国际和国家安全视角下的美国“星链”计划及其影响

星链计划是美国太空探索计划公司(Space X)提出的一项太空高速互联网通信计划,初衷是在地球的近地轨道建设卫星互联系统,进而为全球提供高速的互联网服务。然而,在星链计划的发展过程中,不断闪现着美国政府与军方的身影。星链计划发展也对应着美国太空安全战略转型的新模式,其目的在于实现由美国技术主导的、全覆盖的新一代全球卫星互联网通信系统。从技术和市场竞争层面上看,星链计划的实施对现存的5G通信技术和未来的天基互联网系统将产生重大的冲击和影响。从深层次的国际和国家安全角度看,星链计划背后依托的是美国高度成熟的军民融合体系和太空安全战略转型,将从国防、产业价值链、信息主权与监管、轨道与频谱资源使用、太空空间利用和天文探索等方面,对国际安全及其他国家的安全构成复合型、交叉型新挑战。

The Technology Trap and the Role of Political and Cultural Variables: A Critical Analysis of the E‐Government Policies

More than a decade after the first introduction of the e‐government policies, early enthusiasms on its immediate benefits on the quality of democracy have undergone critical review. E‐government implementation worldwide has proved that technology alone does not necessarily provide more access and more participation. Massive technological intervention is not enough for reinventing government online. Hence, other variables should be taken into consideration. Factors concerning political culture, cognitive frames and mentality, administrative traditions, as well as the country‐specific peculiarities play a relevant role in determining if and how e‐gov initiatives can succeed or fail. In this article, it will be argued that any opportunity and push for change and actual influence on administrations, governments, and societies, prompted by the new technologies, should endure important variables of political, social, and cultural nature. The political and socio‐cultural variables then overcome the technological one and we can state that politics (still) determines (e‐)policy.     

国内外股票期权实施模式对比及启示

股票期权的作用机理决定其有效条件,不同的经济环境和发展水平产生不同的实施模式。国内外股票期权的实施模式存在明显差异,在引进股票期权实现长期激励,促进经济发展的过程中,需要从形式上加以调整以适应自身的经济状况,关注点更多集中于避开法律法规的限制,利用现有的市场、经济制度,达到长期激励的目的。     

Nonphysical Abuse Among Batterer Program Participants

Nonphysical abuse of women is receiving increased attention, but research with clinical samples of batterers has not substantially addressed the risk markers of nonphysical abuse. A multisite sample of batterer program participants (n = 840) with a longitudinal 15-month follow-up was used to identify risk markers. Logistic regressions were computed with batterer characteristics for 4 categories of nonphysical abuse (i.e., control, verbal, threats, combined) reported by the batterer's female partners during the follow-up. The only substantial and consistent risk markers were nonphysical and physical abuse prior to program intake and program dropout. The programs appear to help reduce the abuse. Other significant risk markers varied across the categories of nonphysical abuse, suggesting that the categories do not form a continuum or hierarchy of abuse. Recurrent abuse, moreover, continues to be more difficult to predict in clinical samples than in the general population.     

The Impact of Shanghai-Hong Kong Stock Connect Program on the Volatility and Liquidity of the Stock Market

Based on the interaction between the trading mechanism and heterogeneous investors' behavior, using Shanghai stocks data, this paper studies the impact of the Shanghai-Hong Kong stock connect program on the volatility and liquidity of the stock market. The result shows that investors with long-term value investment philosophy carry international market risk to the A-share market, which causes excessive panic among medium and small investors. In the absence of derivatives for effectively avoiding risks, price volatility increases. With the increase of the investment risks, the costs of domestic institutional investors'frequent trading out of excessive speculation increase and the investors who are attracted by the international mature capital markets escape from the mainland. The medium and small investors are gradually becoming more prudent, which leads to the decrease of market liquidity.
