排污权交易制度是环境资源法的基本制度之一 ,是许可证交易制度在污染防治领域的表现 ,可以实现环境资源的优化配置。排污权交易制度在我国目前尚处于试点探索阶段 ,需要从配套改革、制度内容、实施程序等几方面予以完善

Prevention science,drug abuse prevention,and Life Skills Training: Comments on the state of the science

There has been tremendous growth in the field of prevention science over the past two decades. The defining features of contemporary prevention science are high quality empirical research using rigorous and well-established scientific methods, careful hyphothesis testing, and the systematic accumulation of knowledge. One area where substantial progress has been made is in our understanding of the etiology and prevention of tobacoo, alcohol, and illicit drug abuse. In this paper, we review the growth in prevention as a scientific enterprise, discuss advances in drug abuse prevention research, and review the effectiveness of one approach to the problem of adolescent drug abuse, the Life Skills Traning (LST) program, and the methodological strengths of the LST evaluation research. In addition, we provide a response to criticism regarding two types of data analysis in evaluation research, and show that these analyses can help address a number of important research questions with implications for theory and practice. First, the analysis of high fidelity subsamples can address research questions about the importance of program implementation fidelity; and second, composite measures of concurrent tobacco, alcohol, and marijuana use (i.e., polydrug use) are useful in testing research questions about program effects on more serious levels of drug involvement. With an increasing number of ramdomized controlled trials underway, the field of prevention science is contributing to a new generation of evidence-based approaches and policies that, if widely utilized, offer the potential of reducing the mortality and morbidity associated with a number of major health and social problems.     

论迁徙自由及其在中国的适用

迁徙自由是《公民权利与政治权利国际公约》所规定的一项基本人权 ,我国于 1998年签署了该公约 ,并从宪法立法角度确认迁徙自由很有必要。我国其他法律在对迁徙自由进行具体规定时 ,应当把维护公民迁徙自由与国家安全、公共秩序、公共卫生道德、他人权利与自由结合起来 ,使迁徙自由得以正确运用。     

论环境行政代执行制度的普遍适用——以《水污染防治法》为例的展开

新修改的《水污染防治法》中确立了环境行政代执行制度,文章中以《水污染防治法》为例展开分析了环境行政代执行制度的构成、特点、性质。通过对现行立法的剖析,阐释了此项制度在各类环境污染治理方面普遍适用的必要性,指出了该制度普遍适用中需要注意的问题。     

河北省参与"西部计划"大学生志愿者情况调查分析

对2003年河北省服务西部大学生志愿者的调查表明,他们参与"西部计划"的动机主要为"国家需要"、"自我锻炼",98%的志愿者表示对未来1～2年的服务"有信心",多数志愿者表示服务期满后会考虑继续留在西部.同时,调查也发现服务期满后的就业问题是这些志愿者最担忧的问题.     

Does the multi-phased high school entrance program affect the equity of educational opportunity？

The Taiwan Government has proposed many educational reform programs in these years. Since 2000, in addition to the joint high school entrance examination, new ways of entering senior high school have included recommendation, application, register-and-distribution, as well as direct promotion. In 2001, the joint high school entrance examination was further annulled for good. However, contrary to the Taiwan Government＇s anticipation, the multi-phased high school entrance program has been severely criticized due to its controversial operating process. Based on our in-depth interviews and analyses of data collected by the Taiwan Education Panel Survey, the results demonstrate that the multi-phased high school entrance program has divided the selection process into several critical parts. Firstly, students have to face the requisition both on and off campus. Secondly, the selection and recommendation criteria are not uniform among different schools. Thirdly, students with better family backgrounds are still benefiting from the advantages of being recommended to public senior high schools. Finally, the selection process and related criteria can easily be influenced by the parents or relatives of students with higher socio-economic status. We therefore argue that the issues related to the selection and recommendation criteria, timing of assignments, school categorizations, as well as the review process for the multi-phased high school entrance program should all be re-considered.     

对基层检察院贯彻宽严相济刑事政策的调查与思考

宽严相济是我国的一项重要刑事司法政策,正确、充分运用这一政策,对于充分发挥《刑法》保护与惩罚功能,减少社会矛盾,打击预防犯罪,促进和谐社会具有重要意义。结合宏伟区检察院近几年来的工作实践,笔者对基层院贯彻宽严相济刑事政策这一问题进行了深入研究,并在此基础上就贯彻宽严相济刑事政策的监督问题提出建议。     

EU Cohesion Policy Implementation and Administrative Capacities: Insights from Italian Regions

In this article we explain Italy’s partial persisting difficulties in EU cohesion policy implementation by focusing on one specific variable: regional administrative capacity. In line with research findings based on the national level (Tosun, 2014 Tosun, J. (2014), Absorption of regional funds. A comparative analysis, Journal of Common Market Studies, Vol.52, No.2, pp.371–387. doi: 10.1111/jcms.12088[Crossref], [Web of Science ®] , [Google Scholar]), our working hypothesis is that administrative capacity is the most important explanatory factor of EU cohesion policy implementation also at the regional level. In the article, by adopting a ‘most similar research cases’ design approach, we test the hypothesis with reference to two Italian regions: Campania and Puglia. In addition, we seek to adequately define the concept of ‘administrative capacity’ and operationalize it properly. In the concluding section, we consider the competitive advantage of our definition and operationalization of the notion of administrative capacity also with reference to other policy sectors beyond cohesion policy.
