From Politics to Performance: How Perceived Support Matters for Public Organizations

Research on support for educational institutions has ebbed and flowed with much of the focus directed toward internal mechanisms including teachers, administrators, and staff. This study stresses the importance of support from external environments and tests its influence on student achievement. Using panel data from over 1000 public schools, empirical results suggest that support increases test scores and daily attendance. The findings encourage scholars to consider the politics of educational environments and delve deeper into the consequences of external drivers for the performance of public schools.     

A Serious Game: Performance Management in Italian Ministries

In 2009, extensive performance management measures were introduced in Italian ministries, following a significant legislative initiative. The objectives that were initially set, however, have not yet been reached. In the paper, the authors discuss this issue, starting with the consideration of the main limits on the introduction of performance measurement systems in public organizations. The discussion leads to the conclusion that the shortcomings of performance management depend not only on the persistence of an administrative paradigm, but also on the underestimated impact of control over organizational behavior; where the latter is linked not to mechanical logic processes, but to more sophisticated forms of reactivity or even counter-intuitive sense-making processes.     

公共政策绩效损失的实证分析--以G省农业水价综合改革政策为例

绩效管理的核心目的是改进绩效,而绩效损失这一分析视角业已成为审视绩效生产与绩效提升的一个重要维度。以G省农业水价综合改革政策为例,对“治理缺陷型”和“价值偏离型”两类绩效损失的生成机理与影响因素进行分析。研究发现:两类绩效损失是在公共政策组织管理系统和公共价值建构系统中交互形成的,其公共价值因素与组织管理因素相互影响,共同作用于整体绩效损失的生成;其中,社会价值建构缺失构成了整体绩效损失生成的逻辑起点。此外,在绩效损失的生成过程中,经济发展水平和自然区位要素与其他影响因素耦合互动,并对绩效损失产生“放大效应”。未来应进一步开展相关的定量研究以探索绩效损失形成的关键区域,并提出具有针对性与可行性的矫正策略和治理路径。     

Responsibility attribution in coalition governments: Evidence from Germany

Models of coalition governance suggest that political parties pursue the interests of their electorate through the ministerial control of policy in their portfolios. Yet, little is known whether voters reward or punish coalition parties for policy performance in their portfolios. This study investigates voters’ evaluations of the policy priorities of coalition parties and their responsibility attribution in twenty policy areas using survey data from Germany. Specifically, we investigate whether voters attribute policy responsibility equally across coalition parties, along the jurisdictional lines of ministerial portfolios, or to the dominant party in the coalition. Our findings suggest that party size, prime minister status, and ministerial portfolios are decisive for responsibility attribution.

用快速高效液相色谱系统分离纯化Gc蛋白

报告Gc蛋白的一种分离方法，为免疫制备抗Gc血清制备抗原。硫酸该分级沉淀出含Gc的人血清组份，BlueSepharoseCL－6B亲和色谱除去含Gc硫酸铸分级沉淀的人血清组份中的白蛋白，快速高效液相色谱系统过Alkyl-SuperoseTMHR5／5疏水色谱柱和MonoQHR5／5离子交换柱。聚丙烯酸胺凝胶解离、非解离电泳证明，Gc蛋白得到了彻底纯化。免疫固定显示：纯化出的蛋白确实是Gc蛋白．为1-1型。快速高效液相色谱为蛋白质的纯化提供了新的技术及仪器手段。     

抗人同种异型G1m(3)单克隆抗体研制及特异性鉴定

用快速液相色谱仪从G1m（3）阳性人血浆中纯化IgG1蛋白，用其免疫BALB／C／小鼠．建立了一株分泌抗人G1m（3）单克隆抗体的细胞株（D7E8）。经抑制ELISA，直接ELISA及斑点ELISA分析，证明D7E8抗体具有G1m（3）单一特异性。其培养上清液效价为512倍，并初步应用于法医办案。     

不安抗辩权的效力与适用范围

我国《合同法》第 6 8条规定关于不安抗辩权的立法迫使陷于不安的合同当事人不得不先进行履行准备 ,由此将来可能因此造成很大损失 ,对于自己乃至于对方都有重大不利。应当允许双务合同的任何一方当事人在有理由陷于不安的情形下 ,不仅可以中止债务的履行 ,而且可以中止履行准备 ,由此导致迟延履行的 ,不负迟延责任。
