本文以中美两国卫生立法对比研究为切人点探讨中国卫生立法的迫切性，在医疗控费、患者保护、医疗保险市场、医生监管等几个方面介绍了美国立法体系，从执行力、立法理念、前瞻性等环节上进行了对比分析，从差异上找出可改进之处。     

对我国检察机关侦查职务犯罪机制的思考

我国检察机关职务犯罪侦查权应该是一种监督型司法权，职务犯罪侦查实践应该围绕职务犯罪侦查权权力属性这一定位展开。现阶段，我国检察机关职务犯罪侦查机制还存在诸多不足，应着眼于提升职务犯罪侦查效能和效果进行全面系统地完善。

近年来，大学生心理健康问题越来越受到关注。目前已有不少高校和心理学专家开始了对大学生心理健康问题的研究，并取得了宝贵的成果。通过分析当前大学生中普遍存在的心理问题，力求找出解决问题的正确途径，以帮助大学生摆脱心理问题的困扰，走出心理阴影。

Die Prämienverbilligung im Krankenversicherungsgesetz: Vollzugsföderalismus und sekundäre Harmonisierung

Subject of the report is the question about factors of influence on the development of a common policy between the cantons in implementing the subsidizing of contributions to health insurance of persons living in modest economic circumstances. It clearly appears that this so‐called secondary harmonization in the first place has been pushed by the concretization of the executive program by the federal administration. Secondly, the influence of various forms of horizontal cooperation is mentioned, which facilitated the exchange of information and reflection between the cantons and promoted the development of a common model for a solution. Thirdly, the paper refers to the role of the evaluation, in which a comparative analysis of the sociopolitical effectiveness of the cantonal implementation systems was made. This studies induced a number of cantons to make adaptations. In spite of all tendencies towards harmonization, however, the cantonal implementation systems still differ greatly also in this public policy. This fact is explained by fundamentally differing policy cores as well as by the varying extent to which information required for the implementation of subsidizing contributions is available in the cantons.     

Deconstructing Deliberation in the Appraisal of Medical Technologies: NICEly Does it?

Appraisals of medical technologies undertaken by the National Institute for Health and Clinical Excellence (NICE) have significant implications for the setting of priorities for health care expenditure in the NHS in England and Wales. NICE has been characterised as a deliberative body, an evaluation which reflects the recent attention paid by those working within the health policy community to the establishment of mechanisms which deliver procedural justice, in the absence of societal consensus upon the substantive values which should underpin distributive choices in health care. This article critically interrogates the assessment of NICE as deliberative in character. It also considers the relationship between legitimacy and deliberation in this policy context, in light of the claim that 'thickening proceduralisation' by establishing and enhancing deliberative structures and processes is a useful strategy for addressing regulatory problems.     

我校散打队员体质健康状况及对策研究

通过对我校10名散打队员的调查、测量,分析散打对学生体质和健康的影响,结果表明:我校散打队员的体质和健康有其好的一面也有不足之处,应有针对性地加以完善和提高,以利于建立一支全面发展的高水平运动员队伍。     

Utilitarianism of Big Data in Public Health Care

Big data in public health care is fundamental strategic resource of the country. In order to promote the development of its industrialization, we should make clear the regulatory model of utilitarianism of big data in public health care, and settle the conflict between the active utilization and the principle of informed consent. China's legislation ought to encourage the active use of big data in public health care, so as to settle the conflict between the use and protection of big data in public health care through the flexible use of the principle of informed consent and the introduction of alternative or supplementary protection mechanisms. And we should guarantee thatthe big data resource will be applied appropriately.This article also presents a systematical classification method of big data in public health care, clarifies principle stipulations, and discusses some exceptional cases.     

Lifetime Abuse, Mental Health, and African American Women

This study examined the relationship between lifetime abuse and mental health among 126 African American women and 365 White women from a primary health care setting who participated in a telephone interview as part of a larger study. Seven types of childhood and adult intimate partner abuse were measured. Consistent with hypotheses, (1) lifetime abuse was associated with elevated levels of anxiety and depression, and (2) women who experienced childhood abuse were more likely to report adult partner abuse. African American and White women showed more similarities than differences in the associations between most abuse experiences and depression and anxiety, as well as types of childhood abuse. African American abused women reported more excessive jealousy by partners. Nonabused African American women reported higher levels of depression and anxiety than their White counterparts. Results are interpreted and discussed taking into account relevant social and cultural factors.     

Factors Associated With College Students’ Responses to Rape-Disclosure Scenarios: Influence of Gender,Rape Characteristics,and Opinions About Health Professionals

ABSTRACT

Few studies examine the role of friends in victims’ decisions to seek help from health professionals. This study used a sample of college students (N = 637) to examine the factors that may influence whether students would advise a friend to seek help from health professionals. After providing an open-ended response to a vignette, students answered a series of questions about formal support providers, attitudes toward women and rape victims, and their background. Findings suggest a gender divide on the advice given, and more students who responded to an acquaintance-rape scenario recommended that a victim contact health professionals in comparison to those whose scenario depicted an intimate partner rape. Implications are discussed, focusing on the role of friends and campus policy in minimizing the impacts of victimization.
