两岸关系和平发展的社会机制探析

基于两岸关系的政治与社会互动逻辑,两岸关系和平发展存在着权力制衡、权利规范和社会支撑等多种构建机制,而社会机制是构建两岸关系和平发展的重要路径之一和基础组成部分.社会机制的内容分析涵盖社会动力、激励、整合、协调及保障等几个方面.两岸关系和平发展的社会机制为当前两岸关系提供了诸多启示:应确立两岸关系的多元主体多维定位,深化两岸交流沟通范围和层次,注意各项社会运行机制的深化与协调,注重社会资本的积累.     

黑龙江省农村信息化发展战略模式

根据国外以及国内发达地区的农村信息化发展所采取的战略,结合黑龙江省实际情况,黑龙江省农村信息化的发展应构建多元化协同发展战略模式,即采取全面推进与局部突破相结合、农垦地方区域信息化无缝对接、与小城镇建设相结合、多元化发展、跨越式发展战略。     

Regional Corporate Spawning and the Role of Homegrown Companies

This paper presents the results and policy implications of a study that examined the spawning of founders who had previously been employed at large corporations. We found that spawning of founders is positively associated with the parent companies' productivity, innovativeness, and headquarter location. Furthermore, we found that the spin‐off per employee rate is higher in smaller establishments. We also found that the local entrepreneurial culture is significant in explaining local spawning of founders. Finally, we present new empirical evidence on the crucial role of successful homegrown companies in regional cluster development. More specifically, we found that the existence of successful homegrown companies is significantly correlated with the level of the regional entrepreneurial activity. This finding is consistent with the finding of many cluster development case studies. Thus, we argue that successful homegrown companies have a unique role in cluster development. This role can seldom be replaced by nonhomegrown companies. This is related to the notion that prior to the development of an entrepreneurial cluster, some intangible precondition should be realized such as the appearance of local role models and a shift toward a more entrepreneurial culture. In a more general perspective, these results support the notion that knowledge‐based regional development is a complex process that requires a long‐term and continuously adjusting supporting policy rather than being based mainly on attracting established companies' R&D centers to the region.     

Identifying IT-based rural development infrastructures： Strategic alignment approach

Information technology （IT） has been able to facilitate the rural development through empowering and integrating the accessibility of the villagers （cottagers） to the available knowledge and information and the opportunities to different extents. The success of IT approach in rural development requires some initial efforts to prepare applying IT in order to achieve it. Awareness of IT-based rural development infrastructures and subsequently preparation of required infrastructures are one of the most important steps towards delivering the development program. Considering the importance of this subject, in this paper, we have tried to identify the IT-based rural development infrastructures, using the ideas of experts in IT and rural development across the Iran country. The data analysis of 171 respondents with T-student test showed that the factors of social-cultural, organizational-managerial, technical-telecommunication and legal-legitimate are the IT-based infrastructures of rural development. Successful provision of these elements depends on the existence of strategic alignment approach and focuses on the balanced maturity of the infrastructures.     

Social development,community development and participation

Unlike social development, community development could not be achieved without participation. Participation is participating in decision making, to choose a community project, plan it, implement it, manage it, monitor it and control it. People can make a contribution to the planning process at the implementation stage, only if they are presented with a well articulated and feasible framework of approaches, objectives, alternative, etc. The paper focuses on the definition of social development, community development and participation in order to elaborate them. Main question of this article is： Participation is a vehicle to achieve development that community members can be involved directly in development process. This is theoretical research that method of data collection is document method.

本文阐述了作为文化产业重要组成部分的电视媒体,特别是广西的电视媒体,如何充分利用在中国—东盟自由贸易区的独特区位优势和中国—东盟博览会永久落户广西南宁的重要机遇,发挥区位优势,加强广西与东盟各国文化的交流与合作,通过开展文化贸易实现互利共赢。

积极利用外商直接投资,对于促进长吉图先导区经济加快发展、全面提高对外开放水平和产业升级等都具有极为重要的意义。针对长吉图先导区利用外商直接投资存在的总体规模小、对外商直接投资具有较强承接能力的产业偏少、资金到位率波动明显且水平偏低等问题,长吉图先导区扩大利用外商直接投资,应该重点抓好全面优化投资环境、明确利用外商直接投资重点区域、拓宽利用外资领域、协调区域招商引资政策等工作。     

长吉图先导区:探索沿边地区开发开放的新模式

国务院批准长吉图开发开放先导区,既是我国参与东北亚区域合作和进一步促进东北老工业基地振兴的新举措,同时也是我国创新沿边地区开发开放模式的新探索。从开发模式方面看,此举是将以往以边境城市为核心的据点式开发转变为沿边地区与内陆腹地的联动式开发的新探索;从开发内容方面看,此举是将以往以发展口岸经济为主转变为以产业综合开发和优化空间布局为主的新探索;从区域合作方面看,此举是将以往重点参与和推动国际合作转变为统筹国内与国际合作的新探索;从国际协调机制方面看,此举是将以往以地方合作为主转变为构建多层次合作平台的新探索。     

创意产业与区域经济增长:中国的模式——以网游业为例

创意产业作为一种提升以及突破环境资源限制的重要手段,在促进区域经济发展过程中发挥了重要作用。网络游戏产业的发展,反映了中国创意产业的发展模式的基本特征。说明虽然中国创意产业有着雁形模式发展的一般特征,但是内容和实质却发生了根本变化。这种特殊性可以使中国不依赖国外相对成熟的模式,充分开发和利用本土智力资源,超常规地实现产业发展和优化布局,并以此进一步提升区域经济的竞争能力。     

柬泰边境柏威夏地区紧张局势的由来和发展

2008年7月因佛教古寺柏威夏寺归属引发的柬埔寨一泰国边界紧张局势终于出现了缓和的迹象。由于历史原因,柬泰关系特别是边界问题极其敏感和复杂,熟悉这方面的柬埔寨学者认为柏威夏问题无法单独彻底解决。本文就这一问题作些述评。
