Parent engagement is an important intermediate outcome in Family Drug Treatment Court (FDTC) and child welfare services. This study explored the utility and reliability of a client satisfaction and engagement survey designed to measure interim outcomes of a Mentor Parent Program, operating in conjunction with a FDTC. Findings suggest the survey is a useful, parsimonious and reliable tool for measuring key dimensions of parent mentor services including client engagement; client‐centered support and empowerment; and help with systems navigation and accessing resources. The survey may be adapted for use in other FDTC or parent mentor contexts.  相似文献

Low fertility and concurrent birth control policy in China   总被引:1,自引:0,他引:1  
China’s one-child policy, introduced in the late 1970s, has been in effect for over three decades. This article reviews China’s low fertility rate and the implementation of this stringent birth control policy in the context of low fertility. First, China’s fertility intention, behavior, and low fertility level trend are presented. Then, the official response to the low fertility level and the consequent misguided policy-making are investigated. Next, various obstacles to the abolishment of the strict birth control policy are discussed, including national leaders’ authority, related family planning regulations and laws, the inertia of this basic state policy under the auspices of the common good, the displacement of the family planning systems, and the necessity for social maintenance fees to keep grassroots governments in operation. After discussing the recent reform of this birth control policy in 2013 and the subsequent results, the incentives for a universal two-child policy are elucidated. These include the official acknowledgment of low fertility, the effect of birth control policy on fertility decline, the reactions of the general public, the attitudes of grassroots family planning cadres, the appeal from scholars, international experiences, the merging of population and family planning commissions, and national leaders’ attitudes. The paper concludes with an analysis of the cost of this birth control policy over the past decades.  相似文献

Abstract

Spanning the three jurisdictions of Western Australia, South Australia and the Northern Territory, the central Australian cross-border region is sparsely populated, with an estimated 7000 people living in some 26 communities. In 2009 a new initiative was introduced to the region – the Cross-border Justice Scheme. Its creation was driven primarily by a need to deliver a more people-centred system. The new arrangements were designed to promote high quality trans-jurisdictional practice by all key criminal justice institutions, namely police, prosecutions, courts and corrections, but especially police. This paper looks at the impetus of the Scheme from its political roots. It describes its implementation, and the evaluative process completed in 2013. Finally, it takes readers through the pivotal role played by police services, both in changing the environment in which the Scheme operated and in contributing to some positive but limited changes in cross-jurisdictional co-operation  相似文献

The abuse of alcohol is strongly associated with violent behavior in general and domestic violence in particular. The present study examined the compara-bility of dual-problem (i.e., substance abuse and conjugal violence) men in substance abuse and violence treatment milieus. Thirty males in substance abuse treatment and 33 men in violence treatment were identified as being dual-problematic and were administered the Addiction Severity Index (ASI) to assess psychosocial and substance abuse status, the Conflict Tactics Scale (CTS) for the frequency and type of abusive behavior, the Symptoms Checklist-90 (SCL-90) for psychological distress, and the 16 Personality Factor (16PF) for personality attributes. When dual-problem men from each milieu were compared on these measures, men in the substance abuse-milieu reported not only significantly more severe substance abuse problems, but also more frequent partner sexual abuse. Few other differences emerged. Thus, while current referral procedures may be appropriate in identifying and directing more severe substance abuse problems to the appropriate treatment setting, violent men with difficulties comparable to those seen in violence treatment may also be found in substance abuse treatment. These findings emphasize the need for: (1) routine objective screening for family violence and substance abuse in these two treatment milieus; (2) informed and up-to-date staff in both settings who are sufficiently prepared for the therapeutic challenges such men may present, and (3) more study of how treatment for dual-problem men may be coordinated by the violence and substance abuse treatment communities to optimize their outcome.  相似文献

This study examines factors associated with the high attrition rate in treatment programs for men who batter. In accord with past research, we expected demographic variables of age, race, employment status, relationship status, and socioeconomic status to predict attrition. We also hypothesized that attitudinal and personality variables, as well as contextual/program variables, might account for attrition more parsimoniously. Specifically, we hypothesized that attrition would be predicted by frequency and severity of violence, denial of a problem with violence, rigidity of thinking, low levels of self-disclosure, and higher anxiety and constriction in social situations. In addition, we predicted attrition would relate to dependency, maladaptive personality styles, and expectations regarding group counseling (e.g., whether treatment is perceived as aversive). Finally, we proposed that attrition would relate to whether batterer participation in treatment was self-motivated or the result of external pressures. Participants were 61 men enrolled in a batterer treatment program in a mid-sized city. Analyses of variance and discriminant analyses indicated that program attrition was unrelated to demographic, attitudinal, or personality variables. Only the contextual/program variables of mileage traveled to attend and external monitoring of attendance significantly differentiated treatment rejecters, drop-outs, and treatment continuers. Findings are discussed with regard to intrinsic and extrinsic motivational factors. Future directions for exploration are discussed.  相似文献

Estimates suggest that upwards of 50% of participants in adult treatment courts (ATC) are parents. Previous studies point to negative impacts of unmet parenting needs on substance use treatment and criminal justice outcomes, and that family‐centered practices such as parenting classes substantially reduce recidivism among ATC participants. Judges and team members interested in adopting family‐centered practices in their ATC program may be unsure where to begin. One recent source of information regarding evidence‐based, family‐centered practices in treatment court settings is the Family Treatment Court (FTC) Best Practice Standards. The FTC Standards suggest adopting a family‐centered mission, expanding partnerships with child‐ and family‐serving agencies, discussing parenting and family roles during hearings, implementing family‐centered case management, and considering the effect of therapeutic responses on children and families. Building on the ATC Standards, the flexibility inherent in voluntary court programs, and existing community partnerships creates a pathway toward family‐centered practice in criminal settings.  相似文献

基于中国式现代化背景下的两次财政体制改革都不利于农村公共服务的均等化,财税体制改革也对乡镇政权性质产生了一定影响。由于财富分配中的结构性失衡、资金使用效率低下,公共品供给领域的误区等体制性问题的存在,导致农村主要公共品供给严重不足。农村公共品供给体制改革必须从调整乡村治理结构、提高中央政府与地方政府的作用与功能以及提高农民主体地位与参与程度等方面着手。  相似文献
