The growing militarisation of nature conservation has refocused attention on the relations between counterinsurgency and conservation. This contribution analyses how these two phenomena entwine in the Virunga National Park, located in the war-ridden east of the Democratic Republic of the Congo. It examines how this entwinement relates to dynamics of conflict and violence, and how these dynamics shape and are shaped by the livelihood and resistance practices of local inhabitants. As it shows, a particularly important form of resistance is ‘guerrilla livelihood’ activities, or cultivation, (prohibited) fishing and logging within the boundaries of the park, which often take place under the protection of armed groups. By studying the interplay among such unauthorised exploitation of natural resources, different types of conflict, and insurgent mobilisation, it is demonstrated that strict law enforcement and joint operations of the Congolese army and park guards fuel, rather than mitigate, the dynamics feeding into armed mobilisation.  相似文献

This article draws on ethnographic research with a K'iche' community development organisation in the rural department of Totonicapán to examine how neoliberal development policies in post-conflict Guatemala both enabled and problematised grassroots ethnic development strategies. Specifically, this study analyses efforts by the Cooperation for the Rural Development of the West (CDRO) to operationalise Maya culture as a tool for development through the pop (woven mat) methodology. This particular Maya development model was successful in its ability to appeal to both the international development industry and local community development goals. The article also examines, however, how the pop also became an important site of critique of neoliberal state reforms and class inequality within the community.  相似文献

This article proposes an approach to the agrarian question that focuses on the establishment of absolute private property rights over land in Brazil and Mexico. The author argues that current land struggles are conditioned by the property regimes inherited from past struggles. The author examines the liberal reforms of the nineteenth century and argues that the balance of class forces led to the slow establishment of absolute private property in Brazil, while in Mexico they triggered the Revolution of 1910–1917, which limited agrarian capitalism. The author then turns to the consequences of these different property regimes in the twentieth century and argues that capitalist social relations have been more dominant in the Brazilian than in the Mexican countryside. The conservative modernization of the 1960s and 1970s is identified as a turning point in the fully capitalist development of agriculture in Brazil. The shift toward food imports, the elimination of subsidies, and the reform of Article 27 of the Constitution signal the re-establishment of the conditions for capitalist development of agriculture in Mexico. The article ends with an assessment of the MST and EZLN's strategies to protect peasants’ access to land and to influence the institutional setting determining access to land.  相似文献

This paper examines the significance of historically sedimented military practices for conservation in contemporary Guatemala. During a 36-year civil war, the military represented the lowlands as dangerous jungle that had to be tamed to justify its counterinsurgency campaigns, thus positioning the jungle's inhabitants as suspect citizens or potential insurgents. Also during the war, international conservationists coalesced to successfully lobby for a protected areas system that enclosed one-third of Guatemala's territory. This paper argues that this transnational conservation alliance, comprised of international conservation agencies and national elites, evokes the violence of scorched earth counterinsurgency. The use of jungle and forest discourses in successive territorial projects produces a racialized landscape that connects a violent past to a violent present. In recent years, jungle discourses have articulated advocacy for increased militarization to fight the ‘war on drugs’ in protected areas. As such, I argue thatconservation agencies and the military are complicit in reproducing social inequalities, often through violent exclusions.  相似文献

The paper provides a critique of the World Bank's 2008 World Development Report on the role of agriculture in the development process, specifically its conception of capitalist farming as a pathway out of rural poverty. It is argued that the Report is unable to overcome a fundamental deficit in development thinking based on modernisation theory and an ideological predisposition towards (and belief in) the agency and working of the market. The paper also argues that the failure of the Report to propose radical land redistributive measures for tackling rural poverty derives from its failure to grasp the fundamental cause and dynamics of rural poverty.  相似文献

In policy analysis, studies on policy termination are rare. This article offers such a study. It presents the story of how, despite attempts by the government to terminate it, Dutch nature policy on ecological corridors continued to be implemented by regional governments and in the field. A case analysis is presented that integrates theories and insights not only from the termination literature but also from the literature on implementation. The different factors identified in the literature that enable or constrain implementation and termination have served as a basis for developing possible explanations of the case study. They cannot, however, serve as generic theories with predictive power. Policy termination as well as policy implementation are highly contextual processes and the question which factors will enable or constrain policy termination and implementation can only be answered on a case by case basis.

The knowledge claims of sustainable commodity discourses are often presented as ‘fact’ in policy debates. Such claims, however, are better understood as coproduced with neoliberal values and power, in the context of ‘more soy on fewer farms’ – the concentration of land and productive resources – in Paraguay. I analyze five claims that link ‘responsible soy’ to reduced deforestation, good agricultural practices, national economic growth, increased food security and public participation in soy governance. I examine ways in which each of these claims is contingent and contested. With an explicit commitment to equity, I argue that alternatives to ‘responsible soy’, that include rather than exclude small-scale producers in Paraguay's agricultural development trajectory, are likely to culminate in stronger claims to sustainability by redressing the equity issues that have been marginalized by neoliberal agriculture.  相似文献

The neoliberalization of the Dutch citizenship manifests itself through the responsibilization, contractualization, and marketization of civic integration. We conceptualize civic integration courses as a neoliberal citizenship ritual the migrants are required to participate in to earn Dutch citizenship. By studying the practice of Dutch civic integration, we demonstrate the repressive and productive aspects through which migrants and course providers become objects and subjects of the state's neoliberal citizenship ideology. Our ethnographic data enable us to understand how civic integration is experienced and interpreted by state agents and migrants. Cost optimization and quantitative policy targets have dominated; the quality of Dutch language teaching suffered, leaving the migrants without the power to vocalize and realize their own interests. The courses have become rituals to prepare for the civic integration examination, and the state's professed goal to create self-reliant citizens has been comfortably neglected in the shadow of a ritualized success story.  相似文献
