关于公安民警警务保障问题的几点思考——以提高民警抚恤标准为视角

当前,我国警务保障存在执法权益得不到切实保障、抵御职业风险的保障能力不足等问题。人民警察作为人民利益、国家政权和建设社会主义事业的重要保障者,在正常履职过程中经常面临着自身合法权益受损的问题,因此,提高民警抚恤标准是十分必要的。

思想政治教育工作是一门党性强、艺术性强、理论水平高的科学,是一门塑造人类灵魂的高尚艺术。因此,教育者本身应具有坚定的政治立场、远大的理想和高尚的情操;应具有良好的思想意识、道德水平和理论修养。作为思想政治教育工作者,尤其是学校学生思想政治教育工作者,应全面提升自身的综合素质,把握新时期思想政治工作的时代特征,有的放矢并卓有成效地开展工作。

新民主主义革命时期党的职工教育是中国无产阶级教育史上的一页光辉篇章。这一阶段的职工教 育开办工人学校、推动工人教育立法、完善职工教育体系,以为党育人为根本宗旨,以马克思主义教育理论为实 践遵循,以服务职工为中心,开创和发展了我国职工教育理论和实践。新时代,职工教育要以培养“完整人”为目标, 以先进的思想引领职工,以优秀的文化培育职工;构建服务职工终身学习的教育体系,培养高素质的职工队伍。     

地方政府公共服务供给能力:影响因素与实现路径

公共服务均等化是和谐社会的重要内容,而地方政府公共服务供给能力提升是公共服务均等化目标实现的重要保障。传统观点认为,地方经济或财政实力决定地方政府公共服务供给能力,但是,我们认为公民参与、社会组织、信息沟通、电子政务技术等对地方政府公共服务供给能力提升更具影响力。在公共治理理论框架下,本文分析了影响地方政府公共服务供给能力提升的经济、政治与社会综合因素,并在此基础上,提出了系统提升地方政府公共服务供给能力的实现路径。     

谈警务技战术教师的“务”与“技”

警务技战术,是建立在良好身体素质基础上的通过训练形成的合理的克敌制胜的方法。警务技战术训练既是能力、技巧和策略的训练,也是执法水平的训练和塑造人民警察形象的训练。公安院校是培养公安后备人才、提高人民警察自身素质、加强公务队伍建设、进行警讯国际交流的重要阵地。警务技战术教学在公安院校教学中占据相当重要的地位,公安院校学员对警务技战术的学习也非常重视,同时警务技战术教师既是人民教师又是人民警察,这就要求警务技战术教师要具有较好的技战术素质,正确处理好＂务＂与＂技＂的关系。     

The Rudd Government's Employment Services Agenda: Is it Post‐NPM and Why is that Important?

Perhaps the most potent symbol of the Howard government's faith in New Public Management (NPM) was the Job Network. Interrogating the Rudd government's replacement package, this article assesses whether the recent restructuring of employment services constitutes a post‐NPM environment. It is argued that there are major post‐NPM elements, seen most clearly in: the softening of jobseeker sanctions; greater deliberation on policy direction and results; a more inclusive employment super‐ministry and reliance on other ‘horizontal’ governance reforms; and enhanced government resources for multiple‐disadvantage clients. However, categorising these changes as post‐NPM is problematic because the steering mechanism remains the market‐based contract, a central NPM characteristic. Theoretical difficulties in applying paradigmatic concepts to services provide additional barriers to conclusive assessments, though the Rudd government's employment services regime provides a basis for taking stock in the post‐NPM debate.     

家庭主要照顾者与我国老年人对社区服务需求的研究

通过分析2010年中国城乡老年人口状况追踪调查的数据,本文探讨了家庭主要照顾者对我国城乡老年人社区服务需求的影响。主要照顾者被分为五类,即配偶、儿子、女儿、儿媳和其他人。配偶和儿子在我国城乡老年人照顾者中所占的比例最高;儿媳在农村老年人主要照顾者中占的比例较高。对各种社区服务有需求的农村老人的比例高于城市老人;城乡老年人对上门看病和上门护理服务需求最高。回归结果表明,被配偶和女儿照顾的城市老人对社区服务有需求的可能性较小;被女儿照顾的农村老人对社区服务有需求的可能性较低。这说明被不同照顾者照料的老年人对社区服务的需求有显著差异;被儿子、儿媳和其他人照料的老年人很可能是今后我国老年社区服务的主要对象。     

Modelling the determinants of electronic tax filing services’ continuance usage intention

The success of electronic filing services largely depends on their continuance usage. This study examines the factors affecting the continuance usage intention of the online tax filing services in Mauritius. An integrated model comprising Trust Theory and Information System Success Model (ISSM) is applied to assess the continuance usage behaviour of e-filing systems. The model has been extended by adding two additional variables: Perceived Usefulness and Perceived Risk. The model was tested using a sample of 315 users of e-filing services in Mauritius. A structural equation modelling technique using partial least square structural equation modelling verified the hypotheses. The results reveal that the continuance usage intention of an electronic tax filing system is influenced by Perceived Usefulness, User Satisfaction, and Service Quality. However, Perceived Risk does not influence the continuance usage intention of e-filing systems since the importance of Perceived Risk diminishes as trust in the e-service provider increases. The theoretical and practical implications derived from the findings of this study are also discussed. This paper makes several contributions to the literature on electronic tax filing systems.     

The ‘Short Addiction Program’: experiences from an intervention by the correctional services in Norway

Do participants in a short term training program in prison find that it helps them to cope with their addiction better than before? This article explores the effects of a pilot project conducted in two Norwegian prisons. The study is based on interviews with 16 participants. The data show that the program increased inmates’ motivation and provided them with better tools to deal with their addiction. The conclusion is therefore that this kind of program could be the first step towards enabling prisoners with addictions to cope better with the challenges involved.     

消除歧视落实平等--浅谈农民工的权益保护问题

农民工问题是在我国特定的历史条件下形成的特殊现象.农民工群体对我国经济社会发展做出了巨大贡献.但是农民工却在很多方面受到不平等待遇,合法权益得不到有效保护.本文对此进行了简要分析,并提出了一些对策和建议.
