Theorists have recently argued that in order to protect migrants from vulnerability and domination, host countries should grant voting rights to all residents, including those who are present on the territory on a temporary visa. Although we endorse the inclusive and egalitarian rationale of this approach, we argue that it is based on the presumption that all migrants aim at permanent inclusion and is therefore inadequate in the case of those who are engaged in ‘temporary migration projects’. We suggest that in order to provide these migrants with a form of political voice that fits their life plans, we need to look at different institutional tools than conventional voting rights, and we point to trade unions and migrant organizations as promising alternatives. We also show that, contrary to what may be thought of other forms of temporary mobility, temporary migration projects and the institutional solutions we propose in order to address the needs of the migrants involved are not disruptive of liberal-democratic institutions.  相似文献

I defend a neo-republican account of the right to have political rights. Neo-republican freedom from domination is a sufficient condition for the extension of political rights not only for permanent residents, but also for temporary residents, unauthorized migrants, and some expatriates. I argue for the advantages of the neo-republican account over the social membership account, the affected-interest account, the stakeholder account, and accounts based on the justification of state coercion.  相似文献

A new political development that emerged after the disintegration of the Soviet Union was the adoption of ‘homeland stances’ by the newly independent states. Through the construction of the homeland image, the states of the region claimed responsibility not only for their own citizens, but also for a diaspora community of co-ethnics. Kazakhstan became one of these states and its leadership portrayed Kazakhstan as the homeland of the Kazakh diaspora. Furthermore, Kazakhstan's leadership developed far more active homeland rhetoric and initiated an ethnic return-migration policy as early as 1992. This paper will explore the discourse of Kazakhstan's leadership on the repatriation of its co-ethnics as well as the legal and political context that it created to achieve their smooth absorption into domestic society.  相似文献

Although migration has for some time been an important topic in African studies, the ‘politics of migration’ remain relatively under-examined. While there is a substantial body of literature on migration and economic development, we know much less about the impact of migration on other state-building processes. The upsurge of autochthony discourses throughout much of Africa is a recent phenomenon and an alarming trend that reveals the increased politicisation of migration and the challenge these discourses pose to state-building. This article uses Côte d'Ivoire as a case study to shed light on the complex relationship between migration and state-building. It also provides a fresh perspective on a new chapter in Ivoirian politics as it re-examines this relationship in light of the recent political developments following the 2010 elections. In so doing, it provides new insights into the enduring nature of autochthony, highlighting the contemporary challenges that these discourses pose for both migrants and state-building.  相似文献

ABSTRACT

Saraço?lu deals with the ways in which the Kurdish migrants living in the western cities of Turkey have been identified in middle-class discourse by certain pejorative labels and stereotypes. He argues that this new Kurdish image demonstrates the ethnicization of longstanding anti-migrant sentiments in Turkey. He develops and substantiates the argument by means of qualitative data gathered in a field study in ?zmir between June 2006 and July 2007. The study involved ninety in-depth interviews with middle-class individuals living in the city and explored their anti-Kurdish attitudes. Through a close analysis of two of the common stereotypes that these interviewees deployed in the interviews—namely, that the Kurds were ‘benefit scroungers’ and that they ‘disrupt urban life’— Saraço?lu explores the formation of the urban social context in which such perceptions have emerged. Close examination of the narratives of the middle-class respondents indicates that the development of a new image of the Kurds has occurred in an urban context shaped by the neoliberal transformation of Turkish cities, on the one hand, and the internal displacement of Kurdish migrants, on the other.  相似文献

Abstract— While favelas have been an important feature of many Brazilian cities over the past 50 years, they were relatively insignificant in São Paulo until the mid- 1970s. Since then, São Paulo's favelas have experienced a dramatic expansion and some estimates now put their total population in the region of two million. This article examines potential explanations for this sudden change, including migration, changes in the housing market, relative prices and state intervention.  相似文献

This article argues that in the present era of globalisation, control over the movement of people has become the last bastion of sovereignty. This is important both to theoretical accounts of globalisation and to policy decisions by governments. Nation states threatened with loss of control in other realms are implementing a variety of 'crackdown' measures in questions of immigration. Issues of refugee law, illegal migration and skilled migration each challenge sovereignty in specific ways. While international human rights standards have made few inroads in questions of migration, recent decisions in England and Australia suggest that the rule of law may be emerging as a counter to traditional executive free reign in matters of migration law.  相似文献

Faced with increasing and diverse migratory pressures in the post Cold War period, European states have created an increasingly complex system of civic stratifications with differential access to civil, economic and social rights depending on mode of entry, residence and employment. Now at the beginning of the twenty-first century, expansion and contraction of rights have occurred within a managerialist approach which, though recognising the need for immigration, applies an economic and political calculus not only to labour migration but also to forms of migration more closely aligned to normative principles and human rights, such as family formation and reunification and asylum. At the same time, states are demanding affirmation of belonging and loyalty, leading to greater emphasis on obligations in the practice of citizenship. The first part of the paper traces the evolution of a managerialist regime and its consequences for the reconfiguration of spaces of citizenship. The second section examines the development of new contracts of settlement and the management of diversity as the state reasserts its national identity and sovereignty.  相似文献

ABSTRACT

Increasingly, studies are considering Central Asia a ‘hot spot’ of climate change and a region prone to environmental migrations. Growing aridity and the shrinking of glaciers may have important impacts on food security, health, human security and infrastructure in the region and compel people to move. Drawing on the literature on environmental issues in Central Asia and on interviews conducted in the Kuhistoni-Badakhshan Autonomous Region of Tajikistan, this article provides a literature survey on environmental migrations in the region and positions Central Asia in the current debates within the broad environmental migrations literature. The article shows that environmental issues can stand out as an important push factor for out-migration in Central Asia, highlights the important role of the Soviet heritage of environmental management as well as of post-Soviet socio-economic transformations in understanding these issues, and discusses possible adaptation strategies.  相似文献

ABSTRACT

The media often focuses on the visible aspects of state violence. However, the invisible aspects of everyday struggle often go under-reported. How does dispossession and displacement occur for Uyghurs in Xinjiang? What is the role of their dispossession in securing state territorial control? Some Uyghurs from rural areas in Xinjiang, China have experienced a triple dispossession: displacement from the countryside, alienation in the city, and eviction from the city. The stories concern the agony people feel as they move from rural to urban settings and back again, pain caused by severe hardship in the economic, political and cultural senses. This case shows how economic development works together with interventionist state power to violently dispossess and displace the most vulnerable poor minorities from their homes and livelihoods.  相似文献
