CHANGE AND DISCONTINUITY: WAR AND AFGHANISTAN, 1904–1924

In the imaginations of many, war in British India had its focus on the North-West Frontier and was fought against the tribes of that region. However, British thinking about Indian defence involving Afghanistan underwent tremendous change over the period under consideration. British plans to meet a Russian invasion on the Kabul-Kandahar Line in 1904 resembled those of any other Nineteenth Century Imperial campaign, with numbers of infantry and cavalry still being thought of and referred to as bayonets and sabres. Twenty years later, heavily influenced by the experiences of the Great War in the region and the Third Afghan War and associated operations, the calculus was different with logistics changed by motor vehicles and the introduction of what today are referred to as force multipliers, such as aeroplanes and machine guns. It was over this period that warfare as fought and conceptualised by men like Napoleon gave way to modern practices familiar to us today.

“Your Wilderness:” The White Possession of Detroit in Jim Jarmusch’s Only Lovers Left Alive*

After a decade of accelerated disinvestment and depopulation, Detroit (re)appeared in the national imaginary as an “urban frontier” open for (re)settlement by (mostly white) creative entrepreneurs. Recently, scholars have addressed the ways in which this frontier rhetoric arouses settler colonial desire for land based not just on a notion of black criminality or ineptitude, but also more fundamentally on an assumption of deferred white possession. Though this work has productively described the settler colonial conditions of racialized (re)development in the Motor City, it ignores white possession as a process that mythologizes Indigenous history and delegitimizes Indigenous people. In this paper I read Jim Jarmusch’s 2014 vampire film Only Lovers Left Alive as a “landscape of monstrosity” that inadvertently and momentarily recovers Indigenous and African American presence in moments of erasure and absence, as werewolves and ghosts to the white vampire elite and zombie working class. More broadly, I argue that Only Lovers Left Alive actively participates in an ideological process of (re)settlement that disguises land speculation (and its inherently disruptive cycles of uneven development) in a renewed frontier mythology. I read the film’s central characters, the vampires Adam and Eve, as disaster tourists whose nostalgia for Detroit’s lost civilization heralds in its renewed form.     

The 1967 Arab–Israeli war: Soviet policy by other means?

This paper considers two aspects of historiography about the 1967 Arab–Israeli war – American and Soviet foreign policy in the region – to better appreciate the Soviet role in the outbreak of hostilities, as well as how the war concretized the USA–Israel ‘special relationship’ and weakened American–Arab relations. Relying especially on research from the Lyndon Johnson Presidential Library and Foreign Relations of the United States (FRUS), this paper argues that Soviet officials had little interest in pursuing measures to prevent war during the prewar crisis because the situation promised to undermine American interests in the region.     

Refining the prize: Chinese oil refineries and its energy security

Since China became a net oil importer in 1993, oil refineries have played integral roles in China's quest for oil security. And yet, the capacity, security, and configurations of refineries were rarely featured in the discussions about China's oil policy. To fill this gap, this paper explains the basics of refinery economics and technology, and details the development in China's refining industry since the early 1990s. By taking refineries into consideration, it then revisits and reassesses the existing literature regarding the motives and drivers behind China's foreign oil policy, its effectiveness, and the political interactions between China and crude oil producers.

中国边疆跨境非传统安全：挑战与应对

中国边疆邻国众多、民族多样、文化多元,地缘政治与周边环境复杂。在深度全球化时代,各国利益相互镶嵌,安全互依互保。随着中国全面扩大对外开放以及"一带一路"倡议的推进,边疆跨境非传统安全问题愈加复杂多元,互为关联,关涉政治、经济、文化、生态、公共卫生等诸多领域,涵盖地缘、认同、利益与网络等不同安全场域,并融入周边安全、国际安全与人类安全之中。在新形势下,边疆跨境非传统安全及其治理呈现出越来越多的新问题与新难题,只有以总体国家安全观为指导,促进国际与国内相涉行为体之间的协同共治,加强边疆跨境非传统安全全方位、多层次的体系性治理,才能有利于推进维护总体国家安全。     

The Analysis of Gun‐Cleaning Oil as Long‐Distance Gunshot Residue and Its Implications for Chemical Tags on Bullets

Using a BB gun, it was shown that a gun‐cleaning oil (GCO) can be wiped from the barrel by a projectile and carried much longer distances than those usually associated with solid gunshot residue (GSR). Analysis of GCO subsequently deposited on a target was performed using pentane extraction and gas chromatography. (Hoppe's GCO was used here as a model.) When a 0.45 caliber handgun was used, analysis reveals that most of the GCO wiped from the barrel does not survive, owing to the elevated temperatures encountered. However, two components of the GCO, a long‐chain fatty acid and its ethyl ester, do survive and can be detected in the bullet wipe. This suggests that GCO may be considered as GSR, uniquely detectable at long distances, and that other chemical compounds could either be added to a GCO or directly to bullets, to serve as identifying chemical tags.     

浅析钻井平台油污损害赔偿立法的完善——由渤海湾溢油事故引发的思考

发生在2011年的渤海湾溢油事故,暴露出我国油污损害赔偿制度的严重缺陷。本文在分析国际公约、国内立法及钻井平台法律属性的基础上,对钻井平台油污损害赔偿的立法完善提出建议：在立法形式上,应修改《海洋环境保护法》,在其确立的框架下制定具体规范钻井平台和船舶油污损害赔偿问题的《油污法》;在制度内容上,应加大行政处罚力度,建立强制责任保险制度和损害赔偿基金制度,并通过保障受害者的知情权等为其民事求偿提供支持。     

Chinese interest in Nigeria's oil and the American context

Nigeria is an emerging strategic partner of China. This may at first glance appear to have some important implications for the United States, which has long seen Nigeria as a significant player in the region and has often cast Nigeria as an ally of some import on the continent. However, when examining Sino–Nigerian ties in the context of the United States, the hyperbole about China's role needs to be tamed. Washington, DC does not seem overly concerned by China's rising influence in the country. Though US ties with Abuja are robust, its economic interest in Nigeria is declining and is not threatened by Chinese activities.
