“勾肩搭背”式腐败的预防及治理:官商关系的政治学思考

官商之间的"勾肩搭背"现象,表面上看来属于正常人际交往,但其实质仍然是一种腐败,具有普遍性、模糊性、隐秘性和集体性的特点。官商"勾肩搭背"现象的产生和发展,具有文化诱因、制度诱因、思想诱因和社会诱因,并且具有非常大的危害性,需要从思想和制度层面加大预防和治理的力度。     

构建首都和谐社会治安部门必须正确处理四个关系切实提高四种能力

和谐社会的理念对推进首都治安管理工作全面协调发展具有重大的理论指导意义.治安管理工作应服务于建设和谐社会的需要.为此,应处理好四个关系,即和谐与稳定、秩序、效率、公正的关系;提高四种能力,即维护首都和谐安定的能力、驾驭首都社会治安局势的能力、服务经济社会发展的能力、严格公正文明执法的能力.     

Violence and Aggression in the Lives of Homeless Children

The present research examined the role of violence and aggression in the lives of children in homeless families, focusing on possible connections among family violence, children's aggression, and children's problems with social isolation and rejection. Measures were obtained from structured interviews with 93 sets of mothers and children. Consistent with past research, average estimates of specific violent incidents experienced by mothers (as adults) were quite high. Measures of this family violence were reliably correlated with children's behavior problems as well as with measures of aggression in peer relationships (victimization, ease of resolving fights with friends).Finally, results of regression analyses were most consistent with a model in which family violenceand economic distress contributed to problematic aggressive behaviors among children; that aggression, in turn, appeared to lead to social isolation and avoidance. The overall results emphasized the need to address violence and aggression in any intervention programs for homeless children and families.     

BREAKING UP IS HARD TO DO: ROMANTIC DISSOLUTION,OFFENDING, AND SUBSTANCE USE DURING THE TRANSITION TO ADULTHOOD*

Recent studies have directed attention to the nature of romantic involvement and its implications for offending over the life course. However, this body of research has overlooked a defining aspect of nonmarital romantic relationships: Most come to an end. By drawing on insights from general strain theory, the age‐graded theory of informal social control, and research on delinquent peer exposure, we explore the impact of romantic dissolution on offending and substance use during late adolescence and emerging adulthood. Using data from the 1997 cohort of the National Longitudinal Survey of Youth, we arrive at three general conclusions: 1) Experiencing a breakup is directly related to a range of antisocial outcomes; 2) the effect of a breakup is dependent on post‐breakup relationship transitions; and 3) a breakup is associated with increases in offending and substance use among males and in substance use among females. We conclude with a discussion of the implications of our findings for the future of research on romantic involvement and crime over the life course.

Advising Ministers – The Special Problem of Defence

Successive Australian Defence Ministers have been frustrated and occasionally embarrassed by the quality of advice and information provided to them by the Defence organisation. Decades of reviews and reorganisations have failed to find solutions to the special difficulties that Defence faces in providing accurate, timely information and advice to ministers across the broad spectrum of their responsibilities. This article argues that there are multiple explanations for the concerns that are frequently expressed about its policy advisory capacity – most of which are inherent to Defence organisations around the world. While the Defence culture of secrecy is partly responsible, other factors such as the scale of Defence's operations, the multiple cultures that exist within it (military, civilian, and intelligence) that make coherence harder than in more homogenous departments, the long‐time horizons of defence planning as well as the high costs of procurement, must also be considered. The erosion of trust between the organisation and minister has been exacerbated by the intense scrutiny of the media that overburdens ministers and adds another layer of complexity to their role. As history shows, there are push and pull factors that continue to embroil ministers in the minutiae of defence difficulties, while the complexity and scale of operations will undoubtedly continue to impact on the timeliness of advice.     

论政府信任关系的秩序功能——读张康之教授《行政伦理的观念与视野》

秩序的供给是政府的基本职能。在分析社会的秩序需求时,会发现政府信任关系与秩序模式之间的关联性。在《行政伦理的观念与视野》一书中,张康之教授在历史的坐标中把人类以及政府的信任关系划分为习俗型、契约型和合作型,认为在习俗型信任关系的基础上所造就的是权力秩序,在契约型信任关系的基础上则造就出了法律秩序,正在成长中的合作型信任关系将成为合作秩序得以确立的基础。习俗型和契约型的政府信任关系以及与之相关联的权力秩序、法律秩序反映在各自的社会治理过程中,是以社会隔离的方式去强化社会的异质性的,它们分别反映出了制度的理性危机和道德缺失。合作型政府信任关系将扬弃既往所有的外在秩序追求,为确立一种有机性的、内在于人的和谐秩序提供支持。     

Network strategies of nineteenth century Hesse-Cassel emigrants

Between 1820 and 1930 over 5 million Germans emigrated to overseas destinations, most to the U.S. By the 1850s the number of German migrants living in the U.S. was large, a consequence partly of cumulative causation. I provide evidence for the dramatic increase in networks by using micro-level data for the German principality of Hesse-Cassel in the mid-nineteenth century. A conservative measurement of network relationships finds that after 25 years almost half of them were related to a previous family member from the same village. Migrants who used family networks tended to move in small units. Usually only a few years separated networked family members, but some links lasted over a decade. Women were unlikely to start a network but more likely than men to travel to the U.S. Within some families, migrants switched from continental destinations to the U.S., perhaps due to the failure of the 1848 March Revolution.
