公安机关经侦部门和全体经侦民警要在“三个代表”和“十六届三中全会”精神指导下 ,深入学习和贯彻落实中共中央《关于完善社会主义市场经济体制若干问题的决定》和《关于进一步加强和改革公安工作的决定》 ,积极参与整顿和规范市场经济秩序工作 ,最大限度地预防重大经济犯罪的发生 ,最大限度地减少经济犯罪对国家、集体和个人财产造成的损失 ,最大限度地减轻经济犯罪对国家经济安全带来的危害 ;严厉打击经济犯罪。     

“信息技术与教学”专题资源库的分类与整合

“信息技术与教学”专题资源库是通过理论探究、技术方法、教学应用和案例评价等过程来展示现代远程开放教育教学理论与信息技术应用实践的逻辑联系,规范整合信息技术与教学领域中的基本知识、基本技能和最新成果。在有组织地开展信息技术与教学培训指导的基础上,该专题资源库的建设无疑为广大教师新辟了一个自主式、个别化、一站式、网络化的享用信息技术理论与教学实践成果的资源服务平台,对不断提升教师信息素养,乃至于全面提高校园系统化、网络化和信息化服务水平,都将起到十分突出的作用。     

LESSENING THE STING OF ASFA: THE REHABILITATION‐RELAPSE DILEMMA BROUGHT ABOUT BY DRUG ADDICTION AND TERMINATION OF PARENTAL RIGHTS

Congress passed the Adoption and Safe Families Act of 1997 (ASFA) as a response to children waiting in foster homes for years without permanent placement. In addressing the problem of permanency, however, Congress set a strict limit on how long a child could be in foster care (15 out of the most recent 22 months) before a state must either commence a proceeding to terminate parental rights or else lose valuable federal funding. Due to health care funding schemes and quality of treatment, this requirement, in particular, negatively impacts parents currently in drug rehabilitation whose parental rights may be permanently terminated before a realistic chance to recover is permitted. Although ASFA requires that states make “reasonable efforts” to keep families united, it does not define “reasonable efforts,” leaving parental rights and family unity subject to a chaotic interpretation of this requirement from state to state. “Reasonable efforts” should be interpreted to take into account current drug addiction and recovery research and drug court programs should be used to facilitate this goal. Research has shown that focusing on adequate treatment saves states money and improves the lives of children and their families, reducing the need for reliance on termination of parental rights.     

Sacred groves,sacrifice zones and soy production: globalization,intensification and neo-nature in South America

Soy has become one of the world's most important agroindustrial commodities – serving as the nexus for the production of food, animal feed, fuel and hundreds of industrial products – and South America has become its leading production region. The soy boom on this continent entangles transnational capital and commodity flows with social relations deeply embedded in contested ecologies. In this introduction to the collection, we first describe the ‘neo-nature’ of the soy complex and the political economy of the sector in South America, including the new corporate actors and financial mechanisms that produced some of the world's largest agricultural production companies. We then discuss key environmental debates surrounding soy agribusiness in South America, challenging especially the common arguments that agroindustrial intensification ‘spares land’ for conservation while increasing production to ‘feed the world’. We demonstrate that these arguments hinge on limited data from a peculiar portion of the southern Amazon fringe, and obfuscate through neo-Malthusian concerns multiple other political and ecological problems associated with the sector. Thus, discussions of soy production become intertwined with broader debates about agrarian development, industrialization and modernization. Finally, we briefly outline the contributions in this volume, and identify limitations and fruitful directions for further research.     

专利联营之反垄断规制分析

由于“专利灌丛”问题,产业发展越来越受控于很多分散的、独立的专利权。专利联营解决了这一问题,它整合了互补技术,降低了交易成本,排除了专利间实施的交互限制,避免了昂贵的法律诉讼。但由于专利联营固有的“联合”特点,使其必然对联合体之外的市场主体构成限制竞争,具有“垄断”的先天嫌疑,而由于专利联营政策越来越被拥有较多专利权的跨国企业控制,特别是信息领域技术标准制定中诞生的专利联营,已经凸现出滥用市场支配力、防碍技术创新的趋势。因此,有必要制定专利联营的反垄断规则。     

北京市东城区（北片）2013年游泳池水质监测结果分析

目的：了解东城区（北片）游泳场馆水质卫生状况。方法：对东城区（北片）辖区内营业性游泳场所46户采集游泳池水样138件,根据《公共场所卫生标准检验方法（GB/T 18204-2000）》对水样进行卫生学指标检测。结果：本次抽检共采集游泳池水样品138件,其中合格水样96件,合格率为69.57%。pH值、浑浊度、细菌总数的合格率较高,分别为100%、100%和99.28%,尿素的合格率最低,为84.78%。结论：本区游泳场馆水质卫生状况仍有提高的空间,建议进一步加强对游泳场馆监督监测,以确保公众安全。     

打造华文教师培养的助推器——论东南亚国家华文教育人才库的创建

21世纪以来,随着世界政治环境的改善和东南亚各国经济社会的不断发展,东南亚国家的华文教育事业取得了长足的进步,但是历史遗留的问题和现实社会状况也给东南亚华文教育事业提出了一些难题。其中提高东南亚地区华文教师培养质量一直是影响东南亚国家华文教育事业发展的关键因素。东南亚国家华文教育人才库的建设和完善可以在华文教育管理部门、华文教师组织、华文教师个体三个层面上对提高华文教师培养质量方面提供相应帮助,促进华文教师培养活动提高效率,更具针对性。     

The Kramer problem: Micro-macro resolution with a Danish pool

In a seminal paper, Kramer (1983) posed his “problem” for the study of economic voting with election surveys: the items administered can measure neither individual nor national economic wellbeing accurately. Instead these items of economic perception are laden with erroneous judgment and partisan bias. Thus, the investigation of economics and elections should not be a survey research enterprise. Here we show, through varied analyses in an extensive, well-gathered Danish election pool, that these fears are unfounded. The presence of strong sociotropic voting effects from surveys can be established, and reconciled with the observed effects of national fluctuations in the macro economy. Indeed, the micro- and macro- processes mirror each other, so resolving the Kramer problem.     

Putting a Price on Justice: How to Incentivize the Downsizing of Prison Populations

Abstract

We argue that the proximate reason the United States overuses prisons is that for local prosecutors and judges, sending offenders to prison is “free”; the state pays. By completely subsidizing prison use, states incentivize local overuse of prisons. State prisons in the United States are common pool resources, so options to managing common pool resources used in fisheries and environmental protection may have applications to corrections. We propose, for this purpose, seven options: six involve pricing systems and each having several variants. Each approach, in its own way, puts a price on justice. We also outline other changes in correctional and sentencing practices policy makers need to make to implement these approaches. We anticipate potential consequences, good and bad, of incentivizing justice. Finally, we fully expect our proposals to incur the ire of some political idealists on the right and the left. Nevertheless, for policy makers who are concerned about practical solutions to the grave injustices and high costs of mass incarcerations, our portfolio of options should be useful.     

Railway Dreaming: Lessons for Economic Regulators from Aboriginal Resource Management Lore

Railway reform in the past decade has seen the introduction of mandated third party access to track in a number of jurisdictions. This article argues that third party access changes the property rights associated with railway track, rendering it a common pool resource. As such, it is useful to ask whether the literature on the governance of common pool resources could inform the economic regulation of railways. This article suggests that it might, and draws some lessons from the common pool resource governance mechanisms traditionally used by Australia's Aborigines in managing their land that may have application within the context of the railways.
