俄罗斯伊尔库茨克州油气资源潜力及开发战略探析

地处俄罗斯东西伯利亚的伊尔库茨克州油气资源丰富,尤其是天然气资源极为丰裕。伊尔库茨克州石油资源稳步开采,可为东西伯利亚—太平洋石油运输管道提供可靠油源保障;天然气资源合理有效开发,可以为当地经济发展提供动力、保障当地能源供应、提供清洁型能源、改善当地生态环境。同时,因地缘优势,该州天然气可沿计划中的中俄天然气管线东线输入中国,为中国天然气稳定供给民生工程的安全增加筹码。伊尔库茨克州可作为中国重要海外油气选区。     

The challenges and opportunities of implementing the integrity pact as a strategy for combating corruption in Nigeria's oil rich Niger Delta region

In recent years, significant local and transnational concerted initiatives have been instituted to curb the incidence of corruption that has undermined socio‐economic development in Nigeria. Drawing on the critiques of such initiatives, and the experience from the process of implementing the Integrity Pact in the Niger Delta Development Commission, this article suggests that the Integrity Pact in principle offers real opportunities that can both reinforce and complement existing anti‐corruption initiatives in Nigeria's public sector. However, political instability, lack of continuity in civil service leadership and limited capacity are core challenges that confront the successful implementation and institutionalisation of the Integrity Pact as a means of fighting corruption and meeting sustainable development objectives in the Niger Delta. 鸭传染性浆膜炎油佐剂灭活疫苗的研究

以1、2型鸭疫里默氏菌分离株为菌种研制了1型鸭传染性浆膜炎单价油佐剂灭活疫苗和1、2型鸭传染性浆膜炎二价油佐剂灭活疫苗.经过无菌及安全检查合格后,对7日龄雏鸭经颈部皮下接种0.5 mL/只,免疫后14、24 d用相同血清型强毒攻击,保护率达90%～100%.单价疫苗免疫后2周内,抗体水平持续上升,从第3周开始缓慢地下降,5周时仍然维持在较高水平.通过攻毒保护试验和抗体消长规律的测定表明,鸭传染性浆膜炎油佐剂灭活疫苗具有良好的免疫保护作用.     

海洋石油开发与污染：兼评美国墨西哥湾溢油事故的海事赔偿责任限制问题

从美国墨西哥湾＂深水地平线＂溢油事故以及＂深水地平线＂所有人海事赔偿责任限制出发,简要介绍海洋石油开发装置及其技术特点,分析美国有关海洋石油开发装置的司法实践,并通过阐述国际油污损害赔偿基金的研究报告和希腊最高法院的裁决,提出有必要就海洋石油开发油污责任问题建立统一的国际公约,或者将海洋石油开发装置解释为船舶,以使其可以享受责任限制。

1990年代女性油画家们的创作在理解框架、诠释结构、观察角度与价值标准表达等方面,表现出了显著的女性艺术特征。这种艺术现象与新时期以来的社会文化背景密切相关,具有鲜明的艺术个性与文化意义。     

民族学界与“边疆”概念中国化——以20世纪三四十年代为考察时段

西方民族国家产生后,国与国之间有了明确的边界,一国境内邻近边界的区域被称为该国的"边疆"。这一概念于近代传入我国。由于我国特殊的国情,其不得不经历中国化的过程。在这一过程中,民族学、人类学及社会学学者扮演了主力军的角色。以20世纪三四十年代为考察时段,初步论述了相关学科的学者实现"边疆"概念中国化的努力与成绩。     

论船舶油污民事责任主体的扩张性

一直以来,中国学界和司法实践中普遍接受和遵循《1992年国际油污损害民事责任公约》船舶所有人责任专属制度,将船舶油污民事责任主体限定为船舶所有人。然而,船舶油污民事责任主体是否具有扩张性,即是否可以及于船舶所有人以外的当事方却鲜有讨论。针对船舶油污民事责任主体的扩张性,通过对国外立法、司法实践中相关案例及理论基础进行详细分析,并结合中国目前船舶油污事故发生的实际情况及相关法律规定,可以认为扩张船舶油污民事责任主体在中国具有必要性和可行性。     

The Shanghai Co-operation Organisation: China's Initiative in Regional Institutional Building

China's initiative in establishing and promoting the development of the Shanghai Co-operation Organisation (SCO) is an interesting case study of China's attempt at regional institution building. China's increasing interest in Central Asia coincided with its gradual acceptance and rising enthusiasm regarding participation in regional organisations. The “Shanghai Five” mechanism and the SCO were seen as appropriate mechanisms for pursuing China's multiple interests in the region; their development was also in line with the improvement in Sino-Russian relations. Chinese leaders have skilfully developed the SCO's institutional framework, and they seem intent on getting good value for the resources spent. The leaders have also demonstrated considerable patience when the SCO's development encountered setbacks.
