The current European Union (EU) legislative framework on child-related leave is facilitating an imbalance in the take-up of leave by women over men. There is a consolidated EU right to maternity leave for mothers but there is no parallel EU right to paternity leave for fathers. The EU right to parental leave is for both working mothers and fathers, but its design does not encourage an equal take-up by women and men. The aim of this article is to gain insight into the effects of child-related leave on women’s labour market outcomes. On the one hand, it reviews and analyses economic literature which points to the adverse consequences of leave on women’s earnings, and even on women’s labour market participation when the absences from work are very prolonged. On the other hand, it underlines the new direction followed by the European Commission towards greater equality between men and women at home and at work.  相似文献

This article explores a geographical dilemma at the heart of union organizing in transnational corporations; namely, how to circulate union power across different spaces when existing labour struggles are generally restricted to single sites. Reflecting on the experience of the International Transport Workers' Federation, this paper argues that single site campaigns have been crucial to its organizing programme. Analysing cases involving dock workers in India and logistics workers in Turkey, it is noted that these struggles are resource intensive but potentially transformational, and should be theorized as ‘resonant places’ in a wider global organizing strategy.  相似文献

Employment and labour market regulation initially appeared as one of the solid red lines in the UK's renegotiation of the country's place in the EU. The basic argument is that the UK's more deregulated labour market would sit uneasily in the more organised models, based on statutory instruments or collective bargaining, found on the continent. While there is a legitimate problem here, EU employment regulations appear manageable from the point of view of business, while unions see them as important tools for socially responsible economic restructuring. Most of UK employment case law is now deeply entangled with EU law; labour market regulations have, on the whole, become part of the way of doing business in the Single Market; and a simple cost–benefit analysis appears impossible because some costs are not quantifiable and the costs of others are reduced when taken as a bundle. Labour unions agree that transposition of European law needs to be done taking into account local sensitivities, while internationally oriented companies do not see EU regulations on the whole as detrimental to business. Importantly, though, the costs and benefits of EU employment regulations are not symmetrically distributed across different companies: large companies are better able to reap the rewards and accommodate the costs of operating in the Single Market than smaller companies.  相似文献

中国与东盟食品安全合作的稳步推进需要相应法律机制的保障。这一法律机制应立足于双方食品安全合作的已有法律依据和实践,从组织机构、表现形式和规范体系三方面予以构建。该法律机制的组织机构建设应依托于中国-东盟自由贸易区的整体性机构安排;该法律机制的表现形式主要是中国与东盟秘书处和中国与东盟各国食品安全职能部门签订的合作文件。这些文件的法律性质是软法,其制定和实施均应遵循软法的法治特征;该法律机制的规范体系应至少涵盖四类规则:食品安全信息交流制度、食品安全标准协调制度、食品安全能力建设制度和食品安全突发事件协处刺度。  相似文献

This article analyses coalition survival in eleven post‐Communist, Central and Eastern European democracies. Survival analysis demonstrates that Communist Successor Parties (CSPs) are central to understanding government dissolution processes in post‐communism. Coalitions spanning the ‘regime divide’ between CSPs and parties not affiliated with the ancien regime last longer than governments that do not. Regime divide governments also are more likely to fall during periods of positive economic performance, while other governments fall during periods of negative economic performance. The reason lies in parties’ incentives to prolong their regime divide coalition with the CSP, especially in the face of adverse conditions.  相似文献

The expertise of social scientists is vital in the field of regenerative medicine. By providing a comprehensive framework to include both technology and market conditions, as well as considering social, economic, and ethical values, they can inform policy decisions and influence the rate and direction of progress in new medical research. This paper deals with four potential conditions to which social science should pay special attention and assess: market conditions, technological opportunities, mechanisms of appropriability, and risk regulation of products and practices. The interplay of these factors must be understood as providing the right environment for this paradigm to progress. More empirical evidence is necessary to validate these factors in their international context, and this assigns a pivotal role to these experts.  相似文献

本文从国际劳工公约的由来与发展出发,分别从立法层面与执行层面分析我国在五项核心劳工标准中的现状,其中包括废除强迫劳动、结社自由、组织工会和集体谈判权、消除剥削童工、消除就业歧视。通过对现状的分析,指出作为发展中国家、劳动密集型、以贴牌制造生产为主的中国在执行国际劳工标准上所面临的挑战,以及应对挑战的对策建议。  相似文献

华中根据地妇女较多地参与生产劳动的原因首先是与当地的经济结构和妇女的劳动习惯有关。其次是资本主义和商品经济的发展也造成了对劳动力的需求旺盛。再次是地狭人稠的人口分布状况也迫使男性劳动力寻求家庭以外的收入谋生,从而使女性替代了部分男性劳动。虽然妇女广泛参与生产劳动对改善其家庭地位有一定作用,但与其对家庭的贡献并不相称。  相似文献

深化行政审批制度改革,是新世纪以来我国推进行政体制改革,建设法治政府建设的重要内容。本文以海南省行政审批制度改革的理论与实践创新为视角,分析论述了该省政务服务中心相对集中行政审批权,全面推进行政审批体制机制改革;努力加强行政审批的阳光政务建设,强化权力监督制约,确保廉洁高效审批;努力加强电子政务建设,实行网上行政审批,全面提升行政审批的效率和群众满意度,初步形成了地方行政审批制度改革的“海南模式”。  相似文献
