations.¹     

生态生存理念是生态文明建设的根本理念

生态危机只是加强生态文明建设的现实前提,树立生态生存理念,转变人们的生存方式,才是生态文明建设的根本理念。生态的基本含义是指一切生物的生存状态,生态生存是人的根本存在状态。生态生存理念是人类生存的根本理念。它包括生态存在的理念、生态生活的理念、生态生产的理念和生态消费的理念。生态生存理念的实践逻辑展开,是目的、手段与结果的有机统一。这就要求,必须以生态生存理念规范实践的目的：必须以生态生存理余规范经济手段：必须以生态生存理念的实践结果作为检验实践行为的标准．     

建立国家生态原产地产品保护制度的意义与对策研究

生态产品是生态文明的物质载体。建立国家生态原产地产品保护制度是在微观领域落实生态文明建设的具体举措,是践行科学发展观,加快转变经济发展方式的重要推手,是促进对外贸易转型,破解技术性贸易壁垒尤其是绿色贸易壁垒的迫切需要。国家生态原产地产品保护有助于加快企业出口通关速度、有助于进口国对配额及设限进口产品的快速识别、有助于产品销售等。当前加强国家生态原产地产品保护工作的重点是积极开展生态原产地产品保护的相关理论研究,将国家生态原产地产品保护纳入各省市战略规划,加快推进PEOP的国家品牌化。     

生态农业在农村生态环境保护中的地位和作用研究

该文提出大力推进生态文明建设,是破解中国农业农村发展不可持续难题的根本出路。建议通过完善生态农业建设的政策措施、健全生态农业发展的法律法规、加大生态农业科技扶持力度、深化生态农业发展工作机制、加大生态农业宣传力度等措施,推动中国生态农业的发展。
