Second‐Order Devolution or Local Activism? Local Air Agencies Revisited

In response to calls from previous scholarship for further bottom‐up examination of local government roles in environmental policy, the authors revisit local air agencies to examine two separate phenomena occurring in environmental federalism: one from the top down (second‐order devolution) and one from the bottom up (local activism). Using survey data from local air agencies on devolved authorities to set air quality standards and to enforce federal and/or state standards, the authors identify three different types of local agencies: state administrative subunits (only enforcement authority), fully devolved agencies (authority to both set and enforce standards), and activist agencies (neither authority). Further findings indicate that state administrative subunits and fully devolved agencies are likely functions of second‐order devolution, while activist agencies are likely functions of local activism. Conclusions suggest that both top‐down and bottom‐up approaches to environmental federalism are shaping local government roles in environmental management.

世纪之交 ,重新探讨和确立警学学科体系是当代警察实践发展的客观需要 ,是警察科学发展的必然趋势 ,是警学科研和警察教育发展目标的要求。对于警学学科体系 ,可以从认识论、警察基本业务部门、警察科学与其他学科的关系三种角度加以划分。其中 ,警学基础学科也应是一个具有合理结构和功能分工的学科群。在新的世纪 ,警学学科研究要真正实现其对警察教育和警察实践应有的指导推动作用 ,就必须在三个方向上有所突破 ,即从封闭走向开放、从注释走向理性、从滞后走向超前。

作为“传统的现代女人”,高校高学历女教师有着强烈的自我发展需求、主体意识和成就动机,但在沉重的学术压力面前她们更容易出现职业倦怠;作为“现代的传统女人”,未婚的高学历女教师往往面临“结构性剩余”问题,已婚的高学历女教师则在事业与家庭之间作着“鱼与熊掌”的艰难选择.多种角色压力归根到底是由于传统社会期待与现代价值追求的冲突,疏解这些压力要全社会共同努力,推进社会性别文化的良性发展,高学历女教师自身也要对自我作理性认知,提高对不同角色的适应能力.

试论警务科学的学科结构和科学定位

警务科学是以警务活动作为研究对象的所有学科的统称。涵盖公安学、警察学的警务科学在中国经过30多年的演进发展,已经形成一系列分支学科、边缘分支学科。警务科学在总体上呈现出明显的交叉科学属性,有理由将其认定为介于数学自然科学与哲学社会科学两大知识板块之间的一个交叉科学学科门类。警务科学同法律科学、安全科学、军事科学等学科门类有着十分密切的亲缘关系,其未来的基本演进策略应是依托亲缘门类、强化薄弱阵线。     

Cultural Studies and The expand of Cultural Sociology Imagination

The rise of cultural studies had an important influence on the development of sociological theory and cultural sociology,on the one hand it brought “culture” turn of sociology, on the other hand it also brought “The Sociology of Culture” turn to “Cultural Sociology”, in the double “turn”, the disciplinary boundaries and imagination of cultural sociology, in the field of ideology and gender, popular and mass culture, fashion and consumption culture, have also been greatly expanded.     

Science,society and the sea of fertility: new reproductive technologies in Japanese popular culture

Since the late twentieth century, assisted reproductive technologies have brought new challenges to our understanding of the family and gender relations. There are ever-widening gaps between medical practice, legal regulation and everyday understandings and practices. Some recent popular cultural texts in Japan have explored the issues raised by non-commercial surrogate motherhood. The background to these texts is a series of controversies concerning surrogacy and the use of assisted reproductive technologies and wider societal anxieties about family, reproduction and population management. In this article, I will focus on two novels by a medical practitioner and popular novelist who writes under the pseudonym Kaidō Takeru – Gene Waltz (Kaidō 2008) and Madonna Verde (Kaidō 2010) – and the associated film (ōtani 2011) and television series (NHK 2011). The fact that it was the national broadcaster Nippon Hōsō Kyōkai (NHK) that dramatised Madonna Verde suggests that the discussion of these issues was thought to have wide social and cultural resonance. I will place these texts in their social and cultural context with reference to medical, legal and popular discourses on new reproductive technologies in contemporary Japan. These new reproductive technologies have the potential to force a rethinking of masculinity, femininity, parenthood, family and gender relations. The popular texts also, however, draw on pre-existing ways of thinking about masculinity, femininity, marriage, reproduction and the relationships among science, ‘nature’ and society.     

国内领导风格研究综述

西方领导风格的研究始于上个世纪70年代,在学习、借鉴西方研究成果的基础上,国内学者运用个案研究、实证研究、比较研究等方法,在不同类型的领导风格研究方面形成了一批文献成果。领导风格量表解析了领导风格的概念结构,概念结构因子方面的差异是区分不同领导风格的评判依据。多个中介变量影响着领导者与被领导对象之间互动关系的建立与演变,一种领导风格发挥作用需要一定的情境条件,也存在失效的情形,要选择与组织文化匹配度高的领导风格。     

宁夏生态环境立法的若干问题探析

当前,生态文明建设已成为中国特色社会主义建设的一个重要方面。要实现生态文明建设的目标和任务,必须加快有利于可持续发展的体制机制建设,进一步健全相关法律法规,为生态文明建设提供制度和法律保障。因此,研究和探讨可持续发展与完善生态环境建设立法的关系,对于促进宁夏节约型社会和环境友好型社会的建设,实现经济社会的跨越发展具有重要的现实意义。
