ABSTRACT

With the implementation of the activation approach, formulated by the American political scientist Lawrence Mead and the British sociologist Anthony Giddens, the labor market policy has been reformed in Germany and many other industrialized countries, since the mid-1990s. A fundamental component of the realignment is that welfare payments are tied more strictly than previously to the acceptance of employment. While in the U.S.A., the new labor market policy is characterized by the ‘workfare’ motto, in Germany, the foundations of the activation are formulated with the guiding principle ‘support and demand’. Nevertheless, due to the shortage of public funds subsidies were cut sharply in recession phases but not increased adequately during the periods of economic recovery. As a result, the promotional elements of the activation concept are far outweighed by enforcement measures, leaving the unemployed to accept less attractive non-standard work. However, even with favorable economic conditions, even a relatively small number of atypical employees successfully made the transition to regular full-time employment. Therefore, in order to facilitate career advancement additional support would be required, which will not end with the recruitment.

大学教师学生都需要进行职业心理训练,正确处理严格监考与诚信考试的关系。社会从业人员,都有其行业心理要求和社会职责的履行。履行职责,时而会产生法律责任与道德规范的矛盾,道德责难也就时常难免。警察院校应该对从警人员进行诚信执法与职业道德的心理素质训练,并对这种训练进行实证研究。     

Focused training of child and youth-care workers for promoting social and educational inclusion of youth at risk

Engaging marginalized youngsters in the mainstream society poses a great challenge for child and youth-care (CYC) workers. Workers' ability to promote significant inclusion of these adolescents is largely shaped in process of their professional education. Most academic programs for CYC workers define the profession too broadly, and this lack of specification, reflecting the scope and complexity of the field, could have a negative impact on the inclusion-aimed process of professionalization. This opinion note aims at opening a discussion about a new, inclusion-focused perspective on higher professional education of CYC workers. This discussion could suggest a refinement of CYC curricula to reflect specific characteristics of the target populations as well as consider some core concepts of the field of child and youth care.     

De/valuing youth work: Revealing tensions in professional identity development while enhancing and applying mental health literacy

Thirteen preservice youth work students participated in learning experiences designed to enhance literacies in mental health. The aim of this grounded theory study was to explicate the process of mental health literacy enhancement and application to child and youth care practice. Sixty-two unique sources of data were used in analyses. Findings suggest that mental health literacies are intertwined with the process of developing a professional identity. In this article, the subcategory de/valuing youth work is explained and involves participants managing a confusing role, adopting a misfit stance, battling and building a seat at the interprofessional table, and valuing professional contributions. Implications for professional identity development, professionalization and mental health education are offered.     

Defensive semiotic strategies in government: a multimodal study of blame avoidance

In this article, I argue that when officeholders try to avoid blame, they often engage in defensive performances which can be analysed in terms of how they exploit various multimodal semiotic resources to ward off (potential) criticism: the setting, appearance, and manner chosen for a particular interaction with an audience; and both verbal and non-verbal ways of arguing, legitimising, framing, and representing social actors and actions. I apply these analytic categories to interpret the data gathered during fieldwork at a major training event of British government communicators. By combining insights from multimodal discourse analysis, discourse-historical studies of organisational behaviour, and recent research into blame avoidance in public administration, I demonstrate how certain semiotic strategies used by officeholders have an effect of backgrounding the ideas about any possible norm violations that government communicators may have been associated with in the eyes of critical audiences, such as lying, spin doctoring, and using tax money for propaganda campaigns that may not actually serve the interests of the public. I suggest that analysts of government communication should pay more attention to the defensive practices of government insiders, and study in great detail how these practices are incorporated into everyday behaviour through professional training.     

Developing Durable Infrastructures: Politics,Social Skill,and Sanitation Partnerships in Urban India1

Accelerated national and international efforts to redress the acute lack of infrastructures in the developing world have focused on forging partnerships to spur infrastructure development. This article finds a sore lack in attempts to grasp how infrastructures implemented through multiactor partnerships within entrenched, often volatile, political environments, become durable. Durability is understood here through field analysis, an approach common within the “new institutional” literature. Two case studies of sanitation infrastructure‐making from cities in India are presented as empirical evidence. Failure of the first case and the success of the second in acquisition of durability clearly illustrate the vital role political strategy plays in making infrastructures durable.

地方总工会是所辖区域内各行业工会组织的领导中枢。要实现对基层工会组织的有效领导,在工会领导机关的运行机制上,要积极适应“小机关、大服务”的要求;在领导方式上,要克服以行政化为主要的弊端;在干部队伍建设上,要提高整体素质,夯实职业化、专业化干部队伍基础。总之,增强地方总工会领导能力,是一个面对现实、着眼发展的重要问题。     

Whose Stories are These?

Phenomenological research investigates the meaning of lived experiences for participants, as well as the implications of those experiences. This chapter presents brief biographical sketches of 12 youth workers who participated in a phenomenological investigation of the experience of self in moments of not-knowing what to do. Each participant's characteristics, professional location in the broad field of American youth work, and circumstances surrounding the experience of not-knowing are described.
